W912EK21T0008 – Lake Red Rock & Saylorville Lake Vegetation Management

Attachment 0001 - Questions and Answers

Q1: Are contractors expected to bid on all line items or can they bid only on select items?

A1: In Section A of the PWS, A.3 Schedule of Prices: Offeror’s must quote on all items and entire quantities contained in all ordering periods to be considered for award. Offers received not complying with this requirement will be considered non-responsive and will be rejected.

Q2: How many awards are expected?

A2: One.

Q3: For the bid columns there is a “rate” column and “extended rate” column. Which column do we add for the lump sum for each year? Or does there need to be another lump sum column to accommodate the rate column.

A3: The ‘Rate’ should reflect the amount to conduct the work per ‘Unit’. The ‘Rate’ amount is then multiplied by the ‘Estimated Quantities to be Evaluated’ and entered in the ‘Extended Rate to be Evaluated’. Sum the ‘Extended Rate to be Evaluated’ column and enter the total in the ‘Offered Price’ column in the “Summary Schedule of Prices” table.

Q4: To be clear this bid should reflect prevailing wages (Saylorville/Redrock)?

A4: Yes, for the respective county

Q5: Section: C.2.1.6: Tree shears must be capable of cutting and moving trees up to 24” DBH and moving off the restoration site.

- Will there be instances where pile locations are not inside the designated work area to where all woody debris will need to be removed off site or outside the designated work area?

- Does the USACE anticipate clearing coniferous or deciduous tree plantations observed within the USACE managed land by use of the Tree Land Clearing and Tree Shearing and Girdling

CLINS?

A5: See revised Performance Work Statement.

Q6. Section: C.3.1.12: Firebreak Mowing. The contractor is NOT responsible for large scale, catastrophic damage as a result of high winds or major storms.

- Does catastrophic damage include debris piles naturally created from flooding and/or high-water pool elevations in low lying areas? In other words, would the contractor be responsible for removal of flood debris as part of performance of the work?

A6: See revised Performance Work Statement.

Q7: Section: C.3.1.14-17: The contractor may select the chemical formulation to be used to obtain complete control of target vegetation.

- Will the COR provide recommended chemical formulations for the contractor from which to select or suggest which chemicals to use?

A7: See revised Performance Work Statement.

Q8: Section: C.3.1.17: Spot Treatment of Mature Woody Shrubs and Trees. Methods could include hack and squirt or basal bark applications.

- Is a foliar application acceptable for the treatment?

A8: See revised Performance Work Statement.

Q9: Section: C.3.1.26: Access. Occasionally access to some fields require crossing private property from neighbors. The contractor will make these arrangements with neighbors and coordinate status with designated COR.

- Will all encounters crossing private land be the responsibility of the contractor to make arrangements? Will phone numbers of the private landowners be available through the COR?

A9: See revised Performance Work Statement.
