Jacksonville Harbor Survey

M82: Located along the Blount Island channel, just north of the western end of Fulton Cutoff, M82 generated a complex dipole signature with a total gamma deviation of 108 over 260 feet.

Located in seven feet of water, the anomaly crosses numerous lines and goes outside of Panamerican’s survey area (see Figure 55).

M84: Located along the Blount Island channel, M84 generated a complex dipole signature with a total gamma deviation of 820 over 290 feet. Located in seven feet of water, the anomaly crosses numerous lines and goes outside of Panamerican’s survey area (see Figure 55).

M95: Located in the Bartram Island survey area, M95 marks the central location of an extremely large cluster of anomalies covering several thousand square feet and generating a complex dipole signature with a total gamma deviation of 1,200. It is an unusual anomaly and is associated with a cluster of small piles whose sidescan images correlate with SS292 and SS304. Located in two feet of water (Mean Low Water), the anomaly is not thought to represent a historic watercraft. It is possible, based on the signature and acoustic images, that M95 represents debris piles or perhaps shell mounds. Because of the latter possibility, the anomaly should be tested (see Figure 61).

M109: Located in the Blount Island Terminal Turnaround, M109 generated a complex dipole signature with a total gamma deviation of 166 over 240 feet. Although located just south of Fulton Cutoff, the body of water this anomaly is located in was open to small craft in historic times. The strength of the anomaly may be in part due to the depth of water, four feet, mean low water (see Figure 54).

M110: Located just west of M111 in the Blount Island Terminal Turnaround, M110 generated a complex dipole signature with a total gamma deviation of 2,005 over 330 feet. Although located just south of Fulton Cutoff, the body of water this anomaly is located in was open to small craft in historic times. The strength of the anomaly may be in part due to the depth of water, four feet (see Figure 54).

M111: Located just east of M110 in the Blount Island Terminal Turnaround, M111 generated a complex dipole signature with a total gamma deviation of 432 over 150 feet. Although located just south of Fulton Cutoff, the body of water this anomaly is located in was open to small craft in historic times. The strength of the anomaly may be in part due to the depth of water, four feet (see Figure 54).

Investigative Findings

M9: Located just north of the Talleyrand Terminal Turning Basin, M9 generated a dipole signature with a total gamma deviation of 105 over 277 feet. The anomaly crossed three lines of survey and likely goes beyond the survey area (see Figure 64, James and Faught 2010).

Magnetic anomaly M9 was investigated on June 1 and 2, 2010. Located at a depth of 34 feet, nine probes were placed on the first dive, and 13 on the second. A hard metal plate that could be penetrated by the probing was encountered in one probe. The conclusion was that the target was a single source item, not considered historically significant, and not recommended for additional investigation.

M18: Located across the channel from Broward Point on the right bank descending, M18 generated a complex dipole signature with a total gamma deviation of 430 over 343 feet.

Magnetic anomaly M18 was investigated on May 12 and 14, 2010. At a depth of 32 feet, divers metal-detected and probed the buoyed location over multiple dives. Probing encountered an isolated object with hard return from probing determined to be approximately 10 feet in diameter, and 7 to 8 feet deep in the sediment column (i.e. 40 feet deep in water column). Object was not considered as wooden or to represent a shipwreck site; thus was considered not historically significant and not recommended for additional investigation

M42: Located on St. Johns Bluff Reach South, M42 generated a dipole signature with a total gamma deviation of 38 over 144 feet. The anomaly crossed three lines and appears towards the bluff outside of the survey area (see Figure 53, James and Faught 2010). Although small in nature, its location at St. Johns Bluff made it potentially significant as the anomaly may be associated with aspects of Fort Caroline, which is thought to have eroded into the water, or associated with the Civil War, as Confederates placed mines across the channel at this location.

Magnetic anomaly M42 was investigated on May 18, 2010. At a depth of 34 feet the diver probed for the target in cruciform pattern and encountered no resistance in any direction. Thus, the target appears to be a single source object not encountered, or possibly wire rope, but no significant cultural resource was encountered. No additional work is recommended for M2.

