About this file

This document is a Questions and Answers (Q&A) file from a pre-proposal teleconference for U.S. Army Corps of Engineers Contract W912EP25R0007, an Indefinite Delivery Contract for Multi-Discipline Miscellaneous Civil Works and Architect-Engineering Services within the Jacksonville District. The Q&A session, held on April 7, 2025, addressed key solicitation details including submission requirements, personnel qualifications, and contract specifications. Notable clarifications include confirmation that environmental studies will be part of the project development, guidance on SF 330 package submissions requiring comprehensive coverage of selection criteria, and modifications to cost estimator certification requirements, allowing Certified Professional Estimators (CPE) in addition to previously specified credentials.

The document provides specific guidance on contractor requirements, such as demonstrating capacity to handle multiple task orders, clarifying resume submission expectations, and explaining evaluation criteria. Important modifications were made to previous language, including striking the $25 million task order capacity requirement and adjusting cost estimator professional qualification standards. The solicitation aims to award eight total contracts (four small business and four unrestricted) with a total contract capacity of $83 million, covering civil works projects in Florida and Georgia, including areas like flood risk management, ecosystem restoration, coastal storm risk management, and navigation engineering services.

W912EP25R0007, Indefinite Delivery Contract for Multi-Discipline Miscellaneous Civil Works and Other Architect and Engineering (A-E) Services Within the Boundaries of the Jacksonville

District

Questions Received and Answered during the Q&A period of the Pre-Proposal Teleconference April 7, 2025

Q1. Will there be an industry day to find teaming partners for this solicitation?

A1. None planned at this time.

Q2. Is there to be any Environmental studies and analysis as part of the project development under this contract?

A2. Yes.

Q3. Since the small business pool is more likely to be used by different branches than the Unrestricted Pool, will the Selection Board place more emphasis on the types of experience required by the Water Resources Branch and Waterways Branch vs. project types required by Design Branch?

A3. No. The selection criteria of the solicitation will be followed as explained in the solicitation.

Q4. Hello, should a company submit one SF 330 package per selected technical category?

Meaning, 1 of the 4 technical category of projects.

A4. No. Each SF 330 must address all aspects of the selection criteria. It was suggested during the pre-proposal teleconference that if a firm does not have the in-house expertise in all areas desired by SAJ, that they team up with another firm(s) that does(do).

Q5. Regarding the Capacity to Accomplish the Work evaluation factor, please confirm the minimum dollar threshold that we need to demonstrate capacity to accomplish the work. The solicitation states a minimum of $25M in task order requirements at a given time. Is this correct?

A5. Yes, but subsequent to the preproposal teleconference, the Government has decided to strike the following sentence from the synopsis/solicitation: “The OTSB Offerors shall demonstrate the capacity to accomplish a minimum of $25,000,000 in task order requirements at a given time (roughly equivalent to two simultaneous task orders or a single large assignment).” (See amended synopsis/solicitation for actual edits.)

Q6. I saw the amendment that struck the language about a Prime not being allowed to also sub for this solicitation. Is that original language a trend we will see in the future?

A6. No.

Q7. Is a firm expected to comply with all 4 categories in a single SF 330 submittal package?

A7. Yes.

Q8. Para C - Capacity - The OTSB Offerors shall demonstrate the capacity to accomplish a minimum of $25,000,000 in task order requirements at a given time (roughly equivalent to two simultaneous task orders or a single large assignment) *** is $25 Million correct? The total value of the MATOC is $83 Million with 8 awards expected ***

Q9. Would the government consider dropping the PE license requirement for the Cost Engineer discipline? Many highly skilled and qualified estimators have licensure as professional estimators and extensive civil works experience but are not licensed engineers.

