SECTION 00 33 50

WEATER, WATER STAGE AND TIDE DATA

SECTION 00 33 50 Page 1

1. The below stated water levels are for informational purposes only and are not to be utilized in conjunction with any contract related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans.

All elevations in this Section 00 33 50 are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD) unless otherwise noted.

2. The Miller Tram and Tram Road Removal and Associated Works project area is located as indicated in the Plans and Specifications. Within and near the project area there are four large drainage canals flowing from north to south. From west to east, they include the Miller, Faka Union, Merritt and Prairie Canals. Near the south end of the project area, the Prairie Canal merges with the Merritt Canal, and the Merritt Canal and Miller Canal merge with the Faka Union Canal. The Miller, Faka Union and Merritt Pump Stations have been constructed in the vicinity of the Miller, Faka Union and Merritt Canals respectively.

3. Various types of weirs have been installed on the four canals to prevent overdrainage. Water levels in Miller Canal are regulated by structures Faka Union Weir #1 (FU-1), Miller-1 through Miller-3 and Golden Gate Canal Weirs #3 and #4 (GG-3 and GG-4). FU-1 is the outfall weir of the Faka Union Canal downstream of the project area. The South Florida Water Management District (SFWMD) operates these structures. Information about these and other South Florida Water Management District (SFWMD) Big Cypress Basin structures and gages can be requested from the SFWMD.

4. Water stages in the project area are mainly affected by flow in the Miller Canal; Miller Weir #3 (Miller-3), Miller Weir #2 (Miller-2), and Miller Weir #1 (Miller-1); and rainfall, runoff, and evapotranspiration.

5. Although Merritt Pump Station is an operational pump station, the Faka Union Pump Station and Miller Pump Station are not yet fully operational. The Faka Union and Miller Pump Stations are anticipated to become fully operational in FY-2023 at the time of Special Plug construction in the respective canals at their sites. In Miller Canal, a broad crested weir has been constructed approximately 400 feet downstream of the Miller Pump Station tieback levee location and will maintain upstream flood damage reduction levels consistent with and as a supplement to the upstream Miller-2 weir.

Water can flow over the Miller broad crested weir when it exceeds the crest elevation of 4.9 ft NAVD (6.24 ft NGVD respectively). The design discharge of this broad crested weir is 1,250 cfs. The Miller Canal stages will be managed through use of the broad crested weir at least until Special Plug construction in Miller Canal at the site of Miller Pump Station. Miller Canal Special Plug construction is anticipated to occur in FY-2023. At the time of construction of the Miller Special Plug, Miller Pump Station will become fully operational. Subsequently, Miller-1, Miller-2 and the Miller broad crested weir will no longer be needed and are expected to be removed.

6. Water surface elevations at the MLRI75 gage for the period of record July 7, 2000 to April 2, 2019 are shown in Figure 1. This gage is located upstream of the project area at the intersection of Miller Canal and Interstate 75. The maximum stage at MLRI75 during the period of record was

10.91 feet, NGVD on September 11, 2017. The minimum stage at MLRI75 during the period of record was 3.99 feet, NGVD on May 20, 2017. Headwater

SECTION 00 33 50 Page 2 elevations for FU-1 are shown in Figure 2. The maximum and minimum stages at FU-1 headwater during the period of record July 14, 2000 to April 7, 2019 were 5.46 feet, NGVD on September 11, 2017 and 0.30 feet, NGVD on June 4 and 5, 2001, respectively. All stage data provided in this Section 00 33 50 are provisional and subject to revision. In general, historic water levels and discharges are not necessarily indicative of future water levels and discharges. It is possible that historic water levels and discharges will be exceeded during the contract period.

7. The contractor should not expect that water levels/flows will be manipulated for contractor. The contractor should not expect “no flow” or dry conditions during the contract period. The contractor may be able to obtain hydrometeorological data from the Jacksonville District, Water Management Section’s website, which can be found at:

https://www.saj.usace.army.mil/Missions/Civil-Works/Water-Management/ and also the SFWMD’s website which can be found at: https://www.sfwmd.gov

8. Water levels and flows in the project area may change suddenly. There may be extended periods of high flows during the contract period, depending on hydrometeorologic conditions.

9. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary, which contains climatological and meteorological observations and data, including wind, rain, and temperature data.

Subscription price and ordering information is available from the National Centers for Environmental Information, Federal Plaza, 151 Patton Avenue, Asheville, North Carolina 28801-5001. NOAA also has an internet information page at: https://www.ncdc.noaa.gov/

10. The climate of the project area is essentially subtropical and humid.

Temperatures below freezing are rare. The wet season is from May through October. The hurricane season is from June through November. In general, the winter months constitute the dry season, and rainfall is usually associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern. The summer months comprise the wet season and rainfall is closely associated with convective activity.

These rainfall events are normally of short duration, and amounts are quite variable spatially. The project site is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather throughout the year. Weather forecasts as well as actual rainfall information from the National Weather Service Miami-South Florida forecast office can be found at: https://www.weather.gov/mfl/.

