GEOTECHNICAL DATA REPORT

1 SCOPE

The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings and surficial samples. The associated boring logs and laboratory data are presented in paragraphs 4.5 and 4.6, respectively.

A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.

Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.

During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geosystems Branch.

2 CHARACTER OF MATERIALS

2.1 REGIONAL AND LOCAL GEOLOGY

Manatee Harbor lies in the flat Gulf Coast Lowlands Province, which generally includes the area from the shoreline to the 100-foot contour line and is formed by recent marine deposits. The geology consists of surficial Quaternary beach ridge and dune sediments overlaying a complex series of interbedded limestone, sand and clay units. The units range from Oligocene to Holocene age.

Along the coast, four Pleistocene/Pliocene age, marine terraces overlie the Oligocene/Miocene age Hawthorn Group. The marine terraces consist primarily of quartz sand and shell and range from approximately 30 to 80 feet in thickness. The Hawthorn Group deposits, ranging from less than 10 feet thick in northern Pinellas and Hillsborough Counties to more than 250 feet thick in the project area, are composed of sandy clays, silt, sand, and carbonate rock units. The limestones and dolostones of the Tampa Member of the Arcadia Formation form the base of the Hawthorn Group in the area.

2.2 MATERIALS ENCOUNTERED

2.2.1 Entrance Channel and Turning Basin

Manatee Harbor Entrance Channel and Turning Basin have been dredged for maintenance multiple times. The last dredging event was in 2019.

The materials to be dredged are described on vibracore boring logs from 2014 and gradation curves from surficial samples collected 2013 and in April 2019. The materials presented on the logs and respective sediment gradation curves prior to 2019 has been removed with subsequent shoaling of similar materials.

SECTION 00 31 32-3

The material encountered in the Turning Basin and Manatee Harbor Entrance channel consists primarily of super-saturated silt with various amounts of quartz sand, sand-sized shell, occasional sand to gravel-sized limestone fragments, and water contents of up to 400%. Poorly graded quartz sand, clay, and clayey sand are also present.

Trash and debris, such as ropes, anchors, aluminum cans, and plastic bottles from navigation activities are present in the materials to be dredged. Sand to boulder-sized rock fragments, and stiff clay and stiff silt can be encountered in the shoal material along the channel sides and in the overdepth. Any in-situ rock, if encountered, is not required to be dredged.

2.2.2 South Access Channel and Channel Extension

The South Access channel extension was constructed in 2011 through 2013. The South Access channel was maintenance dredged for the first time in 2019. Historic boring logs from 1997 and 2000 are included in this geotechnical data report. Even though the materials presented on the historic boring logs above elevation -41 MLLW has been removed, the logs give still valid information about the materials below the dredge template and also show what type of material can be expected in the side slopes and possibly any collapse of side slope materials into the channel or remnant materials from the construction of the channel present in the overdepth.

Surficial samples of the shoaling material were collected in May 2019. The materials presented on the sediment gradation curves has been removed with subsequent shoaling of similar materials.

The material encountered consists primarily of super-saturated silt with various amounts of quartz sand, few organic matter, sand-sized shell, and water contents of up to 280%. Stiff to hard clay and silt fragments leftover form previous dredging are present within the shoal material along the channel and basins sides and in the overdepth.

Trash and debris, such as ropes, anchors, aluminum cans, and plastic bottles from navigation activities are present in the materials to be dredged.

4.3 BORING LOG NOTES

Borings CB-MTH97-9, CB-MTH97-10, and CB-MAN00-6 through CB-MAN00-8 were driven using the Standard Penetration Test (SPT) procedure with a 140 pound hammer with a 30-inch drop using a 2.0 foot split spoon (1 3/8-inch I.D. and 2-inch O.D.). Borings were advanced in 18-inch intervals, or until refusal was encountered. Refusal is defined as a total of 50 blows of the hammer within any 6-inch increment, a total of 100 blows within any 1-foot increment, or no observed advance of the sampler after 10 successive blows of the hammer. When refusal was encountered, the borings were continued with a 4-inch by 5 1/2-inch diameter core barrel until the rate of penetration indicated softer material, at which point the SPT procedure was resumed.

Vibracore borings VB-MH14-4, VB-MH14-5, VB-MH14-6 were sampled using an Alpine style, pneumatic vertical hammer, vibracore drilling apparatus having a continuous 20-foot by 3 or 3 1/2-inch core barrel with clear plastic core liner that was advanced to a depth of 20 feet or until refusal was encountered. Refusal is defined as no additional penetration of the vibracore with two minutes of additional effort applied to penetrate through the resistant layer at maximum vibration.

The Surficial samples GS-MH13-1 through GS-MH13-8, and SS_MH_M19-1 and SS_MH_M19-2 were collected using two 1.5 foot long PVC tubes with a 3-inch diameter, bolted to a ship anchor.

USACE personnel attached the double-PVC tubed anchor to a winch and allowed the PVC-anchor device to free-fall at each sampling location and drag the bottom sediment for 10-20 feet.

The Surficial samples SS_MH_M19-3 through SS_MH_M19-16 were collected with an AMS 6”x6”x6” clam shell sampler which weighs approximately 25 pounds. The sampler was tied to nylon rope and mounted on a shipboard winch with pulley. During sampling, the clam shell was allowed to free-fall from the winch at the target location.

4.4 INSPECTION OF RECOVERED MATERIALS

The material recovered from borings is not available for inspection.

4.5 BORING LOGS

Applicable boring logs are presented on the following pages.

While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected. Accordingly, prospective offerors shall form their own conclusions from the examination of the recovered materials prior to submission of their offer.
