See attached revised bid schedule.
2. Section 01 00 00.00 13 – Paragraph 3.3 OTHER CONTRACTS
Add the following to the list of other contracts:
Construction Contract for Site Preparation and Grading at Alternate Placement Site.
3. Section 01 22 00.00 13 – Paragraph 1.7.2 Diversion Channel Excavation
Modify the Payment Paragraph (add last sentence) as follows:
Payment: Payment will be made for furnishing all materials, equipment and labor and performing all operations necessary for excavating the diversion channel as shown and specified. Items of work include, but are not limited to, diversion channel excavation, excavation for riprap, riprap bedding and geotextile as specified and as indicated on the drawings. Stockpiling of excavated materials for reuse and disposing of excess, unsuitable, and frozen excavated materials will be incidental to the price bid for excavation. Diversion channel excavation does not include excavation for off‐site borrow excavation and any other excavation which is included under another bid item.
The piezometers, dewatering trench (including the dewatering trench in the area identified for topsoil and seed near TH 11), and dewatering during excavation, stockpiling of excavated materials for reuse and disposing of excess, unsuitable, and frozen excavated materials will be incidental to the price bid for diversion channel excavation. Acceptable materials shall be incorporated in the work insofar as possible and excess material shall be transported to designated spoil piles within the work limits.
Additional costs associated with transportation of excavated material to the alternate placement site shall be included in the price for Optional Item – Placement of Acceptable Excavated Material at Alternate Site.
4. Section 01 22 00.00 13 – Add Paragraph 1.7.7 as follows:
1.7.7 Optional Item – Placement of Acceptable Excavated Material at Alternate Site Payment: Payment will be made for furnishing all materials, equipment and labor and performing all operations necessary for transporting and placing acceptable excavated material material at the alternate placement site indicated in the attachment to the specifications. Items of work include, but are not limited to, transportation to the alternate placement site and any other operations required to facilitate hauling the material to the alternate site and measuring the material to be hauled as specified.
Measurement: Hauling of material to the alternate site shall be measured for payment by the cubic yard in the original position within the channel reach to be excavated during these hauling operations. Quantity surveys shall be performed immediately prior to beginning the hauling operation and immediately following the completion of the hauling operation. The quantity to be paid will be determined by determining the volume between the DTM surfaces generated from these quantity surveys.
5. Section 31 00 00.00 13 – Add Paragraph 3.7.4 as follows:
3.7.4 Alternate Placement Site – Optional Item
If the option for the Alternate Placement Site is exercised, the Contractor shall transport the volume of acceptable excavated material listed in the bid schedule to the location shown on the map attached at the end of this section. Grading, placement in lifts and compaction of the material is not required. Clearing and grubbing of the alternate placement area prior to placement of material is not required. All site preparation and grading will be done by others. The Contractor shall notify the Contracting Officer a minimum of 7 calendar days in advance of beginning these hauling operations. The Contractor shall coordinate with other contractors preparing the alternate placement site to ensure that the material is placed in a location acceptable to the contractor preparing the alternate placement site and schedule the hauling operations to provide for a minimum of delays and interferences. Coordination shall be through the Contracting Officer.
3.7.4.1 Schedule and Operational Requirements
The Contractor will be notified whether the option will be exercised no later than April 30th, 2014. Once the Contractor’s hauling operations for the alternate placement site commence, they shall be performed continuously until completed, and shall be completed within 20 working days. If the option is exercised, the Contractor shall complete the hauling and dumping operations no later than July 31, 2014. Excavated material shall not be hauled to any other sites during the period that hauling to the alternate placement site is taking place, except that topsoil stripped ahead of the excavation may be hauled to other areas within the project limits. The Contractor shall be responsible for planning his operations in an efficient manner that results in the proper amount of material being hauled to the alternate placement site.
3.7.4.2 Acceptable Excavated Material
Acceptable excavated material to be hauled to the alternate placement site shall be classified as CL or CH under the Unified Classification System. The borings show areas of gravelly sand and silt above the channel bottom. Should the contractor run into pockets of material classified as coarse grained or silts under the Unified Classification System in the channel excavation during the period when hauling to the alternate placement site, the Contractor shall adjust the excavation depth or areas of excavation to avoid these materials.
