GEOTECHNICAL DATA REPORT

1 SCOPE

The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings. The associated boring logs and laboratory data are presented in paragraphs 4.5 and 4.6, respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.

Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraphs and boring logs.

During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geosystems Branch.

2 CHARACTER OF MATERIALS

2.1 THE LOCAL GEOLOGY

The project site lies within the Eastern Valley geomorphic feature contained within the Atlantic Coastal Lowlands province of eastern Florida. The Eastern Valley consists of a broad valley of marine beach ridge and beach plain sediments between the Atlantic Coastal Ridge to the east and the Osceola Plain to the west. The project location is shown on Plate 1.

Based on mapping conducted by the Florida Geological Survey (FGS), the surficial geologic deposits in the project area consist of Holocene sediments (Qh) and Tertiary-Quaternary Fossiliferous Sediments (TQsu). The Holocene sediments typically consist of quartz sands, carbonate sands and muds, and organics. The Tertiary-Quaternary sediments include shelly sands and carbonate rock with an abundance of fossil mollusks. The Tertiary-Quaternary Fossiliferous Sediments, also referred to as Tertiary-Quaternary Shelly Sediments, includes sediments formerly attributed to several formations, including the late Pleistocene, Fort Thompson Formation.

2.2 MATERIALS ENCOUNTERED

2.2.1 Culvert S-252D

The materials encountered in borings CB-252D-1 and CB-252D-2 consist primarily of poorly graded, fine grained quartz sand, clay, and silt with peat and shell. The boring locations are shown on Plate 2.

2.2.2 Culverts S-252E and S-252F

The materials encountered in the borings located in the immediate vicinity of the two structures (CB-FD-16, CB-FD-18, CB-FD-19, and CB-L78-40) consisted primarily of poorly graded, fine grained quartz sand, silty sand, clay, and shell. The boring locations are shown on Plate 3.

SECTION 00 33 50

WEATHER AND WATER STAGE DATA

1. The below stated water levels are for informational purposes only and are not to be utilized in conjunction with any contract related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans.

Structure 252D (S-252D), S-252E, and S-252F are features of the Upper St.

Johns River Basin component of the Central and Southern Florida Project that are operated and maintained by the St. Johns River Water Management District (SJRWMD), in accordance with the 1991 Upper St. Johns River Basin Preliminary Water Control Manual (1991 PWCM). All elevations in this Section 00 33 50 are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD). The value to convert the S-252D water level and the S-252E water level in this Section 00 33 50 from feet, NGVD to feet, North American Vertical Datum of 1988 (feet, NAVD) is -1.47 and -1.49, respectively.

2. S-252D is located at the Fort Drum Marsh Conservation Area (FDMCA), in the alignment of Levee 79 (L-79), south of the northeast corner of the FDMCA, upstream of the L-79 Flow-way and the Blue Cypress Water Management Area (BCWMA). The S-252D tailwater is downstream of the St. Johns Improvement District (SJID) Reservoir. S-252D consists of one 72-inch diameter corrugated metal pipe (CMP) culvert with a manually operated slide gate at its headwater (FDMCA). S-252D serves as an outlet for water in the FDMCA.

FDMCA water released at S-252D flows into the L-79 Flow-way and the BCWMA.

S-252D has a discharge capacity of 100 cubic feet per second (cfs).

3. S-252E is located at the FDMCA, in the alignment of L-78, adjacent to the L-78 Borrow Canal, and south of the northwest corner of the FDMCA. S-252E consists of five 72-inch diameter CMP culverts which each have a flap gate on the FDMCA side. S-252E serves to convey L-78 Borrow Canal water into the FDMCA when FDMCA water levels allow and to prevent excess FDMCA water from entering the L-78 Borrow Canal. S-252E has a design discharge capacity of 500 cfs.

4. S-252F is located in the L-78 Borrow Canal adjacent to the alignment of L-78 and exterior to the northwest corner of the FDMCA. S-252F is north of S-252E and is upstream (south) of the southern end of the Blue Cypress Marsh Conservation Area (BCMCA). S-252F consists of two 72-inch diameter CMP culverts, each with a manually operated screw gate at the headwater (L-78 Borrow Canal at S-252E). When FDMCA water levels cause S-252E flap gates to close, preventing L-78 Borrow Canal water from entering the FDMCA, S-252F is operated to release L-78 Borrow Canal water to the BCMCA. S-252F has a design discharge capacity of 200 cfs.

