GEOTECHNICAL DATA REPORT
1 SCOPE
The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings. The associated boring logs and laboratory data are presented in paragraphs 4.6 and 4.7, respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.
Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.
During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with the Geosystems Branch.
2 CHARACTER OF MATERIALS
2.1 THE LOCAL GEOLOGY
The local geology of the project area is characterized by Pleistocene and Holocene age, marine terrace and beach ridge sediments, which were deposited on an irregular and undulating surface.
The thickness of these deposits can be up to 10 feet in the St. Johns River valley. The deposits are thickest below the ridges and in places where they overlie depressions. The deposits consist primarily of tan to yellow, medium to fine grained quartz sands, which are locally stained rusty brown or red due to iron oxide. Locally thin gray sandy clay beds, which contain occasional mollusk shells, are present, particularly near the coast.
Beneath these sediments, the Pliocene age Cypresshead Formation is encountered which typically consists of tan or light gray quartz sand, shell, and clayey sand/sandy clay. The Miocene age Charlton Member of the Coosawhatchie Formation underlies the Pliocene age sands in the project area. Contained within the Hawthorn Group, the Charlton Member includes limestone, dolostone, clay, and phosphates. The thickness of the Miocene age Charlton Member and the Pliocene age deposits ranges from as little as 25 feet to more than 130 feet in the project area.
The Miocene age Hawthorn Group consists mainly of dark gray and olive green sandy to silty clay, clayey sand, clay, sandy limestone, and dolostone., The lithology of the unit is distinguished by the presence of significant percentages of black phosphate sand, granules, and pebbles. The Hawthorn Group ranges in thickness from about 250 feet to as much as 500 feet in the project area
2.2 MATERIALS ENCOUNTERED
Recent investigations using core boring and vibracore methods, surface samples, and historical knowledge of the project area were used to describe the character of the material to be dredged.
Marine Corps Support Facility – Blount Island Maintenance Dredging
00 31 32 - Page 3
The borings and surficial samples included in this GDR were collected in 2005, 2008, 2009, 2017, 2020, and 2022.
2.2.1 Channel
The material in the channel consists of shoaled material deposited since the last dredging event in 2020, and includes primarily silt and clay, trace shell, and few to little very fine to medium grained quartz sand in various thicknesses. The materials within the dredge template presented on the boring logs and sediment gradation curves before 2023 have been removed during previous dredging events, with subsequent shoaling of similar material. Over-dredging has occurred during previous dredging events. The boring logs still provide valid information about the character of materials in and below the dredge template, including the side slopes, and, thus, indicate what type of dredge material can be expected during dredging.
Prior dredging contracts encountered loose rock and debris in the allowable overdepth throughout the channel. The loose rock consisted of moderately hard, weathered limestone and sandstone, ranging from gravel to boulder-sized stones. Debris and rubble in excess of 6 inches, including concrete and concrete with rebar, have also been encountered.
Given the demolition and removal work conducted on the sill in 2020, the Contractor should anticipate encountering loose rocks, concrete, concrete with rebar, and other associated debris, including large, boulder-sized material in excess of 6 inches, while dredging the allowable overdepth from station 5+75 to station 8+57.6. In-situ rock, if encountered, is not required to be dredged.
The remnants of a concrete sill are located within the project area at an elevation of -47 feet MLLW, which is below the required project depth and allowable overdepth project limit. The sill was partially removed to a depth of -47 feet MLLW during a recent construction contract that was completed in 2020. It should be noted that borings CB-BIMC08-4 and CB-BIMC08-5 were collected in 2008 before the concrete sill was removed and are not indicative of the present subsurface conditions above -47 feet MLLW; the borings are indicative of subsurface conditions below -47 feet MLLW.
2.2.2 Berths 3 and 4
The materials encountered in Berths 3 and 4 are not native materials (in situ) and primarily consist of silt, clay, shell, and fine to medium grained quartz sand; rocks and concrete debris (ranging from gravel to boulder size) are not shown on the logs but are visible within the dredge template at low tide and should be anticipated to be encountered throughout the dredge template.
The Contractor should anticipate encountering loose rocks, concrete, concrete with rebar, and other unacceptable material or associated debris and trash, including large, boulder-sized material in excess of 6 inches.

4.4 BORING LOG NOTES
Borings CB-BIMC08-1 through CB-BIMC08-3, CB-BIMC08-6 through CB-BIMC08-14, CB- BIMC09-22 through CB-BIMC09-28, CB-BIMCT17-1 through CB-BIMCT17-12, CB-BIMCT-20-1 through CB-BIMCT-20-6, and CB-BIMCT22-1 to CB-BIMCT22-16 were driven using the Standard Penetration Test (SPT) procedure with a 140 pound hammer with a 30-inch drop using a 2.0 foot split spoon (1 3/8-inch I.D. and 2-inch O.D.). Borings were advanced in 18-inch intervals, or until refusal was encountered. Refusal is defined as a total of 50 blows of the hammer within any 6-inch increment, a total of 100 blows within any 1-foot increment, or no observed advance of the sampler after 10 successive blows of the hammer. When refusal was encountered, the borings were continued with a 4-inch by 5 1/2-inch diameter core barrel until the rate of penetration indicated softer material, at which point the SPT procedure was resumed.
Borings CB-BIMC08-4 and CB-BIMC08-5R, located on the concrete sill, were advanced with a 4-inch by 5 1/2-inch diameter core barrel.
Vibracore borings VB-BIMC08-1 through VB-BIMC08-4 were sampled using an Alpine style, pneumatic vertical hammer, vibracore drilling apparatus having a continuous 20-foot by 3 or 3 1/2-inch core barrel with clear plastic core liner until refusal was encountered. Refusal is defined as no additional penetration of the vibracore with two minutes of additional effort applied to penetrate through the resistant layer at maximum vibration.
Sediment surface samples GS-BIMC05-1 through GS-BIMC05-10 were collected with a clam shell sampler.
4.5 INSPECTION OF RECOVERED MATERIALS

4.6 BORING LOGS
Applicable boring logs are presented on the following pages.
The borings presented in this section are available historic borings within the project area. The materials within the project template presented on the boring logs have been removed by previous dredging events with subsequent shoaling of similar materials. The current elevations of the materials at these locations are shown on the contract drawings.
While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected. Accordingly, prospective offerors shall form their own conclusions from the examination of the recovered materials prior to submission of their offer.