3.7.4.3 Determination of Quantity Hauled
The quantity of material hauled to the alternate placement site shall be determined by surveying the channel reach to be excavated during these hauling operations prior to starting the hauling operation and after the topsoil has been stripped. A second survey shall take place following the completion of the hauling operation. Quantity surveys shall be performed in accordance with section 01 71 23.00 13 CONTRACTOR SURVEYS.
6. Section 32 92 19.00 13 – Edit Paragraph 3.1.2 as follows:
3.1.2 Seeding Time

Clippings shall be removed when the amount of cut turf is heavy enough to damage the turfed areas. Areas seeded with Mix 280 (modified) shall be mowed immediately prior to final inspection. Areas seeded with mix 150 do not require mowing. Areas seeded with the Diversion Channel Bottom Wet Mix shall be mowed at a nominal height of 6 – 8 inches once per month in
May, June, July, August, and September, beginning no sooner than 30 days after planting.
9. Section 32 92 19.00 13 – Edit Paragraph 3.8 as follows:
3.8 ACCEPTANCE
Turf establishment after seeding shall extend for 12 months after completion of the seeding on the entire project, unless desired growth is established, and shortening the period of the Contractor's responsibility for acceptably established areas is authorized by the Contracting Officer. Grass plants shall be evaluated for species and health when the grass plants are a minimum 1 inch high.
An acceptable stand of turf for the seed mixtures specified for this project other than the Diversion Channel Bottom Wet Mix is defined as a minimum of 2 to 4 plants per square foot and where no gaps larger than 6‐inches in diameter occur anywhere in the turfed area a spacing of 1 – 6 inches between plants in each row and a maximum spacing of 8 inches between rows for areas that are planted using a seed drill. For areas planted by broadcast seeding, a stand of turf is considered acceptable when the area required to be seeded has produced the specified species over a minimum of 75 percent of the total area.
Seventy‐five percent coverage shall be confirmed by the use of a 1 meter square with 100 blocks of 100cm2 (10 cm grid). Measurements shall be made at random locations determined by the Government. If 25 blocks of the 1‐ meter square do not contain the specified plants, that section shall be deemed unacceptable. The plants shall be one or more of the species listed in the specified seed mixtures.
An acceptable stand of turf for the Diversion Channel Bottom Wet Mix is defined as emergent growth of native seedlings spaced 1 – 6 inches apart within each row, and a maximum spacing of 8 inches between rows for areas that are planted using a seed drill.
In addition, for any seeding method, a minimum of 50% of the specified species planted shall be alive and present, and a minimum of 50% of the vegetation shall be the permanent species. The permanent species refers to the specified species other than oats or winter wheat.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
52.217-5 EVALUATION OF OPTIONS (JUL 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
(End of provision)
SECTION 00700 - CONTRACT CLAUSES
52.211-13 TIME EXTENSIONS (SEP 2000)
Time extensions for contract changes will depend upon the extent, if any, by which the changes cause delay in the completion of the various elements of construction. The change order granting the time extension may provide that the contract completion date will be extended only for those specific elements related to the changed work and that the remaining contract completion dates for all other portions of the work will not be altered. The change order also may provide an equitable readjustment of liquidated damages under the new completion schedule.
(End of clause)
The following have been modified:
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) -
ALTERNATE I (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and
(c)(1) complete all work, excluding turf establishment, ready for use no later than 20 September 2015, and
(c)(2) complete the turf establishment, ready for use not later than 20 September 2016.
The times stated for completion shall include final cleanup of the premises.
The completion date is based on the assumption that the successful offeror will receive the notice to proceed by 30 December 2013. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $1,935.62 for each calendar day of delay until the work is completed or accepted for the work to be completed by 20 September 2015 and $153.24 for each calendar day of delay until the work is completed or accepted for the work to be completed by 20 September 2016.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
52.217-4000 OPTION FOR ADDITIONAL WORK (Construction) (AUG 2000)
The Government may require the Contractor to perform the work identified as optional item(s) (CLIN(s) 1001) at the price stated in the Schedule. The Contracting Officer may exercise the option(s) by written notice to the Contractor at any time, including at time of award, but no later than 30 April 2014.
