1. The below-stated water fluctuations are for informational purposes only and are not to be utilized in conjunction with any contract-related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans. All elevations in Section 00 33 50 are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD).
2. The Biscayne Bay Coastal Wetlands (BBCW), Phase 1 L-31 East (L-31E) Flow Way, Contract 4 Project consists of three site locations. The first site is located in L-31E immediately north of the intersection of L-31E and Canal 103 (C-103). The second site is immediately north of the intersection of L-31E and Military Canal. The third site is immediately south and northeast of the intersection of Canal 102 (C-102) and L-31E.
All of these sites are in southeastern Miami-Dade County.
3. Water levels in the project area are affected by tidal fluctuation in the Atlantic Ocean, wind, rainfall, evaporation, local runoff, groundwater levels, and the operation of the Central and Southern Florida Project structures in the East Coast Canals.
4. Structure 20F (S-20F) is a reinforced concrete, gated spillway with discharge controlled by three vertical lift gates.
S-20F is located in the C-103 Canal immediately east of the intersection with L-31E and is approximately 2,000 feet from the Biscayne Bay shore. The purpose of this structure is to maintain desirable water control stages upstream in C-103. S-20F has two operating ranges in which to maintain the headwater elevation.
Selection of an operating range depends on field conditions and agricultural needs. For the high operating range, the automatic controls operate both gates simultaneously to maintain an optimum water level of 2.0 ft., NGVD above S-20F. When the headwater reaches 2.2 ft., NGVD, the gate opens to continuously pass up to the design discharge of 2900 cfs. When the headwater drops to 2.0 ft., NGVD the gates remain stationary until the HW again reaches 2.2 ft., NGVD or drops to 1.8 ft., NGVD at which time the gates begin to close. The gates continue to close until they are fully closed or until the HW again reaches 2.0 ft., NGVD when they once more remain stationary until reactivated by the rising or falling HW. In the low operating range, the automatic controls are operated as in the high range except that the optimum headwater elevation is 1.2 ft., NGVD and the “Gates open” and “Gates close” headwater elevations are 1.4 and 1.0 ft., NGVD respectively. S-20F passes the design flood (60 percent of the Standard Project Flood) without exceeding upstream flood design stage, and restricts downstream flood

SECTION 00 33 50 PAGE 1
stages and discharge velocities to non-damaging levels. S-20F also prevents salt water intrusion during periods of high flood tide.
5. Structure 20G (S-20G) is a reinforced concrete, gated spillway with discharge controlled by three vertical lift gates.
S-20G is located in the Military Canal at its intersection with L-31E which is approximately 1 mile north of S-20F. S-20G is approximately 3,000 feet from, the Biscayne Bay shore. S-20G maintains desirable water control stages upstream of S-20G during low flow periods, passes all discharges up to design capacity without exceeding desirable stages, restricts discharge during floods to that which will not cause damaging velocities or stages downstream, and prevents salt water intrusion into the canal. S-20G has two operating ranges in which to maintain the headwater elevation. Selection of an operating range depends on field conditions and agricultural needs. For the high operating range, the automatic controls operate both gates simultaneously to maintain an optimum water level of 2.0 ft., NGVD above S-20G.
When the headwater reaches 2.2 ft., NGVD the gate opens to continuously pass up to the design discharge of 900 cfs. When the headwater drops to 2.0 ft., NGVD the gates remain stationary until the headwater again reaches 2.2 ft., NGVD or drops to 1.8 ft., NGVD at which time the gates begin to close. The gates continue to close until they are fully closed or until the headwater again reaches 2.0 ft., NGVD when they once more remain stationary until reactivated by the rising or falling headwater.
In the low operating range, the automatic controls are operated as in the high range except that the optimum headwater elevation is 1.2 ft., NGVD and the “Gates open” and “Gates close” headwater elevations are 1.4 and 1.0 ft., NGVD respectively.
6. Structure 21A (S-21A) is in the C-102, immediately east of the intersection of L-31E and C-102. The structure is a reinforced concrete, gated spillway, with discharge controlled by two cable-operated vertical lift gates. Operation of the gates is in accordance with the seasonal operational criteria.
S-21A maintains optimum water control stages upstream of C-102 when sufficient water is available to maintain these optimum stages respectively. These optimum stages vary from 1.2 to 2.0
ft. NGVD; the gates of S-21A begin to open or close when the headwater reaches 0.2 feet above or below these optimum stages, respectively. Water levels can go above or below these elevations.
7. Structure 179 (S-179) in Mowry Canal (C-103) is located about 25 miles southwest of Miami and westerly and southerly of
SECTION 00 33 50 PAGE 2
Homestead Air Force Base. S-179 is a reinforced concrete, trapezoidal weir, with a U-shaped spillway and provided with automatically-controlled vertical lift gates and control house.
S-179 is a 2-bay structure. S-179 maintains desirable water control stages in C-103 upstream of S-179 during low flow periods, passes all discharges up to design capacity (1920 cfs) without exceeding desirable stages, and restricts discharge during floods to that which will not cause damaging velocities or stages downstream.
8. Historical S-20F headwater elevations for the period of record from May 31, 1985 through November 17, 2016, are provided in Figure 1. A maximum elevation of 2.94 ft., NGVD occurred on October 15, 1999.
9. Historical S-20G headwater elevations for the period of record from May 31, 1985 through November 17, 2016, are provided in Figure 2. A maximum elevation of 2.93 ft., NGVD was recorded on November 15, 1994.
10. Historical S-21A headwater elevations for the period of record from August 31, 1985 through November 17, 2016, are provided in Figure 3. A maximum elevation of 3.36 ft., NGVD was recorded on October 15, 1999.
11. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary, which contains climatological and meteorological observations and data, including wind, rain, and temperature data for the project area. Subscription price and ordering information is available from the National Climatic Data Center, Federal Plaza, 151 Patton Avenue, Asheville, North Carolina 28801-5001. NOAA also has an internet information page at:
http://www.ncdc.noaa.gov/.
12. The climate in the project area is subtropical and humid.
The project area is subject to tropical storms and hurricanes from June through November and to windy and/or rainy weather during any time of the year. Temperatures below freezing are rare. May is generally a transitional month in which storms that typically occur in June through September may begin. The typical rainfall of October through May is associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern. Typical June through September rainfall is closely associated with convective

