64. Usage and mileage is critical in determining maintenance requirements for vehicles and equipment.
8.4.7 GSA Vehicles Listing
Would the Government please provide annual mileage per vehicle for the last 18 months? This is required to estimate maintenance requirements?
Answer: Please review attached 18-month Mileage Report.
8.4.8 Small Vehicles
Would the Government please provide usage hours or mileage, as applicable to vehicle type, for the last 18 months?
Answer: Specifics are unavailable. For estimate purposes assume all small vehicles operate 15 hours per week, or 750 hours annually.
Should the contractor be required handle, purchase, distribute and pay for materials and supplies with no compensation?
Answer: No overhead, G&A, or profit will be paid in support of this CLIN (Supplies/Materials). THIS IS
A NOT-TO-EXCEED (NTE) CLIN.
Same question for rental equipment.
Answer: No overhead, G&A, or profit will be paid in support of this CLIN (Rental Equipment). THIS IS
A NOT-TO-EXCEED (NTE) CLIN.
What happens if the contractor and COR can not agree on the G&A and overhead for on a Task Order?
Answer: Not relevant to the procurement. In addition, COR’s do not negotiate G&A, overhead, or task orders.
What type data will the Office Administrator/ Database Analyst be required to collect and analyze?
Answer: Data as it relates to the operations and maintenance of SFOO.
Please clarify why this administrator would need the listed programming languages?
FEM is built on SQL, and adhoc reports can be written in PHP if suitable options are not available.
BUILDER/ROOFER are either SQL or Oracle based, and if the contractor is using some other system in conjunction with FEM, some programming knowledge would be very helpful. MS Access and Excel can be very powerful tools but require database and coding knowledge.
This is a preference, not a requirement.
We understand there could be more than 500 work orders under the 16 hour and $2000 liability limit. Our concern is the Government has not stated a maximum number of work orders that must be performed under the firm fixed price portion of the contract.
It is impossible for contractors to predict the number of work orders under 16 hours and $2,000 the Government will request per year from multiple site that cover a significant area. Therefore, contractors cannot reasonably estimate the firm fixed cost on this contract without a limit on work orders by location.
The current number of work orders is stated as 500 for one year but this is under a cost reimbursement contract. Under the current cost reimbursement contract the government had an incentive to properly manage the work order level and the issuance of those work orders to each site so that they were performed cost-effectively. Under a firm fixed price contract reassurance of those work orders is still at the governments discretion but they have no incentive to issue them and any particular fashion or order.
This project spans hundreds of miles and as you know the travel time differences between a site near Clewiston and W P Franklin or Cape Canaveral are significant what happens if the Government places 3,000 work orders in one year and they are disproportionally for the locations furthest from Clewiston?
Will the contractor have unlimited liability for service orders below the 16 hour/$2,000 limit under Firm Fixed Price?
Answer: The contractor will be responsible for the operations and maintenance of these sites regardless of the number of service orders, work orders, etc….
How are contractors to reasonably estimate service order costs when quantity and location are unknown?
Answer: Government is not requesting service order costs.
If this is not the case, are contractors to price only preventive maintenance and standing service orders under firm fixed price and give labor rates for repairs and service orders?
Answer: Contractor is requested to propose on the labor categories, rates, and level of effort (hrs.) necessary to maintain the SFOO area of operations.
Questions due date?
Answer: 21 February 2017, no extensions.
