SUMMARY OF WORK

PART 1 GENERAL

1.1 PROJECT DESCRIPTION

This Design-Bid-Build (DBB) project consists of runway repairs and construction work at Ali Al Salem Air Base (AASAB), Kuwait. Both the United States Air Force (USAF) and Kuwait Air Force (KAF) operate out of AASAB. The scope of this host nation funded repair/construction project consists of two segments: Repair Runway 12R/30L (Airfield Concrete Only) and Repair North and South Hammerhead Taxiways. Segments will be scheduled to cause minimum interference with active runways/taxiways.

Refer to Contract Clause FAR 52.211-10 for established Period of Performance (POP). All concrete work must be fully coordinated with construction efforts taking place simultaneously for the Eurofighter Airfield Project and the asphalt portion of the South Runway. The Eurofighter Airfield Project and asphalt work is being performed under separate contracts.

A list of estimated quantities for most bid schedule items is provided for information only in Appendix B, attached hereto. Refer to specifications and drawings for actual quantities.

1.1.1 Repair South Runway 12R/30L

This repair effort must be performed in a minimum of two phases so that aircraft have access to the 12R or the 30L taxiways. Rubber removal and spall repair as required on concrete runway sections. Full depth concrete replacement in areas as required. Project includes pavement markings to produce a complete and usable runway.

1.1.2 Repairs North and South Hammerhead Taxiways

This segment of the project "Repair North and South Hammerhead Taxiways" consists of the removal and replacement of existing joint sealants. Spall repair will be conducted as required on the taxiways with full depth concrete replacement in areas as required. This segment includes all pavement markings required to produce complete and usable taxiways. One of the taxiways must be fully operational, including markings, before work starting on the second taxiway.

1.1.2.1 Optional work

1.3 SITE VISIT

The contractor shall walk through the project site as specified in the

SECTION 01 11 00 Page 2 request for proposal to validate all general existing and local condition of the area prior to bid proposal submission. All project related inquiries shall be in writing to the Contracting Officer. Inquiries shall be concise and shall reference the statement of work section and description. The Construction Contractors' Representative site visit will be limited to five representatives, and will be required to submit the names 10 days prior to the site visit. Failure to inspect the site shall not constitute grounds for claim after contract award.

1.4 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with installation requirements for locating and marking underground utilities.

Contact 386th EMSG/ECES locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Sunday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.4.1 Notification Prior to Excavation

Notify the Contracting Officer at least 15 days prior to starting excavation work.
