The following items are applicable to this modification:

SUMMARY OF CHANGES

Question 1: Typically a Bridge Coatings Inspector (BCI) has been the requirement for this type of project, however a Protective Coatings Inspector (PCI) Level I is listed in the RFP.

Will the BCI Certification be sufficient for this project?

Answer 1: BCI certification will be sufficient for this project.

Question 2: The RFP asks for only one person per Labor Category be listed, however, we have multiple people that meet the requirements. Can multiple people be identified in the Organization Chart and referenced in the SF330 Forms as long as we only provide resumes and certifications for one for each Labor Category?

Answer 2: Offerors may submit any number of resumes to meet the requirements. A single qualified person for each labor category will render the contractor "technically acceptable," but those persons will be the only pre-approved persons to do work on task orders. Any personnel resumes not submitted in response to the solicitation would need to be submitted and approved later, if substitutions are proposed at a later date.

Question 3: Should the Unit Prices for each Labor Category be based on the individual that we’re proposing or should a blended rate be used based on our qualified personnel?

Answer 3: Individual labor rates will be evaluated for reasonableness only. Offerors may structure their rate schedules in the way the makes the most sense for their situation. Note that the overall price proposal will determine the lowest bid for award, but the proposed labor rates will also become contractual rates for the successful offeror.

Question 4: The PPQ Forms that were provided as part of the RFP Package are different from others that we have on file from previous projects. Is it OK if the forms are slightly different as long as all of the required information is listed?

Answer 3: Previous version of PPQ forms are acceptable as long as all required information is listed.

Question 5: On this contract, does the prime consultant need to provide at least 50% of the services/labor?

Answer 5: In accordance with Clause 52.219-14(c)(1), Limitations on Subcontracting, the answer would be yes. Services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

Question 6: On the schedule of prices, do we submit only unit prices (sheet 3 of 122) for each of the labor categories and each option year and not any total prices for each year?

W912EK-16-R-0004

Answer 6: The Contractor only needs to supply per unit cost for each labor category for each period.

The required response date/time has changed from 22-Dec-2015 10:00 AM to 04-Jan-2016 10:00

AM.
