About this file
This document contains the vendor questions and government responses from a pre-proposal teleconference regarding Solicitation Number W912EP-18-R-0039 for indefinite delivery indefinite quantity contracts for multi-discipline miscellaneous civil works and other architect and engineering services. The solicitation seeks engineering and design services for predominantly civil works projects with limited support for military projects. It will result in up to six contracts including four unrestricted awards and two set aside awards, one for a woman-owned small business and one for a small business. The total contract value is $49 million divided across shared and set aside pools. Responses were due by May 30, 2018. Key issues addressed include clarifying engineering guidance, correcting NAICS codes, submitting as prime and subcontractor, qualifying experience timeframes, evaluating incomplete versus complete projects, estimating workload percentages, qualifying personnel requirements, and addressing concerns regarding restrictions on small businesses.

Pre-proposal Teleconference - Vendor Questions and Government Responses Solicitation No.: W912EP-18-R-0039 Date: 5/22/2018
1) Contractor requested clarification on the AE Contract Administration Guidance discussed during the presentation.
GOVT Response: Engineering Pamphlet EP 715-1-7
2) The NAICS code under the solicitation’s submission requirements paragraph is for Survey, will that be changed?
GOVT Response: Yes, it will be corrected in the amendment to reflect 541330 Engineering Services. Also, Section 2 Selection Criteria, part E. Knowledge of Locality will be corrected to reflect familiarity with engineering and design requirements, rather than surveying and mapping requirements.
3) Contractor asked if you submit as a Prime under the small business category, can you also submit as a subconsultant to a large business on this same solicitation?
GOVT Response: Yes.
4) Contractor asked if there was a date range specified for project examples and expertise requirements which are to be reflected in key personnel resumes and as part of project submissions under SF 330 Section F.
GOVT Response: The current solicitation, Section 2 Selection Criteria, Part B Qualified Professional Personnel specifies recent experience to be “within the last five years”. Typically the Government prefers to see recent experience within the 5-10 year range. The solicitation will be amended to more clearly specify the preferred range for demonstrated experience.
5) Contractor asked if a project needs to be completed to demonstrate experience.
GOVT Response: No, a project does not need to be complete to be considered for demonstrated expertise.
6) Contractor asked if we could give an estimated % of work expected between Civil and Military.
GOVT Response: No, but we can reiterate that the Selection Criteria are listed in order of importance. Civil Works Design is listed before Military Design. Additionally, under Section 1 Project Information, the solicitation states the work is for predominantly civil works projects with limited support for military projects.
7) Contractor asked if we are looking for experience in trades, because under Section 2 Selection Criteria, Part A Specialized Experience and Technical Competence, subsection 3 Military Design, the criteria requires experience in carpentry and masonry.
GOVT Response: No, the intent is to determine if a firm has demonstrated experience with respect to engineering and design. Specific to those categories mentioned, the experience should demonstrate experience with respect to carpentry and masonry structure types.
8) Contractor asked if the Task Orders awarded under the solicitation’s IDIQ Contracts would be predominately Civil Works based.
GOVT Response: Yes.
9) Contractor asked if a large civil works project awarded as multiple task orders be considered as one single project.
GOVT Response: It is your firm’s business decision on how you present the project example for consideration.
10) Contractor questioned the intent of Section 2 Selection Criteria, Part B Qualified Professional Personnel, subsection 1, which states staff within the Prime Firm must include, but not be limited to the following disciplines. Contractor would like to know if additional disciplines are valued or if only evaluated as listed.
GOVT Response: The disciplines listed establish the minimum requirement. Any additional disciplines provided will be considered for evaluation.
11) Contractor expressed concern regarding Section 2 Selection Criteria, Part B Qualified Professional Personnel, subsection 1, which states staff within the Prime Firm must include, but not be limited to multiple disciplines. Concern is with respect to the requirement being placed on the Prime firm only, because it is restrictive to small businesses which do not typically employee the diverse range of specified disciplines.
GOVT Response: The Government has received multiple comments in writing regarding the same concern for limiting or restricting small businesses from competition due to the Prime requirement. The solicitation will be amended to address the concern.
12) Are we required to submit a quality management plan.
GOVT Response: No.
13) GOVT Note: There was an issue with the pre-proposal teleconference access code. If your firm was unable to participate in the pre-proposal teleconference, you may request a briefing in writing to the Contracting Officer, Ms. Susan Forchette. Her information is listed in the solicitation synopsis.
