In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non-price factor. Any proposal receiving a rating of “Unacceptable” in any non-price factor will not be further evaluated.
Proposals will be evaluated as specified, to include developing narrative support for the evaluation conclusions under each factor. The following evaluation factors and sub-factors will be used to evaluate each proposal.
Factor 1: Technical: The Technical factor is further divided into the following sub-factors:
Sub Factor 1: Certifications/Resumes
Sub Factor 2: Past Performance
Factor 2: Price
C. EVALUATION APPROACH
All proposals shall be subject to evaluation by the Source Selection Team (SST).
1. Factor 1: Technical Approach:
The Government will evaluate the technical portion on an Acceptable/Unacceptable basis. This factor identifies the minimum requirements that are imperative to successful contract performance.
The Source Selection Team will evaluate the Offeror’s proposal against the factors listed below to determine whether the proposal is Technically Acceptable or Unacceptable, using the ratings and descriptions outlined in Table A-1:
Factor 1; Sub Factor 1: Certifications:
The Offeror shall submit one (1) certification and one (1) resume for each of the QA Inspector roles listed below for personnel to be utilized on the contract. The resume must exhibit the required years of experience listed below. All certifications and resumes must be current.
Weld Inspector Qualification: The AWS Certified Welding Inspector shall be in conformance with AWS QC1, qualified to ASNT Recommended Practice No. SNT-TC-
1A, Level II or Level III, and shall have a minimum of ten (10) years experience relating to QA of steel fabrications requiring a minimum AWS D1.1 compliance.
Non-Destructive Testing (NDT) Qualification: Non-destructive testing (NDT) personnel shall be qualified to ANST Recommended Practice No. SNT-TC-1A, Level II or Level
III. In addition, the individual shall have a minimum of two (2) years experience conducting NDT testing with the aforementioned certification.
Table A-1. Technical Acceptable/Unacceptable Ratings
Rating Description
ACCEPTABLE Proposal clearly meets the minimum requirements of the solicitation.
UNACCEPTABLE Proposal does not clearly meet the minimum requirements of the solicitation.
Coating Inspector Qualification: The SSPC Protective Coatings Inspector Level 1 or higher shall have received formal training in coating inspections and testing of various coating systems and methods of application. The individual shall have a minimum of two
(2) years experience in inspection and testing of coating systems with the aforementioned certification.
Bolted Connection and Assembly Inspector Qualification: The bolted connection and assembly inspector shall be experienced in the assembly of bolted fabrications and bolted connections. In addition, the individual shall have a minimum of two (2) years experience inspecting bolted connections and assemblies.
Factor 1; Sub Factor 2: Past Performance:
The Government will evaluate the Offeror’s record of past and current performance to ascertain the probability of successfully meeting the solicitations requirement, based on past performance information as a prime contractor. This assessment is based on the offerors record of relevant and recent past performance information that pertains to the products and/or services outlined in the solicitation requirement.
Recency refers to the state or quality of being current. The more recent the contract, the greater the likelihood that the offeror has the capacity to perform in a like manner. Information regarding contract performance that is recent and has a logical connection with the matter under consideration indicates relevancy.
PAST PERFORMANCE RELEVANCY RATINGS
Rating Definition
Very Relevant Present/past performance effort involved essentially the same magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved much of the magnitude of effort and complexities this solicitation requires.
Somewhat
Relevant
Present/past performance effort involved some of the magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort did not involve any of the magnitude of effort and complexities this solicitation requires.
The combination of relevancy and recency, and performance documented by the information collected by the Government, will result in one of the following ratings listed below.
The Government will evaluate the overall past performance portion on an Acceptable or
Unacceptable basis. This factor identifies the minimum requirements that are key to a successful contract performance. Offeror’s who are determined “Unacceptable” will not be eligible for award. An Offeror will be determined Acceptable or Unacceptable based on the descriptions outlined in Table A-2:
Table A-2. Past Performance Evaluation Ratings
Rating Description
ACCEPTABLE Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown.
UNACCEPTABLE Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror will not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance and in the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Evaluation of past performance shall be in accordance with this plan utilizing the forms and questionnaires in included in the solicitation.
Offerors’ past performance is a measure of the degree to which an Offeror was successful on projects of similar scope, size, and complexity, as measured by the level of past customer satisfaction. It is also a measure of the degree to which an Offeror has complied with Federal, State, and local laws and regulations. The Government’s assessment of past performance will be subjective and based mainly on the Offeror reputations with customers and other sources. The
Government will evaluate the information/performance data provided by Offerors, as well as information from other sources, such as Government databases. In the event an Offeror submits fewer than three (3) past performance references, the Offeror must certify that additional past performance information is not available and provide an acceptable explanation as to why.
The Offeror shall submit a list of at least three (3), but no more than five (5), performance references for work performed since 2005. If more than five (5) past performance references are submitted, only the five (5) most recent projects will be considered. The past performance reference must have been a client, or client representative, with whom the Offeror/subcontractor had a contract, or subcontract (if applicable) for one or more projects.
The past performance reference must hold, or have held at the time, a senior position in the client organization with responsibilities for either contract administration, quality control, engineering, or technical supervision, or was otherwise in a position to evaluate the Offeror or sub-contractor’s performance in executing the contract or subcontract. The past performance reference must have first-hand knowledge of the performance.
Data maintained by the USACE Contracting Office may include an Offeror’s record of performance on previous contracts issued by the Contracting Office. Proposals received from
Offeror’s with no past performance history information will be evaluated based on information obtained from various sources, such as contracting agency experience with the contractor, previous contract history available from DCMA, etc.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, Past
Performance Questionnaires (PPQs) submitted on prior RFPs, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including
Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of entities (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.
If the Offeror is employing a recognized team arrangement, Past Performance Information must be completed for each team member by submitting one or more projects (performed individually or as part of the same team). For reference and evaluation purposes the Offeror shall identify who will perform the major or critical aspects of the project.
The Government will evaluate the past performance of any subcontractor identified in the
Offeror’s proposal as part of its assessment of the acceptability of that Offeror’s proposal.
Regardless of the rating or evaluation terminology used in any past performance information, the
Government will make an independent determination of the acceptability or non-acceptability of an Offeror’s past performance based on the totality of information considered.
2. Factor 2: Price:
Price proposals will not receive an adjectival rating. Offerors shall complete and submit only the
Schedule of Prices with its proposal and include a price for each line item. Failure to do so will result in the proposal being rejected without further consideration.
Offerors will be allowed one proposal submission. The Price Factor evaluation will consider the total evaluated price. The following quantities will be used only for evaluation purposes for award, and may or may not be representative of typical quantities of labor hours necessary to perform future task orders:
LABOR CATEGORY QUANTITY UNIT
PRINCIPAL 2 HOUR
PROJECT ENGINEER 10 HOUR
WELD INSPECTOR 80 HOUR
NDT TECHNICIAN (Non-
CWI)
10 HOUR
BOLTED
CONNECTION/ASSEMBLY
INSPECTOR
40 HOUR
CERTIFIED COATING
INSPECTOR
40 HOUR
SECRETARY 10 HOUR
The Source Selection Evaluation Board will evaluate each Offeror’s price and verify that unbalance pricing is not present and performance risks are minimal. The Contracting Officer will evaluate each Offeror’s price in accordance with FAR 15.404-1 to determine price reasonableness. Price reasonableness will be determined by comparing all proposed pricing from one another, the Independent Government Estimate and pricing of previous work that is same or similar to the requirement.
