Questions to HHD through 9 July 2016

1. On page 75 of the Solicitation, Volume II, Element A asks us to “…provide a detailed plan to demonstrate [our] capability to manage a surge up to 300% level of effort.” Please clarify what is meant by a surge up to 300% level of effort? Should we show capability to staff three simultaneous task orders, provide a certain number of people per staff category, or ?

Surge up to 300% level of effort refer to the contractor's ability to manage a significant workload increase that may represent 300% of the actual services/level of effort in place. The contractor should be capable of providing the services in the amount of time requested in the PWS. Not only several construction contracts will be happening simultaneously with a 24/7 construction schedule, but the contractor should expect, and be ready, to provide services for several other construction contracts (with the same schedule) to be awarded during the Task Order period of performance (PoP). A QA inspector (s) should be on site all time during construction.

2. Do we need to submit both hard and electronic copies of this proposal, or can we just provide electronic copies through an upload to AMRDEC SAFE?

Provide only electronic copies of the proposal of each volume as identified in the solicitation.

3. Do we need to identify subconsultants in all small business socioeconomic categories? For example, can we meet the 15% Total Contract Value participation goal using only woman-owned small businesses and HUB Zone firms, or do we have to include a participation percentage for each category (i.e., SB, SDB/8A, WOSB, HUB Zone, VOSB, SDVOSB?

Participation goals have not been assigned for individual socioeconomic categories of Small

Disadvantage Business (SDB), Women-owned Small Business(WOSB), Historically

Underutilized Business Zone(HUBZone), Veteran-Owned Small Business (VOSB), and Service-

Disabled Veteran-Owned Small Business (SDVOSB). The Offeror shall propose goals for these categories using its Best Effort to meet the objectives of this acquisition. A goal is defined as number greater than ZERO that results from the offeror expending good faith effort to use small business firms to the maximum practicable extent.

4. I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

The current Contract number is W912EP-13-D-0016. The Contractor is Moca Systems Inc.

5. As the responses to the above questions can significantly impact our proposal response, will you please extend the due date by 10 days?

Due to the urgency of this requirement we are not able to extend this solicitation.
