SUMMARY OF WORK

PART 1 GENERAL

1.1 General

This project is the construction of Sewage Treatment Plant capable of treating an additional 626 cubic meters per day. This project includes installation of a lift station and required piping, an effluent storage tank and all associated utilities and site improvements to support a complete and useable facility. The requirement is to expand the existing Sewerage Treatment System from treating 313 cubic meters to 939 cubic meters per day. The addition will provide for an effluent holding tank to prevent effluent water from entering the existing lagoon. This RFP includes completed design drawings and specifications describing the extension of the sewage treatment system, although the Contractor shall design the actual pumping and piping connections for the wastewater treatment plants, design the tank foundation for both the wastewater treatment plants and water storage tanks, changes to utility lines based on the contractor's survey, and the sewer lines which are required to be realigned to accommodate a recently constructed road. The realignment requires topographical survey, relocation of the sewer lines, and redesign of the relocated components.

The Base Bid shall contain a lift station and required piping, an effluent storage tank and all associated utilities and site improvements to support a complete and useable facility

There are four optional bid items that may be awarded at the same time as the base bid. The optional bid item will be based on the availability of funds. This project will include the following as options to the base bid:

Option 1 - Rehab Brownstone Octagon Lift Station, epoxy coat for corrosion protection

Option 2 - Remove and replace existing offline packaged waste water unit (KU funded)

Option 3 - Provide and install one new packaged waste water unit (KU funded)

Option 4 - Provide and install one new packaged waste water unit (US funded)

1.2 Site Visit

The contractor shall walk through the project site as specified in the request for proposal to validate all general existing and local conditions of the area prior to bid proposal submission. All project related inquiries shall be in writing to the Contracting Officer. Inquiries shall be concise and shall reference the statement of work section and description. The Contractor shall survey and verify the existing site conditions, prepare detailed designs and shop drawings based upon the following requirements.

The Contactor shall be responsible to perform the field investigation and obtain exact measurements required. The construction Contractors'

SECTION 01 11 00 Page 2 representative site visit will be limited to three representatives, and will be required to submit the names 72 hours prior to the site visit.

Failure to inspect the site shall not constitute grounds for claim after contract award.

1.3 Location of Underground Utilities

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Contact 386th EMSG/ECES locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.3.1 Notification Prior to Excavation

Notify the Contracting Officer at least 15 calendar days prior to starting excavation work.

1.2.2 Requests for Digging Permits

SECTION 01 15 00.12 10 Page 2

Contractor will utilize underground utility detecting devices such as metal and cable detectors to determine the location of existing utilities. All utility lines found shall be clearly flagged or marked and the location of the utility shall be shown on the drawing to be submitted with the request for Digging Permit.

1.2.4 Existing Underground Utilities

The Contractor is provided notice that existing utilities are present in the construction area which may not be shown, or are inaccurately shown, on the base as-built drawings and the contract drawings. The Contractor shall exercise utmost care in researching locations of existing utilities and reducing damage to existing utilities. Any utilities damaged by the Contractor shall be promptly repaired by the Contractor. The Contracting Officer will review and approve any proposed repairs. Any damage to existing utilities will be immediately reported to the Contracting Officer.

Applicable provisions of the Corps of Engineers manual entitled Safety and Health Requirements Manual EM 385-1-1, will be applied to all work under this contract. The referenced manual may be obtained from the Contracting Officer's Representative at the jobsite or from the Middle East District at Winchester, Virginia.

1.6.1 Ground Fault Circuit Interrupter (GFCI) Requirement - Overseas Construction

The Corps of Engineers Health and Safety Manual, EM 385-1-1, section 11.C.05.a. states: "The GFCI device shall be calibrated to trip within the threshold values of 5 ma +/- 1 ma as specified in Underwriters Laboratory (UL) Standard 943." A variance from USACE has been granted allowing 10 ma, in lieu of 5 ma, for overseas activities that use 220 Volts(V)/50 hertz(hz) electrical power.

1.6.2 Temporary Power - Electrical Distribution Boxes

EM 385-1-1 section 11.A.01.a. states "All electrical wiring and equipment shall be a type listed by a nationally recognized testing laboratory for the specific application for which it is to be used." Contractors shall:

a. Make no modifications that might void any CE or manufacturer certification.

b. Test the installed systems to demonstrate that they operate properly and provide the 10 ma earth leakage protection.

c. Ensure GFCIs will have an integral push-to-test function. The testing shall be performed on a regular basis.

d. Check that proper grounding is checked regularly and flexible cords, connectors, and sockets inspected before each use.

1.7 LOCALLY AVAILABLE SERVICE FOR EQUIPMENT

All equipment furnished under this contract, regardless of country of manufacture or purchase, must have in-country service availability. In the event that the Contractor proposed to provide equipment for which in-country service is not available, the Contractor must provide written

SECTION 01 15 00.12 10 Page 4 justification for the Contracting Officer's approval. This justification shall be submitted for each product or material for which a waiver is sought concurrently with the submittal required by the Technical Provisions. Submission of group or "blanket" waivers is unacceptable.

1.8 PHYSICAL CONDITIONS

The indications of physical conditions on the drawings and in the specifications are the result of site investigations. Exploration logs (FOR INFORMATION ONLY) are presented as an attachment to this section.

1.9 STANDARDIZATION

Where two or more items of the same type or class of equipment furnished in this project are required, the units shall be products of the same manufacturer and shall be interchangeable when of the same size, capacity, performance characteristics, and rating.
