SECTION 00 33 50 WEATHER AND WATER STAGE DATA
1. The following water stage, wave, wind, and weather data are provided for inclusion into the subject Plans and Specifications. The following water level datums are provided for information only and are not to be utilized in conjunction with any contract related hydrographic surveying.
a) Water Stages: Water levels in the project area are mainly affected by semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is also subject to storm surges from hurricanes and tropical storms from June through November. Surges from extra tropical storms may affect the area during any time of the year. In addition, discharges from the La Plata Dam upstream of the project site will also affect the project area. Historical flows recorded at USGS gage at Rio de la Plata at Highway 2 (USGS No. 50046000) for the period of record from January 1960 through July 12, 2017 are provided graphically in Figure 1. A maximum flow of 9,980 cubic feet per second (cfs) was recorded on December 11, 2007.
b) Historic water flows are not necessarily indicative of future levels and discharges. The contractor should be able to obtain hydrometeorological data from the Jacksonville District, Water Management Section’s website, which can be found at:
https://www.saj.usace.army.mil/Missions/Civil-Works/Water-Management/ and USGS’ website, https://www.usgs.gov
c) Elevations of tidal datums in the vicinity of the project area are provided in the following table. All datum elevations in this table are referred to mean lower low water (MLLW). These datums are based on values from a tide station located at San Juan, Puerto, approximately two miles northwest of the project area. This tide station was established by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS). Additional information on this and other tide and other tide stations in the region is available at this NOAA website:

1.2.2 Location
The work is located in the Municipality of Dorado, Puerto Rico. The project begins at the southern end of the prior construction along La Plata River, and ends approximately 565 meters south of route PR-165R (Dorado) bridge.
1.2.3 Sequence of Work
The contract is broken into construction phases: Phase I - Channel Excavation and ACBM placement, Phase II - Levee Construction, and Phase III - Boat Ramp. The sequence of the phases is mandatory. Each Phase shall be completed to the extent practicable (i.e. all excavation shall be completed to the lines and grades shown in Phase I; all excavated materials moved to disposal or temporary depots areas for processing and drying and then moved to levee placement) prior to beginning the next Phase. The intermediate steps within the phases of the construction sequence are discretionary for bidding purposes only and constructability. The Contractor is responsible for the sequence of work.
It is intended to fulfill the Government requirements of providing scour protection at the earliest possible time, under dry conditions, to the maximum extent possible while maintaining at least the original hydraulic capacity and interior drainage. The Contract assumes maximum use of excavated materials for features for dry placement conditions.
Prior to beginning construction activities, inspect features previously constructed at the site by others in Contract 1A. These features include hauling roads, temporary diversion channels, and excavated material temporary depot areas previously constructed. Coordinate and complete the relocation of electrical lines and telephone lines prior to channel excavation. The clearing, grubbing and stripping of the levee and channel footprints shall be done prior to construction activities in those areas.
Phase I - From STA 25+00 to 22+90, excavate channel and build western construction berm. Store excess material in designated areas and build land area portions of the west levee as shown on (C-03). From STA 22+00 to 21+00, install temporary sheetpile, excavate, dewater and grade areas for ACBM placement on final template. Install permanent sheetpile, ACBM, and channel protection (riprap) in dry conditions as shown on (C-02 and C-14).
Continue to store excess material. Continue channel excavation from STA 22+90 to 17+69 leaving a construction berm to perform work in dry conditions. Install remaining channel protection in dry conditions.
Remove the existing plug near STA 17+69 and install riprap on the channel slopes and where indicated. Required final western slope (4:1) configuration and associated riprap protection from STA 17+69 to STA 19+40 shall be completed during this phase.
Phase II - Construct temporary crossing to excavate channel from STA 25+00 and Rio Cocales vicinity to 27+50. Remove the berm north of Rio Cocales to initiate flow and divert channel. Reuse and place riprap removed from plug near channel STA 17+69 as subbase at rock plug near levee STA's 25+50 and 24+25, and place suitable backfill from excavated material to create plugs to work under dry conditions. Continue constructing land areas of west levee and ramp as shown on (C-03). Maintain hydraulic conveyance for tributary and interior drainage at all times. Dewater and demuck work area within the existing river; backfill with suitable excavated material;
compact, and grade. Excavate west channel slope (4:1) and place riprap protection. Construct berm with suitable excavated material near Levee STA 24+00, enlarge eastern berm and construct any additional berms to
W912EP-17-B-0009 SECTION 01 11 00 Page 3 allow construction in dry conditions. Tie berms into Dorado Bridge ACBM installation area. Dewater and demuck work area; place backfill with suitable excavated material; compact, and grade. Complete levee fill and tie-in at Pier #2 as shown on (C-16 and S-02). Install scour protection (ACBM and riprap) on accessible areas. Excavate west channel slope (4:1) and place riprap protection on the remaining areas of the west channel slope. Construct a plug with suitable excavated material near Levee STA 21+00 and berms around the east side of the levee to tie into land areas (near STA 20+00) to allow construction in dry conditions. Dewater and demuck work area; backfill with suitable excavated material, compact, and grade to complete west levee tie-in. Construct berms from levee STA 21+00 to Dorado Bridge as needed; dewater, backfill and grade levee and recreational berm. Required final west channel slope (4:1) configuration and associated riprap protection from channel STA 19+85 to STA 25+07 can be completed during this phase. Grade slopes and place riprap at opening for the tributary.
Proceed with the installation of the overbuild as designated (C-08A to C-10A) after completion of the levee up to the initial fill grade. Install turf reinforced mat (TRM) in order to prevent erosion gullies on the recreation berm. Once the minimum required grade is reached, place the top soil, seeding, sodding, aggregate surface course and sod on the slopes of the embankment.
Phase III - Construct the boat ramp and excavate levee near STA 21+00 to create opening. Grade slopes and place riprap at opening.
Upon completion of the project all excavated material temporary depot areas, stabilized construction entrances, haul roads, staging areas and temporary fences shall be removed from the job site.

Notes that must be duplicated if an attempt to recreate the subject survey is desired.
For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum shall be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.
See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.
