Organization Plan Evaluation
Requirements Comment Classification: UNCLASSIFIED (U)
The government's additional evaluation weight for those offerors with current or site access within the last 12 months appears to favor the incumbent and unfairly limits competition. Will the government remove this additional weighting factor to make it a level competition?

Comment Classification: UNCLASSIFIED (U)
This section states to "Provide evidence consisting of a commitment or explicit arrangement, which will be in existence at the time of contract award, to rent, purchase, or otherwise acquire the needed facilities, equipment, other resources, or personnel."
Since no subcontracts can be issued until the contract is awarded, the only evidence that could be provided in response to Section e would be Letters of Commitment from Key Personnel (none are required by the RFP), subcontractors, major subcontractors (additional weight already addressed in the evaluation criteria for signed teaming agreements), or Letters of Intent (nonbinding). Please confirm that these are acceptable evidence or eliminate this requirement as only the incumbent would have access to extent subcontracts under their prime contract.
Additionally, LOCs for... or personnel appears to unintentionally favor the incumbent. Please clarify that only personnel that must be in day to day contact with U.S. Government are required to provide LOCs. Rather than all proposed personnel which would require LOCs (if they are required, the five page limit for the response in this area needs to be extended or made unlimited).

Attachment 10 Service Order Work Load is provided but I do not see Work Load for SOO with detail. Since this is a FFP contract and in order to correctly price, will the government please provide detailed work load data history from current CMMS for the last year of SOOs by site?
On: May 26 2020.
Government Response. . The IDIQ CLINs for the unscheduled work, which cover the Service Orders, is already priced by the Government. Offerors do not propose pricing for the unscheduled work. 8608375 General C-3.15.2 Maintenance Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Given the current operational environment and the extreme volatility in Afghanistan, with on-going lockdowns, acts of terror and other circumstances that can require longer timeframes than 15 days to procure parts and deliver to site. Upon site turnover the government requires a 30 day supply, in order to be compliant wouldn't offeror need a 30 day supply on hand at all times? Will the government consider requiring a 30 day supply of materials for mission continuity?
On: May 29 2020.
Government Response. . Offerors shall propose as requested in the PWS. Regarding the 30-day inventory to be left upon site transition, the intention of this requirement, as stated in C-2.2.2.3, is to leave a 30-day bench stock supply of PMI materials for the Government of the Islamic Republic of Afghanistan. These materials are not part of the 15–day stockage levels required in C-3.15.2. If required upon a site transition, the request for 30-day bench stock will be requested in writing by the Contracting Officer. On: Jun 09 2020 Current Request Status: Request Closed

8608394 General p. 83 of RFP, Clauses included Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The RFP includes DFAR 252.225-7026 (Acquisition Restricted to Products or Services from Afghanistan). PWS requires we follow OEM specifications, those OEMS are not manufactured in Afghanistan, additionally given the high potential of counterfeit/used/ prohibited country materials for O&M in an operating environment such as Afghanistan, will the government allow sourcing of OEM materials from outside Afghanistan?
On: May 29 2020.
Government Response. . This clause was deleted in Amendment 0001. On: Jun 09 2020 Current Request Status: Request Closed

8608407 General Evaluation Factors, Factor 1 – Experience Submission Requirements
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The requirement allowing for 6 years of experience and past performance does not appear to align with any of the previous RFPs for this work or the 5 year look back required for Attachment G which was provided with this RFP to ensure contractor responsibility. Q: For consistency, would the government please consider revising the Factor 1 Experience and Factor 4 Past Performance requirements to 5 years which more closely aligns to the previous RFP requirements as well as the Attachment G for this RFP?
On: May 29 2020.
Government Response. . Att G will be revised to reflect Factor 1, Experience, and Factor 4, Past Performance submission requirement of 6 years. On: Jun 22 2020 Current Request Status: Request Closed

8608414 General Evaluation Factors, Factor 1 – Experience Submission Requirements
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The requirement allowing for 6 years of experience and past performance covers a period of significant changes in the Afghanistan operational environment. Since experience is more highly weighted if work is "similar to the types of services contemplated" and "that demonstrate appropriate type of experience," will the government give greater weight to experience in Afghanistan in the past 3 years as opposed to experience prior to these changes? Alternatively, should the past performance be shortened to only include experience from the past 3 years?
On: May 29 2020.
Government Response. . No, the requirement for 6 years for both Factor 1, Experience, and Factor 4, Past Performance, remains at 6 years. On: Jun 22 2020

You wrote in page 12 of AMD 01 that the "Offerors shall not incorporate by reference into their proposals PPQ's previously submitted in response to other Solicitations".
Our referenced projects are USACE based projects. If we ask for PPQ, the COR will not reply as prompt as we need it for this solicitation. But we have previously issued PPQs. If we submit the previous PPQs, will we get lower scores?
On: Jun 01 2020.
Government Response. . See amendment 0002, Offerors must submit PPQs with their proposals. Just referencing PPQs does not meet the evaluation factor requirements. All PPQs will be evaluated in accordance with the solicitation criteria. On: Jun 09 2020 Current Request Status: Request Closed

On: Jun 01 2020.
Government Response. . Yes, attachment E should have the "Plug" numbers for the unscheduled work, (service orders). Offeror's must submit Attachment E in response to this solicitation as part of Evaluation Factor 5. Attachment 1 will be used in the post award for new task orders or change orders. Factor 4 - Past Performance
Proposal Submission
Requirements Comment Classification: UNCLASSIFIED (U)
As it stands, Past Performance and Experience appears to give the incumbent an advantage, as their incumbent contract and two bridge contracts constitute the minimum requirement for Past Performance and the Experience. Would the government consider broadening the experience section address other corporate contracts that meet the primary requirements of that section, not just those listed in the Past Performance?
On: Jun 02 2020.
Government Response. . The Government does not favor any prospective offeror. Experience: The Offeror shall demonstrate its capability that it has performed services in the Central Command (CENTCOM) AOR that were similar to the types of services contemplated by this solicitation as described in the PWS. Offerors shall submit a minimum of three
(3) projects. The contractor's experience should demonstrate performance, either as a prime or a subcontractor within the last six (6) years, from proposal submission. In addition, projects submitted must be at least 80% complete or on-going at the time of proposal submission and must represent a minimum value of $5 million per year.
Past Performance: The Offeror shall submit relevant past performance questionnaires (PPQ, Attachment C) on all projects submitted under Factor 1 – Experience. On: Jun 24 2020

C-4.13.3 - Preventive
Maintenance (PM) Schedule
Comment Classification: UNCLASSIFIED (U)
Submitting a PM schedule to the Contracting Officer within 10 calendar days following Contract Award does not seem realistic, since the Contractor will be in the throes of mobilization (e.g. CRC processing, interviewing personnel and staffing, establishing the PMO, etc.). Will the government consider changing this to 10 calendar days before Contract Start (Performance Start Date).
Page 12 of 34ProjNet: Logged In User
