1. The following water stage, wind, wave, and weather data are provided for inclusion in the subject project’s
P&S. The water level datums provided here are for information only and are not for use in conjunction with any contract-related hydrographic surveying. Notably, a technical review was performed on the following data, and this memo, signed by Chief, Water Resources Engineering Branch, signifies EN-W Branch QC
Certification.
a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect the area any time of the year.
Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and
Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and
Table 1. These data are referred to mean lower-low water (MLLW) datum from the tidal epoch period of
1983 – 2001. The elevations in Table 1 are taken from NOAA’s Tide Station 8721120 (Daytona Beach
Shores, FL) located roughly 20 miles south of the project shoreline. These datums are based on a 6-year analysis period from January 1978 to December 1983 using a controlling tide station near Fernandina
Beach, Florida (NOAA Tide Station 8720030). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:
https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.
i. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of
Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.
ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS)
Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63422 is in roughly 20.0 meters of water relative to the Mean Sea
Level (MSL) datum (i.e., 65.6 ft-MSL) at 29° 34.8' N, 81° 0.0' W. This station is located approximately
11.0 miles northeast of Flagler Beach, Florida. This station lies approximately 12.6 miles east of the St.
Augustine. Available data includes a hindcast time series of wave heights, periods, and directions taken at
1-hour intervals for the 35-year period of 1980 – 2014. The following website provides links to WIS summary tables and plots, as well as other sources of wave data: http://wis.usace.army.mil/.

https://www.ndbc.noaa.gov/maps/Florida.shtml.
c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida. Notably, hazardous thunderstorms can occur in this area at any time of the year.
i. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by
NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in
Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.
NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006-
2020. NOAA’s Daytona Beach Shores 1.8 SSE, FL gauge (ID US1FLVL0042) lies immediately south of the project area at 29° 9.0' N, 80° 58.2' W. The most applicable data period for this project area is likely
1991-2020 and is found at the following website: https://www.ncei.noaa.gov/maps/normals/.

1.6.2 Layout
From the monuments, control data and elevations established by the Government, complete the layout of the work and obtain all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
1.6.3 Survey
Provide equipment, tools, material, labor for laying out any part of the work from the monuments, control data, and elevations established by the Government. Maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at their discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.
The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.7 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable Contract unit or job prices as fixed and established in the Contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, repair damage to all work (including temporary construction), utilities, materials, equipment and plant at the Contractor's expense, regardless of the cause of such damage.

SECTION 01 11 00 Page 5
1.9 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.9.1 Contractor Responsibility
The project area may be affected by stormy, windy and/or rainy weather, including thunderstorms, during any time of the year. The Contractor shall be responsible for obtaining information concerning rain, wind and wave conditions that could influence safety, hauling and placement operations prior to submitting a proposal or bid.
a. Contractor shall research the project site conditions and incorporate potential adverse weather delays into their schedule prior to submitting a proposal or bid. The Contractor shall develop a schedule of monthly anticipated adverse weather based on the equipment to be used to complete the project and determine the conditions that would cause them to cease operations using the sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
b. Upon acknowledgement to the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and unusually severe weather with the purpose to note impact to normally schedule work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's schedule to be considered "unusually severe weather".
c. The number of actual adverse weather delay days shall include days impacted by actual adverse weather, be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated for adverse weather by the Contractor, the Contracting Officer may convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days that should have been anticipated for the conditions at the project location.
