Wage Determination Summary

This is a General Decision wage determination (IA20260028) issued by the U.S. Department of Labor effective June 4, 2026, establishing prevailing wage rates for heavy and highway construction work across Iowa. The determination applies to all 99 Iowa counties and covers two primary construction types: Heavy Construction and Highway Construction. The wage rates are organized by geographic zones within Iowa and are based on SAIA2025-001 dated December 26, 2024.

The determination specifies hourly wage rates and fringe benefits for numerous craft classifications including bricklayers, carpenters, concrete finishers, electricians, ironworkers, laborers, power equipment operators, truck drivers, and welders. Rates vary by zone, with five distinct geographic zones plus special classifications for specific work types. For example, Bricklayer Zone 1 (Polk, Warren, Dallas counties, and Linn County carpenters) is set at $37.00 per hour with $18.62 in fringes, while rates in other zones range from $32.65 to $37.00 for bricklayers. Laborer classifications include Groups A, AA, B, and C with varying rates between $21.60 and $28.96 depending on zone assignment. Power equipment operators, grouped by equipment type (A, B, C, D), command rates from $30.40 to $38.92 per hour. The determination includes provisions for Executive Orders 13706 and 13658 regarding paid sick leave and minimum wage requirements for covered federal contractors. Rate identifiers indicate whether wages are union rates, union average rates, survey rates, or state-adopted rates, with effective dates and internal processing numbers for each classification.
