General Price Breakdown

Worksheet

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

1. Attachment B: Price Breakdown Worksheet: Can USACE add a CLIN per year for Project Management so contractors can price the full value of this effort? With the current structure, contractors will not be able to recover the full value of PMO labor and costs if USACE does not order the full personnel level. For example office leases and labor are fixed/sunk costs. If they are distributed across the current 26 personnel, contractors will only recover these costs fully if the staffing levels remain at 26 personnel for the entire contract duration. Since the current staffing numbers in the PWS are not accurate, contractors will immediately lose money based on the current pricing structure because they will never recover their fixed management costs in Iraq.

2. Should the Iraqi pay rates be all inclusive to cover Government of Iraq Taxes such as social security taxes, income taxes, and Iraqi corporate profit taxes?

3. Will USACE require the winning contractor to have a valid business registration with the government of Iraq and to possess a Republic of Iraq, Ministry of Labour and Social Affairs, Social Security Directorate License?

4. Please confirm that USACE expects the contractor to provide its own fully functional office and living space for its in country management team and fully functional office space for all Iraqi Staff members that are not working inside a USACE office or at a USACE project site.

6. How should contractors account for night shift work at Mosul Dam in their pricing? What about transportation costs from Baghdad to Mosul Dam and back?

7. PWS 3.4.2: If the work week is defined as 48 hours a week, how can overtime start after 60 hours?

PWS 3.4.2: Should section 3.4.2 be updated to say "All OT (hours worked beyond 48 hours per week)?"

8. PWS 5.1.1 requires the phase in plan to be submitted with the proposal then 5.1.3 says the plan is only required from the winning bidder and is due within 10 days of contract award. Which is correct?
