WEATHER, WATER STAGE AND TIDE DATA

PART 1 GENERAL

1.1 Water Stages

Water levels in the project area are mainly affected by semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is also subject to storm surges from hurricanes and tropical storms from June through November. Surges from extratropical storms may affect the area during any time of the year.

Elevations of tidal datum in the vicinity of the project area are provided in the following tables. All datum elevations in this table are referred to mean lower low water (MLLW) and also reference the 1983-2001 tidal epoch. The datum provided are based on values from tide station 8721604 located at the south end of the Trident Pier at Port Canaveral from the analysis periods of 01/01/1997 to 12/31/2006 and 03/01/2008 to 02/28/2011.

This tide station was established by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS). Additional information on this and other nearby tide stations is available at this NOAA website: http://tidesandcurrents.noaa.gov/stations.html

Tide Station 8721604 (Trident Pier, FL) Lat 28° 24.9'N, Lon 80° 35.6'W

Highest Observed Water Level (26 September 2004) = 7.93 Feet Mean Higher High Water (MHHW) = 3.91 Feet Mean High Water (MHW) = 3.56 Feet North American Vertical Datum 1988 (NAVD) = 2.86 Feet Mean Sea Level (MSL) = 1.88 Feet Mean Tide Level (MTL) = 1.87 Feet Mean Low Water (MLW) = 0.17 Feet Mean Lower Low Water (MLLW) = 0.00 Feet Lowest Observed Water Level (12 January 2009) = -1.87 Feet

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area can be found in the publication East Coast of North and South America Tide Tables, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean and spring tide ranges and mean tide levels. Some astronomical data is also included, such as time of sunrise, sunset, moonrise, and moonset. This publication is available through NOAA. Tidal data provided in this publication can also be found at the following NOAA website:

2. U. S. Army Corps of Engineers' Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database. This Internet webpage presents wave hindcast data for various stations located along the Atlantic and Gulf of Mexico coastlines within the United States. The closest of these stations (#63439) lies approximately 12 miles southeast of the Canaveral Harbor entrance channel. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 34-year period extending from 1980-2014, at a station located in 17 meters (56 feet) of water. This webpage also provides links to WIS summary tables and plots, as well as other sources of wave data. These data products are available at the following website: http://wis.usace.army.mil.

3. National Data Buoy Center (NDBC) Website. This Internet website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide.

Data provided on this website includes wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period.

Gage readings are updated hourly, and archived data is available for most stations. The website address for data relevant to this project site is:

http://www.ndbc.noaa.gov/maps/Florida.shtml.

1.2.1 Weather Conditions

The project area is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather during any time of the year. The climate of the area is essentially tropical, and temperatures below freezing are rare. The wet season in the project area is from May through October. Rainfall during these months is closely associated with convective activity. These rainfall events are normally of short duration and amounts are spatially variable. In general, the winter months constitute the dry season. Rainfall during the winter months is usually associated with mid-latitude systems (fronts and low pressure systems) and is distributed in a more spatially uniform pattern. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate into central Florida. Dangerous thunderstorms can occur in this area at any time of the year.

It shall be the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website http://www.ncdc.noaa.gov/cdo-web/ published by NOAA's National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological observations and data relevant to this region. Available data includes quality controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 30-year climate normals.

The Summary of Monthly Normals product available at the following web link provides monthly average values for temperature, precipitation, and other information. The Melbourne International Airport Station, located in

DOCUMENT 00 33 50 Page 3

Melbourne, Florida, is the closest NOAA rain gage in proximity to the project location. Summary of Monthly Normals is provided over the period of record from 1981 through 2010. This station is located at latitude 28.1011°N, longitude 80.6439°W and data can be accessed through:

1.3 WORK COVERED BY CONTRACT DOCUMENTS

1.3.1 Project Description

Contract work is split between a base and two options which consists of dredging beach compatible sand from the Sand Bypass Dredging Area (SBDA) and transporting the dredged material to a designated beach placement site south of the inlet. The placement of material will be uniform alongshore in accordance with the elevations and slopes indicated on the drawings.

Project work has been completed four times in the past using a pipeline cutter suction dredge approximately bypassing 3.4 million cubic yards. It is anticipated, work for this project will use the same type dredge and the pipeline trench will need to be excavated under the required depth of

SECTION 01 11 00 Page 2

Canaveral Harbor navigation channel. Material dredged to construct the pipeline trench shall be side-casted within Canaveral Harbor Channel.

Historically, maintenance dredging within Canaveral Harbor has been completed by a Clam Shell dredge. It is anticipated this work will be done by the same means where additional environmental restrictions will be needed when operating a clam shell dredge. At the beach placement site, incidental work includes beach tilling, turbidity monitoring, vibration control monitoring, bird monitoring, and environmental species monitoring.

At the SBDA, there will be no vibration monitoring, and the 45th space wing will be conducting daily turtle and seabird monitoring and the Contractor is expected to coordinate with the 45th space wing on a daily basis during construction.

1.3.2 Location

The work is located north and south of the Canaveral Harbor Entrance Channel as shown on the drawings.

1.3.3 Measurement and Payment

The Government will pay the Contractor for the services performed by the Contractor, as set forth in SECTION 00010A LINE ITEMS AND PRICING SCHEDULE.

Section 01 22 00 MEASUREMENT AND PAYMENT describes how line items will be measured and paid for when making progress payments.

1.3.4 Project Administration

Section 01 30 00 ADMINISTRATIVE PROCEDURES provides guidance on how project administration is to be conducted on this project such as project coordination, partnering, and meetings. Project coordination work performed by others is also covered in this section.

1.3.5 Project Schedule

The Contractor shall prepare and submit to the Contracting Officer a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the features of the work as indicated in the specifications and plans. 1.8.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum shall be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.

See Sections 00 31 21.10 CONTROL MONUMENT DESCRIPTIONS - SAND BYPASS

DREDGING AREA SURVEY, 00 31 21.20 CONTROL MONUMENT DESCRIPTIONS - CANAVERAL

1.8.3 Survey

The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting

SECTION 01 11 00 Page 6

Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

1.9 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by adverse weather (i.e., severe thunderstorms, straight line winds, flood, earthquake, hurricane, or tornados), which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or lump sum prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or lump sum prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month as demonstrated in writing by the Contractor and approved by the Contracting Officer.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.10.1 Schedule of Monthly Anticipated Adverse Weather Delays

The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.

See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY

ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A

reasonable number of anticipated weather delay work days is obtained from the average number of days per month with precipitation greater than that indicated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA rounded to

SECTION 01 11 00 Page 7 the nearest whole number.

1.10.2 Contractor Responsibility

The project area may be affected by stormy seas, windy and/or rainy weather, including thunderstorms, during any time of the year. The Contractor shall be responsible for obtaining information concerning rain, wind and wave conditions that could influence safety, dredging and placement operations prior to submitting a proposal or bid. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities. A list of potential sources providing climatological and meteorological observations and data for the project area is provided.

a. Contractor shall research the project site conditions and incorporate potential adverse weather delays into their schedule prior to submitting a proposal or bid. The Contractor shall develop a schedule of monthly anticipated adverse weather based on the equipment to be used to complete the project and determine the conditions that would cause them to cease operations using the sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.

b. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and unusually severe weather with the purpose to note impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's schedule to be considered "unusually severe weather".

c. The number of actual adverse weather delay days shall include days impacted by actual adverse weather, be calculated chronologically from the first to the last day of each month, and be recorded as full days.

If the number of actual adverse weather delay days exceeds the number of days anticipated for adverse weather by the Contractor, the Contracting Officer may convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days that should have been anticipated for the conditions at the project location.
