WEATHER, WATER STAGE AND TIDE DATA
The following water stage, wave, wind, and weather data are provided for inclusion into the subject Plans and Specifications. The following water level datums are provided for information only and are not to be utilized in conjunction with any contract related hydrographic surveying.
a) Water Stages. Water levels in the project area are mainly affected by semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is also subject to storm surges from hurricanes and tropical storms from June through November. Surges from extratropical storms may affect the area during any time of the year.
Elevations of tidal datums in the vicinity of the project area are provided in the following table.
All datum elevations in this table are referred to mean lower low water (MLLW). These datums are based on field measurements from a tide station located at the University of Miami’s Rosenstiel School of Marine and Atmospheric Science, approximately 14.5 miles south of the project area. This tide station was established by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS). The tidal station data is based on the 1983-2001 tidal epoch. The station was established in 1994 and is currently operating.
Additional information on this and other nearby tide stations is available at this NOAA website:

A number of historic tide stations are located closer to the project site, but are no longer active and contain a much shorter record of data. The closest station to the project site is the North Miami Beach stations established by NOAA. This station was established in 1973 and removed in 1976, giving a limited record for highest and lowest observed water levels. Datum data was accepted as of 2003 and are presented in the table below. All datum elevations in this table are referred to mean lower low water (MLLW). The tidal station data is based on the 1983-2001 tidal epoch.

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area can be found in the publication East Coast of North and South America Tide Tables, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service.
In addition to daily tidal predictions, this publication provides mean and spring tide ranges as well as mean tide levels. Some astronomical data is also included, such as time of sunrise, sunset, moonrise, and moonset. This publication is available through NOAA. Tidal data provided in this publication can also be found at the following NOAA website:
http://tidesandcurrents.noaa.gov/.
b) Wind and Wave Data. The following publications include wind and wave information in the vicinity of the project area, and are available for review in the Jacksonville District Office or may be ordered directly from the agencies indicated.
1. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S.

http://www.ndbc.noaa.gov/maps/Florida.shtml.
c) Weather Conditions. The project area is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather during any time of the year. The climate of the area is essentially tropical, and temperatures below freezing are rare. The wet season in the project area is from May through October. Rainfall during these months is closely associated with convective activity. These rainfall events are normally of short duration and amounts are spatially variable. In general, the winter months constitute the dry season. Rainfall during the winter months is usually associated with mid-latitude systems (fronts and low pressure systems) and is distributed in a more spatially uniform pattern. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate into south Florida. Dangerous thunderstorms can occur in this area at any time of the year.
It shall be the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website http://www.ncdc.noaa.gov/cdo-web/ published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological observations and data relevant to this region. Available data includes quality controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 30-year climate normals.
The Summary of Monthly Normals product available at the following web link provides monthly average values for temperature, precipitation, and other information. The Miami Beach, Florida, NOAA rain gage in proximity to the project location provides a Summary of Monthly Normals over the period of record from 1981 through 2010. This station is located at latitude 25.8063° N, longitude 80.1334° W and data can be accessed through: http://www.ncdc.noaa.gov/cdo-web/datatools/normals.

SECTION 01 11 00 Page 4
1.7 LAYOUT OF WORK
Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.7.1 Established Project Control
The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.
For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum shall be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.
See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.
1.7.2 Layout
From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
1.7.3 Survey
The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.
The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.8 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the
SECTION 01 11 00 Page 5
Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or lump sum prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or lump sum prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
1.9 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.9.1 Schedule of Monthly Anticipated Adverse Weather Delays
The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA. A reasonable number of anticipated weather delay work days is obtained from the average number of days per month with precipitation greater than that indicated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA rounded to the nearest whole number.
1.9.2 Contractor Responsibility
The project area may be affected by stormy, windy and/or rainy weather, including thunderstorms, during any time of the year. The Contractor shall be responsible for obtaining information concerning rain, wind and wave conditions that could influence safety, hauling and placement operations prior to submitting a proposal or bid. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities. A list of potential sources providing climatological and meteorological observations and data for the project area is provided.
SECTION 01 11 00 Page 6
a. Contractor shall research the project site conditions and incorporate potential adverse weather delays into their schedule prior to submitting a proposal or bid. The Contractor shall develop a schedule of monthly anticipated adverse weather based on the equipment to be used to complete the project and determine the conditions that would cause them to cease operations using the sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
b. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and unusually severe weather with the purpose to note impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's schedule to be considered "unusually severe weather".
c. The number of actual adverse weather delay days shall include days impacted by actual adverse weather, be calculated chronologically from the first to the last day of each month, and be recorded as full days.
If the number of actual adverse weather delay days exceeds the number of days anticipated for adverse weather by the Contractor, the Contracting Officer may convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days that should have been anticipated for the conditions at the project location.