M43: Also located at St. Johns Bluff Reach South and near M42, M43 generated a dipole signature with a total gamma deviation of 76 over 130 feet. The small anomaly crossed three lines and appears towards the bluff outside of the survey area (see Figure 53, James and Faught 2010). Although small in nature, its location at St. Johns Bluff made M43 potentially significant, as it may be associated with aspects of Fort Caroline, which is thought to have eroded into the water in this area, or associated with the Civil War, as Confederates placed mines across the channel at this location.

Magnetic anomaly M43 was investigated on May 25, 2010. Located at a depth of 38 feet, divers inspected the area and probed nine points in cruciform pattern. A layer of resistance of apparent shell texture and hardness was detected between 5 and 7 feet. No indications of a historic cultural resource were encountered; the target is not considered to represent a historically significant cultural resource and is not recommended for further investigation.

M45: Also located at St. Johns Bluff Reach South and near M46, M45 generated a complex dipole signature with a total gamma deviation of 45 over 173 feet. The small anomaly crossed three lines and appears towards the bluff outside the survey area (see Figure 53, James and Faught 2010). Although small in nature, its location at St. Johns Bluff made M45 potentially significant as it may be associated with aspects of Fort Caroline which is thought to have eroded into the water in this area, or associated with the Civil War, as Confederates placed mines across the channel at this location.

Magnetic anomaly M45 was investigated on May 26, 2010. Located at a depth of 47 feet, a large metal debris field was located including pilings with lag bolts and much encrusted concrete rubble. The target appears to represent modern debris; thus is not considered historically significant and not recommended for additional evaluation.

M46: Also located at St. Johns Bluff Reach South and near M45, M46 generated a dipole signature with a total gamma deviation of 42 over 77 feet. Located in 12 feet of water, the small anomaly crossed three lines and appears towards the bluff outside the survey area (see Figure 53, James and Faught 2010). Although small in nature, its location at St. Johns Bluff made M45 potentially significant as it may be associated with aspects of Fort Caroline which is thought to have eroded into the water in this area, or associated with the Civil War, as Confederates placed mines across the channel at this location.

Magnetic anomaly M46 was investigated on May 21, 2010. The diver encountered flat concrete chunks of metal of various sizes by metal-detecting in a pattern around the buoy marker and then tactile survey. Some were buried to 5 inches, others occurred on the surface. Examples are shown in Figure 4-02. The target is not considered historically significant and is not recommended for further investigation.

Figure 4-02. Examples of the types of metal objects encountered at M46.

M49: Located at the north end of Mile Point, M49 generated a complex dipole signature with a total gamma deviation of 190 over 294 feet. The anomaly crossed numerous lines and most likely goes beyond the survey area (see Figure 52, James and Faught 2010).

Magnetic anomaly M49 was investigated on April 23, 2010. Located at a depth of 22 feet, the target was determined to be a 1-foot diameter pipe, 20 feet of which was exposed on the bottom.

One end of the pipe was covered in a pile of rock. The target is not historically significant and is not recommended for further investigation.

M52: Located at Mile Point, M52 generated a dipole signature with a total gamma deviation of 205 over 233 feet. The anomaly is adjacent to M53 (see Figures 51 and 52, James and Faught 2010).

Magnetic anomaly M52 was investigated on April 23, 2010. Located at a depth of 33 feet, the target was determined to be a 2-foot diameter pipe, 90 feet in length. The target is not historically significant and is not recommended for further investigation

M53: Located at Mile Point, M53 generated a dipole signature with a total gamma deviation of 132 over 300 feet. The anomaly is adjacent to M52 (see Figures 51 and 52, James and Faught 2010).

Buoyed at its central coordinates, investigation of this target location revealed a rectangular concrete slab flush with the bottom. Located in 35 feet of water at the time of the investigation, the slab measured 60 feet long by 22 feet wide. While iron rebar was not observed due mainly to a lack of visibility, the size of the structure dictates that it is iron reinforced, the cause for its magnetics. The target is not considered significant, and no additional work is recommended.

M60: Located at Mile Point in 6 feet of water, M60 generated a complex dipole signature with a total gamma deviation of 114 over 140 feet (see Figure 51, James and Faught 2010).