5. Water levels at S-252D are mainly affected by rainfall, evaporation, local runoff, water supply demands, groundwater levels, BCWMA water management operations, FDMCA water management operations, and St. Johns Improvement District (SJID) Reservoir releases into the L-79 Flow-way (S-252D tailwater). FDMCA water management operating criteria from the 1991 PWCM are intended to maintain the FDMCA water level at S-252D between 23.5 and 26.0 feet, NGVD; however, water levels outside of this range are possible. In general, S-252D is open during the dry season months, of February through May and closed during the rest of the year. However, hydrometeorological conditions influence whether the SJRWMD will open or close S-252D at any time during the year. If rainfall/runoff conditions warrant, the SJID may make

SECTION 00 33 50 Page 2 releases from the SJID Reservoir to the L-79 Flow-way. Occasionally, water levels in the L-79 Flow-way may exceed water levels in the FDMCA. The Blue Cypress Water Management Area Regulation Schedule from the 1991 PWCM shown in Figure 1 is utilized by the SJRWMD to guide management of (release or store) BCWMA water. Historic and daily FDMCA and BCWMA water level data may be obtained from the SJRWMD at https://www.sjrwmd.com/ or at 4040 Reid Street, Palatka, Florida 32177.

6. Water levels at S-252E are mainly affected by rainfall, evaporation, local runoff, groundwater levels, and FDMCA water management operations.

FDMCA water management operating criteria from the 1991 PWCM are intended to maintain the FDMCA water level at S-252E between 23.5 and 26.0 feet, NGVD;

however, water levels outside of this range are possible. In addition, FDMCA water levels may exceed the water level in the L-78 Borrow Canal. Historic and daily FDMCA water level data may be obtained from the SJRWMD at https://www.sjrwmd.com/ or at 4040 Reid Street, Palatka, Florida 32177.

7. Water levels at S-252F are mainly affected by rainfall, evaporation, local runoff, groundwater levels, water levels at S-252E, and BCMCA water management operations. Generally, S-252F is closed, however S-252F is opened by the SJRWMD when the S-252E flap gates (located at S-252E tailwater/FDMCA) close and prevent conveyance of L-78 Borrow Canal water to the FDMCA. When open, S-252F conveys L-78 Borrow Canal water to the BCMCA. FDMCA water management operating criteria from the 1991 PWCM are intended to maintain the FDMCA water level at S-252E between 23.5 and 26.0 feet, NGVD; however, water levels outside of this range are possible. The Blue Cypress Marsh Conservation Area Regulation Schedule from the 1991 PWCM shown in Figure 2 is utilized by the SJRWMD to guide management of (release or store) BCWMA water.

Historic and daily FDMCA and BCMCA water level data may be obtained from the SJRWMD at https://www.sjrwmd.com/ or at 4040 Reid Street, Palatka, Florida 32177.

8. In general, historic water levels are not necessarily indicative of future water levels. The contractor should not expect that water levels/flows will be manipulated for contractor. The contractor shall not attempt to operate S-252D, S-252E, or S-252F.

9. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary, which contains climatological and meteorological observations and data, including wind, rain, and temperature data.

Subscription price and ordering information is available from the National Centers for Environmental Information, Federal Plaza, 151 Patton Avenue, Asheville, North Carolina 28801-5001. NOAA also has an internet information page at: https://www.ncdc.noaa.gov/.

10. The climate of the area that includes S-252D, S-252E, and S-252F is essentially subtropical and humid. Temperatures below freezing are rare.

The wet season is from May through October. The hurricane season is from June through November. In general, the winter months constitute the dry season, and rainfall is usually associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern.

The summer months comprise the wet season and rainfall is closely associated with convective activity. These rainfall events are normally of short duration, and amounts are quite variable spatially. S-252D, S-252E, and S-252F may be subject to tropical storms, hurricanes, and windy and/or rainy https://www.sjrwmd.com/ https://www.sjrwmd.com/ https://www.sjrwmd.com/ https://www.ncdc.noaa.gov/

MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 SUMMARY

This section describes how Line Items will be measured and paid for when making progress payments. Work to be measured is described in specification sections listed for each Line Item. Measurement procedures for payment, required quantity survey or procurement documentation and payment restrictions are described in applicable specification sections.

Allocate costs for work not specifically mentioned to the Line Item most closely associated with work involved. Unless there is a specific Line Item for administrative costs, such as Quality Control and Safety, allocate such costs proportionally across all Line Items.

1.2 RESIDENT MANAGEMENT SYSTEM (RMS)

1.2.1 Definition

The terms "Contract Line Item Number (CLIN)" and "Line Item" are interchangeable herein (e.g.: CLIN 0001 is Line Item 0001). The term "CLIN" is a contracting term used in the Resident Management System (RMS) payment data base.

1.2.2 Instructions

See Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE (RMS CM) for more information on CLINs, schedule of values of pay activities and construction schedule, and payment procedures. The Contractor mode user manual with in-depth instructions can be downloaded from the RMS web site indicated in Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE

(RMS CM).

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.