Each Unit Price CLIN may be a single pay activity item or may be broken down into pay activities with smaller quantities equal to CLIN total.
Contract unit price multiplied by agreed quantity is full compensation.
1.6.1 Beach Fill (Line Items 0001, 0007, 0012, 0017 and 0022)
1.6.1.1 Payment
a. Payment will be made for costs associated with or incidental to preparation of access areas, barricades and signs, debris removal, pipeline crossing, excavation and transportation of beach fill, constructing the beach profile and final dressing; noise control;
condition surveys; and restoration of all access areas to preconstruction condition or as otherwise indicated on the drawings.
See Sections 01 57 20 ENVIRONMENTAL PROTECTION and 35 30 00 BEACH FILL.
b. In addition to the above, payment will be made for in-place beach fill to the tolerance line indicated in Section 35 30 00 BEACH FILL. Payment quantities will be determined by the Government using average end area method of calculation. When beach fill is placed up-slope above slough zone to compensate for wave action, payment of end area will be based on a cut and fill calculation. No payment will be made for material placed on the up-slope above the tolerance A(u) that exceeds A(s) (Refer to Beach Fill Tolerance figure indicated in the paragraph CONSTRUCTION FORMS AND DETAILS of Section 35 30 00 BEACH
FILL).
c. The Government will pay 95 percent (withhold 05 percent) of progress and total payment made under this line item until all access areas have been restored as indicated above. This is not considered retainage under clause PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS of Section 00700 CONTRACT CLAUSES. This is considered payment withheld for work paid for under this line item which has not been performed. Acceptance of repairs to access routes may be subject to final approval of local permitting authorities.
1.6.1.2 Measurement
a. The maps and/or drawings already prepared (clause CONTRACT DRAWINGS, MAPS, AND SPECIFICATIONS of Section 00700 CONTRACT CLAUSES in Volume 1) are believed to represent accurately the existing conditions at the time the surveys were performed, but the depths and elevations shown thereon may be verified and corrected by elevations and soundings taken before commencing the work. Once quantities within a specified reach or section have been determined through the use of in-place measurement, they will not be reopened except on evidence of collusion, fraud, or obvious error.
b. Beach fill satisfactorily placed will be measured for payment by use of the average end area method. The quantities will be computed by the Government in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1. Measurement of quantity placed for pay purposes will be based on original and final cross sections made on the section or reach indicated on the drawings. The
SECTION 01 22 00 Page 4
Contractor shall give 3 calendar days advance notice, in writing, to the Contracting Officer's Representative of the need to perform the original and final surveys. Quality Control Surveys shall be the responsibility of the Contractor. Monthly partial payments will be based on approximate quantities determined by measurement of the in-place beach fill and in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1.
c. In accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1, the Government will perform pre- and post-construction topographic survey at 100-foot stations with elevations taken at 10-foot range intervals from the baseline to the toe slope elevation. In order to achieve final grade in slough zone, and account for natural fencing prior to Government survey, the Contractor shall place material to final grade within tolerance for the entire slope or may stockpile beach fill up-slope of the swash zone as long as the upslope fill volume above tolerance does not exceed volume on the foreshore slope below tolerance, known herein as the compensating slopes. After stockpiled beach fill is measure for payment, the Contractor shall produce a smooth uniform slope to within the acceptable tolerances of the final grade from the top of slope to the water line. Once post-construction survey is performed, no measurements will be revised except on suspicion of fraud or obvious error.