SECTION 00 33 50 PAGE 3
http://www.ncdc.noaa.gov/ activity. These rainfall events are normally of short duration and amounts are quite variable spatially. Occasionally, daily rainfall during the typical rainfalls of October through May could be quite heavy as mid-latitude systems penetrate into Florida. Weather forecasts as well as actual rainfall information from the National Weather Service Miami-South Florida forecast office can be accessed at:
http://www.srh.noaa.gov/mfl/.
13. National Ocean Service tidal data for Station ID 8723214, VIRGINIA KEY, BISCAYNE BAY, FLORIDA can be found at the following website:

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The Biscayne Bay Coastal Wetlands Phase 1 project includes construction activities associated with the construction of one electric powered pump station designated as S-709. S-709 is a 40 cfs pump station located north of the C-103 canal on the L-31E canal. S-709 will pump water from the C-103 canal and discharge to the north into the L-31E canal using (2) 20 cfs submersible pumps. Pump station S-709 will also have a sixty inch culvert with a slide gate to pass flows during emergencies when the pump station is not operable.
The pump station consist of sheet pile headwalls and wingwalls, with precast concrete intake boxes that are placed in the wet between the sheet pile headwalls. Flowable fill is placed between the precast boxes and sheet pile headwalls. A precast concrete deck is positioned over the precast boxes and concrete cap. In water construction utilizing divers will be necessary, because dewatering is difficult due to the local geology and high conductivity. The pump station has a trash rack on the intake side and flap gates on the discharge side. The culvert consists of a 60 inch HDPE diameter pipe that will be encased by flowable fill placed underwater. The culvert headwalls are precast concrete placed in the wet and grouted between two steel king piles. A stainless steel slide gate is mounted to the headwall and is operated by an electric actuator. Controls will be located in a standalone precast concrete building located adjacent to the pump station structure.
Construction activities include installation of precast concrete, H-piles, king piles, sheet piles, concrete piles, precast concrete, cast-in-place concrete, tremie concrete, flowable fill, HDPE culvert, slide gate, precast control building, pumps, pump platform, pump station controls, electrical work, lighting, lightning protection, fencing. Construction activities also include excavation, backfilling, stockpiling, clearing and
SECTION 01 11 00 Page 2 grubbing, grading, placement of topsoil, sodding, limerock road topping, riprap and bedding stone. Construction activities also includes installation of stilling wells, stilling well platforms, staff gauges and floating barriers. Additional construction activities may include dewatering, and installation of cofferdams.
1.2.2 Location
The project is located in Biscayne National Park (BNP), Miami-Dade County, Florida on the L-31 East levee, southeast of Homestead Air Force Base.
The Contractor's access into the site will be through the C-103/(MOWRY DR) on the L-31E Biscayne Trail. The Contractor shall obtain access through South Florida Water Management District (SFWMD) gate by applying for a key permit at "http://my.sfwmd.gov/kpa/index.php". SFWMD point of contact is Ms. Ester A. Story at 561-682-2062. The Contractor is responsible for obtaining and complying with all requirements of State, County, and other jurisdictional agencies for permits and use.

From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
1.6.3 Survey
The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.7 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or job prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
1.8 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or
SECTION 01 11 00 Page 5 adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.9 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.9.1 Schedule of Monthly Anticipated Adverse Weather Delays
The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY
ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A
reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50
WEATHER, WATER STAGE AND TIDE DATA.
1.9.2 Contractor Responsibility
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.10 UNITS OF MEASURE
The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of his work. All survey records, official documentation, engineering data, and all correspondence, SECTION 01 11 00 Page 6 including any submittals and shop drawings, shall clearly denote which system of measure is being utilized, referenced or discussed. Any omission or inaccurate use of a unit of measure on the part of the Contractor shall not relieve him of his responsibilities under the contract terms. The unit of measure used in this specification is the standard U.S. system. The contract drawings denote both standard U.S.
system and metric system where appropriate. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, then they are to be considered the standard U.S.
system.
1.11 SOUTH FLORIDA WATER MANAGEMENT DISTRICT
It is understood and agreed by the parties hereto that the project works being performed under this contract are for the benefit of the South Florida Water Management District, which agency, as the representative of the State of Florida, is responsible for acquisition of lands upon which the construction is to take place. This responsibility is pursuant to authorizing legislation of the Congress of the United States of America.
It is clearly understood that the project works to be constructed herein, upon completion, will be turned over to that agency for operation and maintenance as part of the Government's project agreement obligation.
