About this file
This is a Specification document for flood repair work in Galena, Illinois under a 100% Women Owned Small Business (WOSB) set-aside solicitation issued by the Department of the Army Corps of Engineers, Rock Island District. The Galena 2024 Event PL84-99 Flood Repairs Project addresses storm sewer damage at two distinct repair areas along public roads and city sewer easements. Repair Area 1, located at the intersection of Green and Water Street, requires construction of a new manhole at the junction of a pressurized sewer line and the City-owned 30-inch storm sewer line. Repair Area 2, centered at the intersection of Hill and Water Street, involves installing a 24-inch reinforced concrete pipe (RCP) storm main to connect City-owned structure MH-86 with Corps-owned structure MH-89, with the brick structure MH-86 to be removed and replaced with a standard concrete manhole. Both repair areas require abandonment and grouting of the Corps-owned pressurized storm line from the headwall to new work locations, as well as removal of two damaged headwalls.
Construction work is scheduled for the 2026 construction season. Proposals should be submitted to Contract Specialist Stanley L. Bolton at stanley.l.bolton@usace.army.mil by the deadline specified in the associated solicitation document. This is a 100% Women Owned Small Business set-aside, limiting competition to qualifying WOSB firms. Additional solicitation details, drawings, and specifications are provided in referenced attachments to the primary solicitation package.
