GENERAL
PART 1 GENERAL
1.1 SCOPE OF WORK
The scope of work for this contract involves the removal and replacement of the existing EPDM roofing system on the Central Control Station building roof at Lock and Dam 6 and the Comfort Station roof at Lock and Dam 5. The existing roofs were replaced in the late 1990s. Existing roof scuppers on both buildings are still in operation, and the Contractor shall provide drainage to the scuppers at each site. Roof slopes shall be finished so that there is no standing water on the roofs.
No Lock and Dam operations shall be impacted by the Contractor's operations during the course of construction. The work will involve close coordination with the Lock and Dam staff.
1.2 REFERENCE DRAWINGS AND PHOTOS
As part of the contract documents, reference drawings and photos of the are provided. Use of the term "contract drawings" in this specification refers to these reference drawings and photos. The reference drawings reflect the original construction at each site showing general site layout and features. No drawings are available for the roof replacements completed in the 1990s. Site photos provided of each site were taken in April of 2016 and therefore reflect current conditions.
1.3 PRE-BID SITE VISIT
Based on the age of the drawings and the fact that the roofs at all sites were replaced in the 1990s without drawings being completed showing the new roofs, potential offerers are encouraged to visit each site prior to placing bids to ensure that they understand the existing site conditions and the potential challenges associated with completing contract work.
Due to potential falling hazards at the site, a Corps employee who is approved for addressing fall protection shall be required to be present at the site during the inspections. It is therefore necessary to schedule specific dates and times for inspections of each site. Pertinent information regarding site inspections is contained in Contract Clause
52.236-27 SITE VISIT.
1.4 COORDINATION
All work shall be coordinated with the Contracting Officer.
1.5 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be
SECTION 01 00 00.00 13 Page 2 W912ES-16-T-0080 submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

The approved project schedule shall be used to measure the progress of the work, to aid in evaluating time extensions, and to provide the basis of progress payments.
Work Plan; G, COR
The Contractor shall submit a plan that details the sequence and scheduling of the proposed work, especially with respect to storage of materials, methods of getting materials to and from the roof to be replaced, placement of equipment, and how access for Lock and Dam personnel will be maintained so operation of the Lock and Dam will not be impacted. The work plan shall be submitted within 10 calendar days after notice to proceed. The work plan shall be discussed and approved at the pre-construction meeting.
Pre and Post Construction Condition Surveys; G, COR

test reports; test cylinders; samples; O&M manuals (including parts list);
certifications; warranties; and other such required submittals. Submittals requiring Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby. Samples remaining upon completion of the work shall be picked up and disposed in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.
3.2 SUBMITTAL REGISTER
At the end of this section is a sample Submittal Register, showing items of equipment and materials for which submittals are required by the specifications. This list may not be all inclusive and additional
SECTION 01 33 00 Page 3 W912ES-16-T-0080 submittals may be required. The Contractor shall track and transmit all submittals.

Certifications to be submitted with the pertinent drawings shall be so scheduled. 30 days (exclusive of mailing time) shall be allowed and shown on the register for review and approval. No delay damages or time extensions will be allowed for time lost in late submittals. The submittal register shall provide for a reasonable timely distribution of shop drawings as they are prepared (particularly within a specific discipline, i.e.: structural, mechanical).
3.4 TRANSMITTAL FORM (ENG FORM 4025)
A sample transmittal form (ENG Form 4025) is attached to this section, the ENG Form 4025 shall be used for submitting both Government approved and information only submittals.
3.5 SUBMITTAL PROCEDURE
3.5.1 Submittal Copies
Submit 6 hardcopies of each submittal (both government approved and for information only), or 1 hardcopy and 1 electronic copy, unless otherwise indicated. Each transmittal shall address only one submittal item.
Transmittals returned for resubmission shall be resubmitted in their entirety. Provide daily reports to the Contracting Officer.
3.5.2 Schedule
Shop drawings shall be submitted with ample time to secure Government approval prior to the time the items covered thereby are to be delivered to the site. Additional time should be allowed for possible resubmittal.