Anomaly M60 was investigated on April 28, 2010. Located in the middle of the ICWW at its confluence with the main river channel, three attempts were made to dive this target, with the third time successful. Boat traffic was deemed unsafe during the first attempt and diving was not conducted. Tidal currents never abated during a second attempt and diving again could not be conducted. A third attempt was made Thursday, April 29 where the diver encountered a 30 to 40 feet length (coils) of wire rope. The target is not significant and is not recommended for further investigation.

M65: Located at the eastern end of Mile Point, M65 generated a complex dipole signature with a total gamma deviation of 264 over 225 feet. The target is well outside of the ICWW (see Figures 50 and 51, James and Faught 2010).

Buoyed at its central coordinates, investigation of this target location with diver arcs employing a metal-detector was negative, indicating it was deeply buried. Hydro-probing to a depth of 10 feet was conducted in cruciform pattern covering an area 70-x-60-feet. However, the target source was not encountered. The target source is likely comprised of wire rope or debris of random shape that are easily missed by hydro-probing. The target is not considered significant and no additional investigations are recommended.

M72: Located to the west of entrance jetties on the north side of the channel, M72 generated a complex dipole signature with a total gamma deviation of 150 over 187 feet. The anomaly crossed numerous lines and most likely goes beyond the survey area (see Figure 48, James and Faught 2010).

Figure 4-03. Showing the location of the white target buoy as it was impacted by staged dredge piping.

The target was buoyed June 10, 2010, but found to be un-diveable by the presence of dredge equipment buoyed by large anchors on the target location (Figure 4-03). Because of results of M74, a similar target in the nearby area, and because study of historic maps and progression of historic channel dredging and deposition shows this area of the project to have been dramatically altered historically, the target was re-evaluated as a single source object target whose provenience is modern, as with M74. Therefore it is not considered historically significant and no additional investigations are recommended.

M74: Located just inside the entrance jetties on the north side of the channel, M74 generated a complex dipole signature with a total gamma deviation of 431 over 252 feet. The anomaly crossed numerous lines and most likely goes beyond the survey area (see Figure 48, James and Faught 2010).

Anomaly M74 was investigated on May 20, 2010. Located at a depth of 40 feet on a medium sandy bottom, the target location was metal detected and probed with no encounters. Subsequent dives on June 11, 2010 encountered wire rope. The target is not historically significant and no additional investigations are recommended.

M82: Located along the Blount Island channel, just north of the western end of Fulton Cutoff, M82 generated a complex dipole signature with a total gamma deviation of 108 over 260 feet.

The anomaly crossed numerous lines and goes out side of the survey area (see Figure 55, James and Faught 2010).

Anomaly M82 was investigated on April 28, 2010. Located in 18 feet of water, the anomaly was found to be a large concrete encased pipe 12 inches in diameter and 18 feet in length with an iron flange on each end. The target is not historically significant and is not recommended for further investigation.

M84: Located along the Blount Island channel, M84 generated a complex dipole signature with a total gamma deviation of 820 over 290 feet. The anomaly crossed numerous lines and goes outside of the survey area (see Figure 55, James and Faught 2010).

Anomaly M84 was investigated on April 26, 2010. Located in 21 feet of water, the anomaly was determined to be wire rope in excess of 20 feet in length. The target is not considered historically significant and is not recommended for further investigation.

M95: Located in the Bartram Island survey area, M95 marks the central location of an extremely large cluster of anomalies covering several thousand square feet and generating a complex dipole signature with a total gamma deviation of 1,200 (Figure 4-04). It is an unusual anomaly and is associated with a cluster of small piles whose sidescan images correlate with SS292 and SS304.

These positive relief features are also observed in the subbottom record and interpreted as deposited on, not in the historic bottom. The anomaly was clearly not a historic watercraft by its great size. It was considered probable, based on the signature and acoustic images, that M95 represented debris piles or, possibly, prehistoric shell mound features (under the possibility that fire pits and other features in such shallow water might result in magnetic variation). That such patterns are possible to perceive with magnetometry is confirmed by Sanger and Thomas (2010) from remote sensing on St. Catherine’s Island.

On May 3, 2010 the area was remotely sensed with sidescan sonar to refine the imagery of the bottom in this area, but the fine-grained nature of the bottom return did not add any additional information about the bottom and its character. The images remained “dark”, i.e. without additional backscatter information on the bottom texture.

