SOURCE SELECTION
BASIS FOR AWARD: The award will be made based on the best overall (i.e., best value) proposal that is determined to be the most advantageous to the
Government, with appropriate consideration given to the four evaluation factors:
1. Technical Approach
2. Past Performance
3. Small Business Participation
4. Price
The Contracting Officer will use a trade-off process to determine which offer represents the best value to the Government.
SOURCE SELECTION – CONT’D
How Factors are Evaluated:
• Technical Approach and Past Performance are equal in importance.
• Technical Approach and Past Performance are significantly more important than
Small Business Participation.
• Combined, all three factors are significantly more important than Price.
• Price is not rated, rather it is evaluated for reasonableness. All evaluation factors other than price, when combined, are significantly more important than price.
• Price could become the determinative selection factor if technical, past performance and small business participation are determined to be equal
Factor One: Technical Approach
• The trade-off process allows the Contracting Officer to consider making award to other than the lowest priced offeror or other than the highest technically rated offeror
• Offerors are cautioned that the award may not necessarily be made to the lowest price offered
Technical Approach
• To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the Technical Approach Evaluation Factor
• The offeror shall shall provide sufficient narrative and supporting data for each factor and supporting elements. Lack of any of these significant capabilities shall be considered sufficient cause for the proposal to be determined unacceptable
• A rating of unacceptable for any individual sub-factor/sub-element will result in any overall rating of unacceptable for the entire factor
Element A: Work Execution Plan
• Submission Requirements:
• The offeror shall describe how work will be controlled to ensure quality, timeliness, and efficiency of the full scope of contract requirements and provide a detailed plan to demonstrate their capability to manage a surge up to
300% level of effort.
• Failure to provide sufficient detail explaining how each provided demonstrated experience is similar to the work described in the solicitation may be noted as a deficiency.
• The offeror shall describe their methodology in meeting the Government’s requirements to include, their total proposed staffing, skill levels and types that will meet the Government’s needs described in the Mock SOW.
Element B: Contract Management Plan
• Submission Requirements:
• The offeror shall include discussion of any current or proposed quality control documents and/or reports that will be used to support their Quality Control
Program and Inspection System.
• The offeror shall describe in detail the procedures they would use for deficiency identification, correction, and control of all services provided for this requirement. The offeror shall describe what measures they would take to resolve any deficiencies.
• The offeror shall discuss their plan to prevent recurrence of identified performance deficiencies. The offeror shall outline their plan to respond to re-work in accordance with the performance work statement.
• Failure to provide sufficient detail explaining how each provided demonstrated experience is similar to the work described in the solicitation may be noted as a deficiency.
Element C: Business Experience
• Submission Requirements:
• Offerors must have a minimum of 5 years of Quality Assurance/Quality
Control Services experience as of the due date for submission of proposals under this solicitation.
• The offeror shall outline background, job duties, qualifications, and experience requirements of their key personnel (Contract Manager, Alternate Contract
Manager & QC Manager) as they relate to the requirements of this contract.
This includes key personnel from any business entity that will execute primary or substantial performance under this contract.
