The associated boring logs and laboratory data are presented in paragraphs 5.6 and 5.7, respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing recent knowledge and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.
Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.
During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Jacksonville District’s Geosystems Branch.
2 PROJECT LOCATION, BACKGROUND, AND SEAWALL CONSTRUCTION HISTORY
2.1 PROJECT LOCATION AND BACKGROUND
The project area is located in the City of Miami Beach, Florida, on a barrier island bordered to the east by the Atlantic Ocean and to the west by Biscayne Bay. See Plate 1 for the general project site location. The current seawall is owned and maintained by the Mount Sinai Medical Center (MSMC).
The MSMC project site is located directly north of Julia Tuttle Causeway (Florida State Road 112) and extends approximately 0.57 miles northeastward along the bayside of the barrier island. The MSMC property has been used as a FEMA staging site during natural disasters that occur in the Miami area. Currently, during extreme high tide events, the seawall is overtopped by waves and the perimeter road, receiving dock, disaster staging areas, and parking area are inundated. Erosion at the base of the seawall contributes to subsidence of land behind the wall and resulting cracking of concrete and rusting of steel reinforcement in the seawall.
2.2 SEAWALL CONSTRUCTION HISTORY
In 1966 property owners of Mount Sinai Hospital expanded the facilities land footprint westward by fill placement and construction of a new seawall. This seawall runs along the western side of the property adjacent to Biscayne Bay and has a total length of 2,622 feet and is tied in to the original bulkhead walls at both the north and south areas of the shoreline. The original northern bulkhead wall is approximately 327 feet in length and was constructed on a natural island that existed at this location prior to hospital site development. The southern bulkhead wall is approximately 200 feet in length and was construction on fill material placed during the construction of the Julia Tuttle Causeway. The total length of the current seawall is 3149 ft. Material used to expand the facility footprint was obtained from an offshore dredged area approximately 140 feet directly northwest of the current seawall. Based on existing data from a 1966 Construction Permit Sketch, the existing bay bottom depth along the 1966 seawall reach undulated from -3.9 feet to -26.98 feet NAVD88.
Generally the bay bottom was shallower nearer the northern and southern bulkhead tie-in areas
MOUNT SINAI MEDICAL CENTER
SECTION 14 PROJECT
00 31 32 - 3 and deeper in the central areas of the new 1966 seawall. Prior to the 1966 offshore fill and seawall construction, fill was placed along the southern edge of the current MSMC property boundary during the construction of the Julia Tuttle Causeway in 1955. Historical documents are not known to exist for this causeway construction and the origin of the fill material or the depth of fill placement is likewise unknown.
2.3 SEAWALL GEOTECHNICAL INVESTIGATIONS
Two geotechnical investigations were performed 4 to 8 feet directly behind the current seawall.
The first geotechnical investigation was completed in 2015 during the feasibility phase of the project and consisted of three Standard Penetration Test (SPT) borings advanced to an average depth of 31.5 feet below grade. The 2015 borings were designated as MSMC-CB15-01 through MSMC-CB15-03. The second geotechnical investigation was completed in 2018 during the design phase of the project and consisted of five SPT borings advanced to an average depth of
39.8 feet below grade. The 2018 borings were designated as MSMC-CB18-01A through MSMC- CB18-04. Although limestone rock was encountered in all borings, rock coring was required in only one boring, MSMC-CB15-01. Boring locations are shown on Plate 2.
3 CHARACTER OF MATERIALS
3.1 LOCAL GEOLOGY
The landforms of the coastal area of Miami Dade County include barrier islands, lagoons, estuaries, and coastal ridges. The project site is on a barrier island located along Eastern Biscayne Bay and north of Key Biscayne, on the Atlantic coast of Miami-Dade County. Holocene sands that make up the island are underlain by the limestone units of the Miami Limestone Formation. The Miami Limestone consists of two facies, an oolitic facies and a bryozoan facies.
The oolitic facies consists of white to orangish gray, poorly to moderately indurated, sandy, oolitic limestone (grainstone) with scattered concentrations of fossils. The bryozoan facies consists of white to orangish gray, poorly to well indurated, sandy, fossiliferous limestone (grainstone and packstone). Beds of quartz sand are also present as unindurated sediments and indurated limey sandstones. Broken shell is present in most samples
3.2 MATERIALS ENCOUNTERED
3.2.1 Placed Fill
The soil material encountered along the Mount Sinai Medical Center seawall is represented through the borings plotted on the site map in Plate 2. The initial material encountered in the borings is fill placed during past land construction. During the 1966 construction event, soil used to create the medical center’s expanded land footprint originated from an adjacent offshore excavation area in the Biscayne Bay. The method of fill placement is unknown. The fill material is generally a heterogeneous mixture of loose (lightly compacted), low N-value, fine to medium-grained quartz sands with varying amounts of shells, silt, clay, wood, and limestone fragments.
Areas of high concentrations of limestone gravel to cobbles-sized fragments are found within the fill. These coarse gravel to cobble sized rock fill areas vary in length and thickness, and can be filled with a matrix of sand, silty-sand, or clay. The average depth of fill is 22 feet with a shallow depth of 10.5 feet observed at boring MSMC-CB15-01 and a deepest depth of 38.3 feet at boring MSMC-CB18-03. Fill is deeper in the central reach of the 1966 seawall and shallows towards the northern and southern bulkheads. Due to the similarity of the placed fill material and the undisturbed native soil, fill material depth determination was based upon a pre-1966 channel depth construction permit application sketch, presence of wood debris, and low N-Values. Debris from past construction activities can also be expected to be buried within the fill. The debris can be of any size and length and can be composed of the following materials: wood, rock, rock cobbles, rock boulders, tires, rubber, masonry, rebar, pipe, metal, trash, et cetera.

