About this file

This presentation outlines requirements for a coastal storm risk management project in Flagler County, Florida. The U.S. Army Corps of Engineers seeks bids for beach nourishment along 3 miles of shoreline including placement of 1.3 million cubic yards of sand and construction of dunes and vegetation. Bids are due by April 1, 2024 under solicitation W912EP24Z0005 with award by May 2nd and work completion by March 2025. The federal share is 65% with non-federal sponsor Flagler County contributing 35% for initial construction and 50% for periodic renourishment every 11 years. Staging areas will be required at Veterans Park, 6th Street, and a homeowners' area with road closures and detours planned. The project involves coordination with adjacent pier and seawall work. Subcontracting opportunities may exist for environmental monitoring, surveying, and dune planting.

Must comply with USFWS & NMFS: South Atlantic Region Biological Opinion (SARBO), Statewide Programmatic Biological Opinion (SPBO), Programmatic Piping Plover Biological Opinion (P3BO)

– Endangered/Protected Species Observer (ESO/PSO) – required to have 24-hr monitoring via observers watching for T&E in the water and entrained in the dredge (i.e., dragheads, screening, boxes, etc.)

– Relocation Trawling – not required; may be implemented on an as needed basis

– Nesting Marine Sea Turtles – surveys/relocations required April 15 through October 31

– Nesting surveys/relocations must start 65 days prior to construction if any beach work will occur during the April 15 – October 31 timeframe

– Shorebirds - shorebird protection/monitoring required during nesting/breeding seasons (February 15 - September 1)

– Active Gopher tortoise burrows present in project area – surveys and relocations are required to be completed prior to the start of construction and monitoring/relocations during construction

• Cultural Resources

– Must maintain 3 avoidance buffers within the nearshore placement area (100 ft for 2 targets, 150 ft for 1 target) in accordance with project specifications

CONSTRUCTION OVERVIEW

MAINTENANCE OF TRAFFIC OVERVIEW

The contractor is required to prepare a detailed maintenance of traffic plan for approval by the contracting officer. This maintenance of traffic plan is needed to avoid risks to the public during beach access ramp construction and ingress/egress from the staging/access areas as provided.

As part of the maintenance of traffic plan the contractor should consider the following options that have been discussed with the non-federal sponsor and Florida Department of Transportation (FDOT):

1. Beach Nourishment North of Pier: Utilization of Veterans Park Staging/Beach Access Area Construction

• Southbound Traffic on State Road A1A will detour 2nd St. North to North Flagler Ave.

• Local Resident Traffic Southbound on State Road A1A will still have vehicular access to business between 2nd St. North and Moody Blvd.

• Northbound Traffic on State Road A1A will detour 2nd St. South to South Flagler Ave.

• Northbound Semi Traffic on State Road A1A will detour 5th St. South to South Flagler Ave.

2. Beach Nourishment Immediately South of Pier: Transition from Veterans Park Staging Area to 6th St. Staging/Beach Access Area Construction

• Southbound Traffic on State Road A1A will detour to Moody Blvd. (aka Highway 100) to South Flagler Ave. to 7th St. South to SRA1A

• Northbound Traffic on State Road A1A will detour to 7th St. South to South Flagler Ave. to Moody Blvd. to SRA1A

• Local Resident Traffic Northbound on State Road A1A will still have vehicular access to business between 7th St. South and 6th St. South

• Road Closures will be placed at 6th St. South/SRA1A, 5th St. South/SRA1A, 4th St. South/SRA1A, 3rd St. South/SRA1A, 3rd St. South/SRA1A and 2nd St. South/SRA1A to avoid crossover into the work area located along SR A1A

• The contractor shall expedite beach ramp construction in this area and once equipment is fully mobilized to the beach, all road closures/signage will be removed with full vehicular access restored

3. Beach Nourishment South of Pier: Transition to Pebble Beach HOA Staging/Beach Access Area Construction

• No road closures are anticipated for this area

• Reduced Speed Zones (45mph to 35 mph) will be established for Northbound and Southbound Traffic along State Road A1A
