Question and Answers W912EP22R0042

Do we need to provide a resume for Landscape Architect and Surveyor, since they are listed in paragraph 1? If so, do we have to provide Senior, non-Senior, Senior CADD Technician, CADD Technician and EIT for those disciplines? yes, provide resume for each discipline

In B.1, Environmental and IT System/Network/Communication/Controls are listed as staff that must be included in the Prime firm. However, Environmental is listed as optional per “and/or” in B.5 and B.6 and IT System/Network/Communication/Controls is listed as optional per “and/or” under B.5. Are resumes required for Environmental and IT System/Network/Communication/Controls or are those optional? The primary/life critical disciplines on MIL projects should remain with the prime firm. We would further identify that architectural and structural disciplines would hold these responsibilities and as such should remain with the prime firm. The other disciplines may be fulfilled by subconsultants. Yes, provide resume for Environmental and IT discipline.

Is RCDD Certification acceptable for the IT System/Network/Communication/Controls position?

Yes, RCDD is acceptable – it is a Registered Communications Distribution Designer. Often times too, we see Electrical Engineers with this a communications emphasis/experience.

IT System/Network/Communication/Controls is listed under Senior Architect/Engineer (B.5) but not under Architect/Engineer (B.6). Is that the intent? No the IT discipline was missed under paragraph B.6. Provide resume for Sr. IT and IT discipline under paragraph B.5 and B.6 respectively.

How far back can we go in years for Section F projects? Up to 10yrs Does 100% complete mean design complete or construction complete? Design The solicitation requires the following disciplines to be part of (staffed by) the Prime Firm: Civil, Mechanical, Structural, Geotechnical, Electrical, Fire Protection, Architect, Landscape Architect, Environmental, IT System/Network/Communication/Controls, and Surveyor. It is unusual for even a large firm to have all these disciplines in house in one firm. Since this is set aside for a small business, is it acceptable if some of these disciplines are consultants versus part of (staffed

by) the Prime Firm?

The primary/life critical disciplines on MIL projects should remain with the prime firm. We would further identify that architectural and structural disciplines would hold these responsibilities and as such should remain with the prime firm. The other disciplines may be fulfilled by subconsultants. Yes, provide resume for Environmental and IT discipline.

Question: Given that this is a small business set-aside and it is unlikely the Prime Firm would have a Geotechnical Engineer, would Jacksonville District accept a subcontractor to fill the role of Geotechnical Engineer – we would normally sub this out especially locally?

“The primary/life critical disciplines on MIL projects should remain with the prime firm.

We would further identify that architectural and structural disciplines would hold these responsibilities and as such should remain with the prime firm.

The other disciplines may be fulfilled by subconsultants.”

In paragraph 9, the solicitation list requirements for a “Technician”, and describes it as “Engineering Technician (i.e., Engineers in Training)..”.

In paragraph 10, Senior Professional, it mentions “Senior CADD technicians”.

In paragraph 11, Professional, it mentions “CADD technicians”.

Are we to provide a resume for a “Senior Technician” as well as “Technician”? yes, provide resume EIT, for Senior CADD technician, for CADD technician Are we to provide one technician (or Senior technician and technician) resume, or one for each discipline, and if so which disciplines? provide resume for each discipline. Proposed EIT which meets requirement on paragraph 9 Proposed Sr. CADD technician which meets requirement on paragraph 10 Proposed CADD technician which meets requirement on paragraph 11.

Regarding Paragraph 10 addressing Senior Professionals, and Paragraph 5 addressing Senior Architect/Engineer, are we to provide resumes for Senior Professionals in addition to the Senior Architect/Engineer resumes, and if so which disciplines?

1. The proposed Sr. Architect/Engineer requires 10yrs of experience and current professional registration. The resume needs to be submitted for each discipline. (i.e. Civil, Structural, Mechanical, Electrical, Geotechnical, Fire protection, and/or Environmental, and/or IT System/Network/Communication/Controls, Engineering)

2. The proposed Sr. CADD technician does not require professional registration and shall have a min of 5yrs.

Since the Senior Architect/Engineer requirements are more strict than the Senior Professional requirements, is it acceptable to provide one resume to cover both, and if so does it need to be labeled something similar to Senior Architect/Senior Professional? Please clarify.

To clarify;

Bullet 10: Senior Professional; is a Sr. CADD technician which does not require a professional registration and shall have a min of 5yrs.

Bullet 11: Professional; is a CADD technician which does not require a professional registration and shall have a min of 1yrs.

Bullet 5: Sr. Architect/Engineer; requires a professional registration and shall have min of 10yrs of experience, and must submit a resume of proposed personnel per discipline (i.e. Civil, Structural, Mechanical, Electrical, Geotechnical, Fire protection, and/or Environmental, and/or IT System/Network/Communication/Controls, Engineering).