Figure 4-04. GIS overlay of a portion of the Bartram research area, sidescan sonar mosaic of refinement area, magnetic contours, and dive locations.

This portion of the Bartram Island study area includes SS292 and SS304 sidescan sonar targets that were piles also noted in the subbottom profiler analysis. The area was investigated in multiple locations from May 4 through May 6. Operations took place with water depths of 5 to 6 feet of water. Each area is discussed below in the order in which they were investigated.

M95 Sample Area 1. The diver made several sweeps with the metal-detector in the vicinity of the buoy, with no return and then exchanged the metal-detector for the 6-foot hydro-probe.

Probing in cardinal directions from the center of the Sample Area centroid (Figure 4-04), the diver encountered limited resistance 3 to 6 feet below the bottom.

No excavations were attempted with the hydraulic dredge, the diver was able to probe the loose sediments, find objects, and identify them. The first impression was a large area of small objects, buried and exposed, and this was confirmed by additional investigations at Sample Areas 2 & 3.

M95 Sample Area 2. While probing a large pattern from SA-1 the diver located a “wood” return at 1 to 2 feet down (a stiff, but pliant sensation, contrasting metal or shell bearing encounters).

The boat was moved and by hand fanning, he was able to identify it as a large timber. The timber was located about 75 feet from the initial sample area and was marked as Sample Area 2.

Probing was conducted in cardinal directions from the location of the timber. Like the previous sample area, the diver noted a good amount of small isolated returns 3 to 5 feet below the bottom with hydro-probing. Dredging around the timber exposed it to a depth of 3 feet and a length of 9 feet. It was thoroughly examined and was not associated with any other timbers and did not have any fasteners or iron fittings. It was similar in size to a railroad tie.

The 4-inch hydraulic dredge effluent was filtered through a -inch equivalent mesh bag.

Numerous small objects of a debris nature were encountered, including pieces of glass, lumps of coal, wood chips, and a 2-x-2-inch timber a few feet in length. No objects of a ferrous nature were found. The fine marine silt extended to well below the 6-foot limit of the probe. Items were interpreted to be dispersed throughout the sediments with some lensing. Occasional oyster and other shell were also noted.

An oily sheen was noted on most of the dredged spoil, although not enough to make a sheen while dredging. Furthermore, the wood seemed to be creosoted (smell and look). Some of the debris in SA-2 appears to be 3 to 5 feet deep and it is lying on marine silt rather than hard bottom like sand or clay. No hard bottom was encountered in the area to the length of probe.

Sample Area 3. A third campaign was mounted to confirm or alter the conclusions from the two previous investigations. The diver hydro-probed in cardinal directions from the buoy drop, and noted similar returns to those at SA-1 and SA-2, namely small isolated objects 3 to 5 feet deep.

The diver also discovered a clay layer about 3 feet down, under which was fine sand and shell.

The clay appeared, when probed, to be hard, as if it had been fired. The diver proceeded to excavate in the vicinity of the clay layer, removing the overburden and retrieving a section of the layer. Examination on deck determined it to be unmodified clay with no evidence of fire hardening. There were several wood chips associated with the clay.

While dredging, the diver noted numerous pieces of isolated debris, including several of a ferrous content. Objects included aluminum soda cans, a modern brown glass beer bottle, chicken (bird) bones, medium sized mammal (possibly deer) bone, a large piece of thin tin, and shell. Like the first two sample areas, the debris was confined to a small band between 3 and 5 feet below the bottom. There was a pervasive smell of petroleum creosote, but no sheen on the water as in the previous experiences.

M95, and the two sidescan targets discussed below, are considered to be aspects of a large historic to modern, dump area. No significant resources are expected from this target area, and no additional investigations are recommended. Whether there are hazardous materials in this area is not known.

M109: Located in the Blount Island Terminal Turnaround, M109 generated a complex dipole signature with a total gamma deviation of 166 over 240 feet. Although located just south of Fulton Cutoff, the body of water this anomaly is located in was open to small craft in historic times (see Figure 54, James and Faught 2010).

