Questions posted to Projnet after the deadline.
1. National Dredging Quality Management Program System Requirements:
It is our understanding that the requirement for the National Dredging Quality Management program does not apply to Small Business concerns and Small Business Set-Aside solicitations for Hydraulic Dredge Pipeline work. In the past a decision was made by USACE personnel in Washington D.C. and stated that this requirement would only apply to unrestricted solicitations for dredge plant larger than 18” diameter cutter suction dredges. We are requesting the exempt status be given to the Port Manatee Harbor solicitation and be removed from the solicitation.
Response: The decision to require DQM on small business set aside restricted solicitations lies within each Corps District. The requirement in the specs will remain unless there is a specific justification that warrants the removal of the requirement.
2. What is the current capacity of the upland placement site in cubic yards when taking into account the 2 foot of freeboard requirement at the top of dike?
Response: There was estimated to be close to a million cubic yards of material when disposing up to an elevation of 48’ NAVD88. We do not anticipate having any capacity issues for the upcoming O&M contract.
3. What is the date of the upland disposal area topography provided on sheet C-11?
Response: See upland survey notes on G-02
4. It was discussed at the site visit that only weir structures 1 and 4 are to be utilized for this project and that structures 2 & 3 are inoperable and not functional for disposal area drainage, please confirm?
Response: Based on last usage weir structure 1 & 4 appear to be functional- its been 4 years since last use no guarantees.
5. It was discussed at the site visit that a cross dike required repair / excavation, please confirm the scope of work in terms of Linear Feet of cross dike excavation and the repositioning location of the material?
Response: They should assume they are doing the minimal requirement to allow the water to flow down to the weir. The job is dredging and not ditching of the DMMA. This can easily be established with minimal survey and picking the right locations to cut the berms. If you know what you’re doing its ½ day surveying and ½ day of excavator work – and that’s really excessive.
6. It was discussed at the site visit that the existing return water ditch requires thick vegetation removal, where can the contractor stockpile the vegetation near the ditch on Port Manatee property?
Response: I believe in the past the material was dug up and transferred to the DMMA so as not to leave a mess– not a lot of truck loads within the PORT footprint
7. It was recognized at the site visit that thick vegetation requires removal from the return water ditch near the upland disposal area, where can the contractor stockpile this vegetation near the
DMMA?
Response: Near the edge of the DMMA the material was side casted but think it’s probably better to haul it to the DMMA so as not to leave a mess – not a lot of truck loads.
8. Clearing and grubbing is required along the pipeline route to the upland disposal area, where can the contractor stockpile this Clearing and grubbing material?
Response: It meant to be minimal route big enough to run the pipe with HE, so I don’t see an issue with side casting the material away from the clearing on site, unless the port has issue with this- If they do it can be disposed of in the DMMA…
9. Can you please send out the pre-bid site visit sign in sheet and any associates memorandum for the record developed for the event?
Response: See attached.