The government does not recommend to use the same staff to cover several disciplines due to capacity of this IDIQ. hHowever if the AE intends to use the same staff for several disciplines then the resume must show compliance with the qualified professional personnel requirement and it needs to be clearly identified that the staff is submitted for several disciplines.

I have noticed that there is a confusion with the discipline in bullet 10&11 because of the word “Professional”. I tried to clarify that this discipline does not require professional registration and it only requires yrs. of technical experience in the field.

Can you confirm if the required Puerto Rico Engineering licensure can be fulfilled by a subconsultant under this contract?

- Yes, provided the architectural or structural disciplines with the prime firm retain necessary PR licensure.

Questions:

1. QUALIFIED PROFESSIONAL PERSONNEL: The RFP lists requirements for Senior Architect/Engineer, Architect/Engineer, Technician, Senior Professional, and Professional. Are we required to show personnel in all 5 of these categories for each of the Engineering and Architecture disciplines listed in the RFP? For example, do we need to show Senior Architect, Architect, Architecture Senior Professional, and Architecture Professional resumes to cover the RFP requirements for the Architect discipline?

A resume is required for each person, showing relevant education and training, intended contract role(s) as defined in the solicitation to be filled by person, as well as experience both past and recent (within the last five years). Note one individual possessing the required expertise of more than one contract role is acceptable but the resume must clearly demonstrate meeting the required length of experience of each contract role via documented project assignments/experience.

2. QUALIFIED PROFESSIONAL PERSONNEL: Will Jacksonville District accept RAs and PEs who can demonstrate ability to obtain a PR license, or whose PR licensure is in process?

Key personnel must have a professional license in Engineering or Architecture. At least one key personnel must have a professional license for Engineering in the State of Florida and one with a license for Engineering in Puerto Rico.

3. QUALIFIED PROFESSIONAL PERSONNEL: Are we required to include a Cost Engineer and a Cost Estimator, or just one of the two?

Both, Cost Engineer and Cost Estimator

4. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: The RFP states “additional projects may be included in SF 330 Section G.” Was this intended to reference Section H?

Yes, Section H

5. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: The RFP states under (1) Relevant Experience “projects shall reflect the specialized experience and technical competence of the Offeror and/or proposed subcontractor(s), as prime contractors or subcontractors, performing the majority (less than 50%) of the work on the project.” Should that be (more than 50%)?

Yes, solicitation states: “performing the majority (>50%) of the work on the project”

Regarding solicitation W912EP22R0042 USACE IDIQ MATOC FL, PR-VI, can you please clarify whether or not we may submit 1 proposal for both regions, or if we need to submit separate proposals for each region?

One proposal for the project only.

The RFQ states that “Additional projects may be included in SF 330 Section G.” Does the Government want offerors to list additional projects in the Section G Matrix (typically limited to projects shown in Section F) or is this meant to read that additional projects may be included in Section H? correct should read Section H

The RFQ states “Projects presented must be a minimum of 75% completed.” Does this refer to completion of design, or completion of construction? Design

The RFQ states “Staff must include, but not limited to, the following disciplines: Civil;

Mechanical, Structural, Geotechnical, Electrical, Fire Protection, Architect, Landscape Architect, Environmental, IT System/Network/Communication/Controls, and Surveyor within Prime Firm.”

Can subconsultant resumes be used for some of these disciplines, or do all disciplines need to be within the Prime firm? In our experience, it is rare for a Small Business A/E firm to include all of these disciplines in house. The primary/life critical disciplines on MIL projects should remain with the prime firm. We would further identify that architectural and structural disciplines would hold these responsibilities and as such should remain with the prime firm. The other disciplines may be fulfilled by subconsultants.

Can the Government clarify the required disciplines for this contract, and clarify how many resumes Offerors must submit for each discipline? There is discrepancy between the list of disciplines in Item (1) and the list of disciplines in Items (5) and (6). Is a Senior (5), an A/E (6), a Technician (Item 9), a Senior Professional (Item 10), and a Professional (Item 11) required for every discipline? If not, what is the intended role for the Senior Professional and Professional? A resume is required for each person, showing relevant education and training, intended contract role. One individual possessing the required expertise of more than one contract role is acceptable but the resume must clearly demonstrate meeting the required length of experience of each contract role via documented project assignments/experience.

Solicitation will be revised to clarify the required qualified professional personnel.

Are there specific facility types (administrative, maintenance, barracks, dining, classroom, training, etc.) that will be counted as more relevant for project experience? Offeror’s are encourage to review pre-proposal power point presentation slide #7 dated 9/13/22 for types of facilities relevant for project experience.