11. The following data are provided:

Contractor shall remove and regrade all east-west roads (shown on plans), to level undisturbed ground (including logging trams, existing roads and adjacent ditches, swales, and spoil in the area) bounded by Miller Canal to the east, the Tieback Levee to the north, 82nd Avenue SE to the south, and to the ends of the roads on the west. Miller Boulevard shall not be degraded; however, the spoil and swales along Miller Boulevard shall be leveled to undisturbed ground. Heavy equipment involved in this work will be allowed to travel across and along Miller Boulevard. Additionally, 68th Avenue SE shall not be degraded, but the adjacent spoil and swales shall be leveled.

1.2.2.2 Option 1

Option 1 work includes the removal and regrading of all existing logging trams, east-west roads (asphalt surface where present) and their adjacent ditches and spoil in the area bounded by 84th Avenue SE to the north, Miller Canal to the east, 100th Avenue SE to the south, and the ends of the east-west roads to the west. Miller Boulevard shall not be degraded;

however, the spoil and swales along Miller Boulevard shall be leveled to undisturbed ground.

1.2.2.3 Option 2

Option 2 work includes the removal and regrading of all existing remaining east-west roads (asphalt surface where present) and their adjacent ditches

SECTION 01 11 00 Page 2 and spoil in the area bounded by 102nd Avenue SE to the north, Miller Canal to the east, the end of Miller Boulevard at the gate below 128th Avenue SE and the ends of the east-west roads to the west. Miller Boulevard shall not be degraded; however, the spoil and swales along Miller Boulevard shall be leveled to undisturbed ground.

1.2.2.4 General Requirements

The west ends of the east-west roads are variable. The roads west of Miller Boulevard increase in length from 70th Avenue SE (about 0.25 miles) to 128th Avenue SE (about 0.35 miles) because the boundary of the project and Miller Boulevard are not exactly parallel. Additionally, 66th and 68th Avenue SE end about 1.25 miles west of the centerline of Miller Boulevard. Portions of 126th Avenue SE west of Miller Boulevard and 128th Avenue SE just east and west of Miller Boulevard have adjacent environmentally sensitive areas (hazardous waste sites) and shall not be degraded. These road sections shall be clearly marked in accordance with Section 01 57 20 ENVIRONMENTAL PROTECTION.

All of the roads, with the exception of the actual roadbeds along the rehabilitation sites mentioned above, shall require degrading out to about 10 ft beyond the spoil mounds. The width of the major roads to be cleared and degraded, including 100th and 128th, is typically approximately 220 ft; however, these widths will vary somewhat. Contractor shall clear and grub along all roads within the limits of construction as shown on the plans. Vegetative debris from clearing shall be consolidated and burned.

Any large woody remnants from burning the vegetation shall be stockpiled along the Miller Canal. Any human-made trash encountered on the construction footprints shall be removed from the site for appropriate disposal.

The Contractor shall fill the adjacent swales and road ditches to undisturbed ground using suitable material recovered from the adjacent existing roads and berms or spoils. The material placed in the adjacent swales and ditches shall be compacted with heavy equipment during leveling of the site. Expect some-to-many large boulders to be encountered. Where large boulders are encountered, bury with 2 ft of spoil cover.

Any culverts encountered shall be removed and disposed. The culverts are oval shaped approximately 12 inches high and 24 inches wide, are corrugated steel, and many have collapsed and been covered with fill to level the road.

Logging trams shall typically have vegetation cleared out to a width of approximately 75 ft, after which the raised trams and adjacent swales shall be leveled to the adjacent natural grade beyond the construction footprint.

After completion of the road and logging tram removal and degrading, the Contractor shall perform a survey of the area to establish the extent of construction for as-builts and progress payment purposes.

1.2.3 Location

The Picayune Strand Restoration project is located within the land owned by the State of Florida Board of Trustees of the Internal Improvement Trust Fund and controlled by the Florida Forest Service. It is located south of I-75, west of Prairie Canal/Basil Road, north of Tamiami Trail, and east of Belle Meade.

1.6 LAYOUT OF WORK

Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.6.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

SECTION 01 11 00 Page 4

1.6.2 Layout

From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

1.6.3 Survey

The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

1.7 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor shall make the repairs as ordered by the Contracting Officer and full compensation for such repairs shall be made at the applicable contract unit or job prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

1.8 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract

SECTION 01 11 00 Page 5 period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.8.1 Schedule of Monthly Anticipated Adverse Weather Delays

The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY

ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A

reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50

WEATHER, WATER STAGE AND TIDE DATA.

1.8.2 Contractor Responsibility

Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor shall record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.9 UNITS OF MEASURE

The standard U.S. system of measure shall be utilized by the Contractor in the performance of his work. All survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings, shall clearly denote which system of measure is being utilized, referenced or discussed. Any omission or inaccurate use of a unit of measure on the part of the Contractor shall not relieve him of his responsibilities under the contract terms. The unit of measure used in this specification is the standard U.S. system. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, then they are to be considered the standard U.S.

system.
