SUBJECT: Solicitation No. W912EP-19-B-0017 Beach Erosion Control and Hurricane Protection Project, Beach Renourishment Miami Beach – Hotspots 2019, Miami-Dade County, Florida Pre-Bid Site Visit
1. A pre-bid site visit was held for subject project on 8 August 2019 at 11:00 am to give the prospective contractors a chance to see the site prior to bids.
2. The list of contractors that attended the site visit is attached.
3. The contractors were advised to write down any questions they may have and submit them via Projnet, as indicated in the solicitation. In addition, the Contractors were informed that an amendment would be issued to extend the question period from 9 August 2019, as indication in Section 00010A of the solicitation, to 14 August 2019. Furthermore, clarification was provided on the bid submission date and that the correct date for receipt of bids was 22 August 2019 as indicated on the SF-1442 in the solicitation, not 16 August 2019 as indicated in the synopsis on the www.FedBizOpps.org website.
4. The site visit consisted of meeting at the 46th Street Staging/Access Area, as shown on Sheet C-05 of the advertised plans, located east of Indian Beach Park.
At this location, the contractors were welcomed and briefed on the project features as well as the other locations we would be stopping at throughout the pre-bid site visit. These stops included 27th Street, the 53rd Street Park/Staging/Access Area, and Allison Park (for the 65th Street Hotspot).
5. Once the initial brief was complete, we proceed to walk out to the beach at the 46th Street Access Area, located at 46th Street and Collins Avenue, to allow the contractors to see the access, staging, and general placement area at this location.
6. From this location, we proceed in our vehicles to the area of the 27th Street Hotspot. The attendees parked in a public parking lot on the southwest corner of 27th Street and Collins Avenue, and proceeded to walk along 27th street to the boardwalk access to the beach. At this location the contractors were informed that access to this fill area was only accessible on the beach from the 46th Street Staging/Access Area, as shown in the drawings. The contractors were given an opportunity to look around the beach fill area before we proceeded to 53rd Street Park/Staging/Access Area, as shown on Sheet C-04 of the advertised plans.