Anomaly M109 was investigated on April 27, 2010. Located in 14 feet of water, the anomaly was probed in cardinal directions from the center of the anomaly. The bottom type was hard packed sand. All probes were negative, indicating the source of the anomaly is likely wire rope, that is small or is deeply buried. Regardless, the target is not considered historically significant and is not recommended for further investigation.

M110: Located just west of M111 in the Blount Island Terminal Turnaround, M110 generated a complex dipole signature with a total gamma deviation of 2,005 over 330 feet. Although located just south of Fulton Cutoff, the body of water this anomaly is located in was open to small craft in historic times (see Figure 54, James and Faught 2010).

Anomaly M110 was investigated on April 26, 2010. Located in 9 feet of water, the target was probed in a cruciform pattern. Probing failed to locate the target, indicating it is likely wire rope or is deeply buried. The target is not considered historically significant and is not recommended for further investigation

M111: Located just east of M110 in the Blount Island Terminal Turnaround, M111 generated a complex dipole signature with a total gamma deviation of 432 over 150 feet. Although located just south of Fulton Cutoff, the body of water this anomaly is located in was open to small craft in historic times (see Figure 54, James and Faught 2010).

Anomaly M111 was investigated on April 26, 2010. Located in 9 feet of water, the target was determined to be a length of steel pipe with a large coil of wire rope attached. The target is not considered historically significant and is not recommended for additional investigation.

SIDESCAN SONAR TARGET DIVING RESULTS

A total of 20 sidescan targets were considered potentially indicative of significant resources in need of avoidance or additional investigation (Figure 4-05, Table 4-02) from a pool of 304 sidescan sonar targets located during the 2009 remote sensing survey (James and Faught 2010).

Of the 20 sidescan targets thought to retain characteristics that could potentially represent a historically significant cultural resource, 11 were unidentified objects, six were rock scatters or mounds, two were debris fields, and one was a possible wreck. Specific descriptions of each, by category, are presented in the following paragraphs. Each of these was identified and evaluated and none are considered culturally historically significant, and none are recommended for additional investigation.

OBJECTS

SS10: Located opposite Mayport, on the north side of the channel, SS10 is an object that has the appearance of a large stockless or folding stock anchor approximately 10 feet in length. While not a cultural resources site per se, it was thought to possibly represent a significant artifact type worthy of avoidance or retrieval (Figure 4-06).

Sidescan target SS10 was dived on May 13, 2010. Located in 38 feet of water, the target was a large Danforth type anchor with a 5-foot long stock. Partially embedded in the sandy bottom, the target was considered as a possible abandoned or lost mooring anchor. The Danforth anchor type, a variation of the U.S. Navy stockless, was developed by Richard Danforth and Bob Ogg specifically as a high efficiency anchor for use on seaplanes and military landing craft in World War II. The design was patented in 1940 and approved by Lloyd's of London as a High Holding Power anchor in 1964. The Danforth is a popular modern anchor type due to its high holding power and light weight, and is currently manufactured by Tie Down Engineering (Poiraud et al.

2008:23). This particular example is modern, not of historic importance, and the target is not recommended for additional investigation.

Figure 4-06. SS10, an anchor.

SS39: Located at Mayport, on the southern side of the channel, SS39 (Figure 4-07) was listed as an unknown object with the appearance of a possible watercraft, estimated at 20 feet in length from the sidescan image. Because it might possibly represent an historic vernacular craft, it was recommended that SS39 be avoided or investigated.

Sidescan target 39 was investigated on May 13, 2010. Located in 38 feet of water at the time of diving, the target position turned out to be a motor vessel sunk immediately adjacent to a recently constructed floating dock deck feature (aka Morning Star Marina). A modern vessel, the wreckage is of a 16-foot length vessel, possibly aluminum, 6-foot beam, and with an outboard motor still attached. Marine growth was noted encrusting the entire hulk. The target is not historically significant and is not recommended for further investigation.

Figure 4-07. SS39, bow to the bottom (south), outboard visible to the top (north).

SS48: Located opposite Mayport on the right bank descending, SS48 was listed as a rock scatter or mound (Figure 4-08). SS48 has many similarities to SS52, which is nearby and was categorized as a debris field. The rocklike scatter has several linear or structural components and was therefore worthy of investigation, as it may represent a historic watercraft wreckage or scuttled site.
