MEMORANDUM FOR RECORD
SUBJECT: W912EP19R0021 - Mount Sinai Medical Center, Continuing Authorities Program, Section 14, Shoreline Protection, Miami-Dade County, Florida Pre-Bid Site Visit
1. A pre-bid site visit was held for subject project on 12 Aug 2019 at 10:30 am in order to give the prospective contractors or bidders a chance to see the worksite prior to submitting a bid.
2. All the contractors that expressed interest in the subject project pre-bid site visit, were provided with Google Earth diagrams for accessing and parking areas via email before the site visit. Please find attached the documentation provided to the bidders as well as a list of the contractors attending.
3. The contractors were advised to write down any questions they may have and submit them via ProjNet no later than
16 Aug 2019 (4:00pm) as specified in the solicitation Section 00010A, Attachment A - Instructions for Technical Inquiries and Questions.
4. Clarification was provided on the bid submission date. The correct date for receipt of bids was 30 Aug 2019 as indicated on the SF-1442 in the solicitation, not 29 Aug 2019 as indicated in the synopsis on the www.FedBizOpps.org website.
5. The contractors were advised that core borings are available in Jacksonville as described in the solicitation. The contractors were directed to follow the requirements in the solicitation under the Geotechnical Data Report in order to make adequate arrangements to inspect the core borings.
6. The site visit began with a description of the overall project area. The contractors were able to physically inspect all of the project areas, such as staging areas, access roads, two outfall pipes (located at Station 10+00 and 19+50), a recently repaired section of seawall failure (located between Stations 11+00 and 13+00), and the southern & northern seawall termination features (e.g. the earthen plug and the concrete plug respectively). The contractors were advised to take plenty pictures of the site to accurately prepare their bids.
7. The contractors asked a number of questions (as detailed in paragraph # 8 below) about particular areas of concerns after the overall project area briefing. Although, the Engineer Technical Lead (ETL) answered their questions, the contractors were advised that all questions discussed during the pre-bid site visit needed to be posted on ProjNet in order to receive an official answer from USACE.
8. The discussed contractor’s concerns are presented as follows:
a. Permit Inquiry: The Florida Department of Environmental Protection (FDEP) permit has not been identified in the solicitation. Other construction permits that will be required include but are not limited to: Seagrass and marine vegetation impact permits.
The contractors were advised that USACE applied for a project permit exemption from FDEP. USACE is actively liaising with FDEP and expects a ruling on the exemption shortly. The contractors were directed to the environmental section of the contract specification to find all the permits that are applicable. The contractors were directed to the contract to review the study related to seagrass found in the proximity of the seawall construction. It was stated that protected species of seagrass are located starting approximately 50 feet away from the seawall but must be verified by the contractor.
b. Traffic Inquiry: Lane closures requests during construction.
The contractors were advised that lane closures are possible with advance coordination with the Mount Sinai Medical Center when made two or more weeks prior.
The contractors were advised that construction time and schedule will be reviewed as a transmittal to receive inputs from the Mount Sinai Medical Center.
c. Vibration Control Inquiry: Proximity distance required to install the vibration monitor units.
The contractors were advised to review the contract specification for vibration control and their subcontractor on this matter to determine the required distance needed for the project.
9. Prior to adjourning, the contractors were reminded to read through all of the requirements in the contract, to submit any questions they may have in ProjNet, and to look out for any forthcoming amendments to the solicitation, and ensure they were taken into consideration in the development of their proposal.
10. Finally, the contractors were advised that prepare their proposal in accordance with contract specifications and drawings as provided in the solicitation.
11. The POC for this action is the undersigned at 561-319-4803.