A9. For purposes of selection, USACE will accept a Cost Engineer who holds a Certified Cost Engineer (CCE) credential or a Licensed Engineer with cost experience. Post Pre-Proposal Teleconference, the decision was made to omit PE license requirement for the Cost Engineer Discipline and add the following verbiage to the solicitation: 3. Cost Estimator: Cost Estimators must have a minimum of five years’ experience preparing both cost estimates and construction schedules, a minimum of five years’ experience using Microsoft Project software, and a minimum of five years’ experience using Micro-Computer Aided Cost Estimating System (MCACES) software.

Applicable licensure or certification will be given additional consideration, but lack thereof will not be weighed negatively. (See amended synopsis/solicitation for actual edits.)

Q10. Is the minimum requirement to submit one resume for a licensed professional and one resume for project management for each of the 4 technical categories?

A10. The requirements in paragraph 3.B. of the synopsis/solicitation must be followed for Qualified Professional Personnel. Note from paragraph 3.B.: “A minimum of one resume is required for each key discipline showing relevant education and training, registration, intended contract role(s) as defined herein to be filled by person, as well as experience both past and recent (within the last 10 years measured from the date of this synopsis). Note that an individual possessing the required expertise of more than one contract role is acceptable, but the resume must clearly demonstrate meeting the required length of experience of each contract role via documented project assignments/experience. Submit a separate resume per role if the individual is performing more than one role.”

Q11. Solicitation covers all phases of all missions. All review board members are from Engineering. Do you anticipate using this contract for planning feasibility studies, project management tasks, and regulatory efforts?

A11. No, but other SAJ divisions may use this contract vehicle if needed.

Q12. Will sediment quality investigations for navigation dredging be part of any project scope?

A12. Yes, possibly.

Q13. What is the anticipated dollar amount for individual small business task orders? What is the combined task order requirement to demonstrate capacity to accomplish multiple task orders for small businesses? Assuming it is not $25 million since the small business size threshold is $25.5 million to qualify as a small business.

A13. (a) Undefined, will come later as Task Order Requirement Notice. (b) Undefined for SB.

Demonstrate experience via sections F&H and via resumes and via your response to selection criterion C, Capacity to Accomplish the Work.

Q14. Would the Government consider allowing the Certified Professional Estimator (CPE) certification, offered by the American Society of Professional Estimators (ASPE) in lieu of the CCE or PE certifications?

A14. Unanswered during Q&A session-Following verbiage added to synopsis paragraph B3:

Cost Estimator: Cost Estimators must have a minimum of five years’ experience preparing both cost estimates and construction schedules, a minimum of five years’ experience using Microsoft Project software, and a minimum of five years’ experience using Micro-Computer Aided Cost Estimating System (MCACES) software. Applicable licensure or certification will be given additional consideration, but lack thereof will not be weighed negatively. (See amended synopsis/solicitation for actual edits.)

Q15. Can you elaborate on the requirements for section H? what should be included there?

A15. Section H is included as a "catch-all" for submissions that do not have a defined submission location. Please reference previously posted Q’s & A’s for items that have been excluded from the solicitation’s 15-page limit for Section H.

Q16. CCE is really a licensure that USACE cost estimators get, it's internal. It's not common in industry, like CPE is

A16. See the answer to Q14 above.

Q17. When will slides be uploaded

A17. No later than COB tomorrow 08APR25. The slides were actually posted on 7 Apr 25 after the pre-proposal teleconference along with the list of POCs and previous Q’S & A’s 1-40.

Q18. Are there a total of 8 professional roles, 2 per each of the 4 technical categories (A1 through A4)?

A18. See Q10 and A10 above.

Q19. CCE is a certification give from Walla Walla Cost MCX. It's not really available to private industry.

A19. Will review requirement, will update SAM.gov posting if changed. See Q14 and A14 above.

Q20. Will a list of interested parties be provided

A20. Roster will be uploaded to SAM.gov

Q21. Last question: "A minimum of one resume is required for each key discipline". What are the key disciples? The 4 listed in criteria A?

A21. Included in solicitation paragraph 3B.