3.2.2 Native Material
Generally along the footprint of the seawall, the top of natural ground consists of a sandy, sparsely fossiliferous limestone. This limestone was encountered at an average elevation of -19.8 feet NAVD88. The limestone was brownish to greenish gray, moderately hard, highly weathered, and porous with shelly sand filled pores. Except in boring MSMC-CB15-01 at elevation -25.3 to -28.3 feet, all limestone was obtained by the SPT sampling method. The limestone was observed to directly underlie placed fill in five of the eight borings: MSMC-CB15-02, MSMC-CB15-03, MSMC-CB18-01A, MSMC-CB18-01, and MSMC-CB18-04. Unconfined Compressive Strength (UCS) of the limestone was performed on a rock sample from boring MSMC-CB15-01 with a resulting strength of 191 pounds per square inch; however, higher rock strengths can be expected.
In borings MSMC-CB15-01, MSMC-CB18-02, and MSMC-CB18-03 a poorly-graded, bluish-gray to gray, fine-grained sand-sized quartz sand or fine-grained silty quartz sand directly underlies the placed fill. Elevation of this sand in borings MSMC-CB15-01, MSMC-CB18-02, and MSMC-CB18-03 was -8.8, -24.5, and -33.8 respectively. The sand at these locations varied in thickness and included some fine-grained sand-sized shell. The limestone described above was encountered beneath the sand in all three borings.
Random areas of pale greenish-gray to light gray sand was encountered within the limestone rock at various depths. These areas of sand ranged in thickness and had an average thicknes of
5.5 feet. The sand was poorly-graded, mostly fine-grained sand-sized quartz, contained little fine to medium-grained sand-sized shell, few sand to gravel-sized limestone, and a trace of silt.

5.4 BORING LOG NOTES
All borings were driven using the Standard Penetration Test (SPT) procedure with a 140 pound hammer with a 30-inch drop using a 2.0 foot split spoon (1 3/8-inch I.D. and 2-inch O.D.). Borings were advanced in 18-inch intervals, or until refusal was encountered. Refusal is defined as a total of 50 blows of the hammer within any 6-inch increment, a total of 100 blows within any 1-foot increment, or no observed advance of the sampler after 10 successive blows of the hammer.
When refusal was encountered, the borings were continued with a 4-inch by 5 1/2-inch diameter core barrel until the rate of penetration indicated softer material, at which point the SPT procedure was resumed.
Core from boring MSMC-CB15-01 was drilled with a 4-inch by 5 1/2-inch diameter core barrel.

5.6 BORING LOGS
Applicable boring logs are presented on the following pages.
While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected. Accordingly, prospective offerors shall form their own conclusions from the examination of the recovered materials prior to submission of their offer.
