About this file
This document outlines specifications for upgrades to the Little Goose Dam DC power system and low voltage switchgear. The project involves replacing aging governor oil pump motors with new 480V motors, upgrading battery room lighting, and installing new programmable logic controller (PLC) cabinets and hardware. Key requirements include twelve new inverter-duty squirrel cage induction motors for the governor oil pumps, vapor tight LED lighting fixtures for the battery room, Allen-Bradley PLC equipment including chassis, modules, touch panel HMIs and managed network switches. The contractor must fabricate new control cabinets and install all equipment according to drawings. Shop drawings are due 60 days after notice to proceed. The government will perform PLC and HMI programming while the contractor is responsible for installation and testing.

The removal of electrical equipment includes the disconnection of existing conduits, associated wiring, and cables. In some cases existing wiring and cables disconnected will be removed and replaced with new materials. Existing conduits are to be reused as shown on the drawings; or as approved by the COR. Testing must be performed to check the installation of and the proper operational functions of the accessory electrical equipment per SECTION 26 08 01.00 28 SYSTEMS TESTING AND COMMISSIONING. The installations must be in accordance with the National Electrical Code, NFPA 70 , and the National Electrical Safety Code, IEEE C2 , except where otherwise specifically shown or specified, in which case the drawings and specifications govern. Omission of details on the drawings or in the specifications cannot be construed as permitting deviations from Code requirements.
SECTION 26 05 00.00 28 Page 8
1.4.2 Standard Products
Material and equipment must be the standard products of manufacturers regularly engaged in the manufacture of these products and must essentially duplicate items that have been in satisfactory use for at least 5 years prior to proposal due date.
1.4.3 Environmental Requirements
Communication, control, and protective equipment must be rated for continuous operation in ambient environmental conditions of 0 degrees C to 50 degrees C (32 degrees F to 120 degrees F), and 0 percent to 90 percent relative humidity, noncondensing. Power equipment must be rated as required in these specifications.
1.4.4 Storage and Handling
Ship all Electrical equipment as completely assembled and wired as feasible so as to require a minimum of installation work. Protect all electrical material and equipment delivered to site, until immediately prior to installation, from damaging environmental and construction activities. Control equipment includes, but not be limited to; relaying equipment, meters, wire and cables, fiber optic equipment, and various types of switches. The above equipment and devices must be kept dry and free from precipitation and condensation during storage, installation, and after installation. Store all electrical equipment in accordance with the manufacturer's recommendations to prevent damage. Equipment Crate Size, Storage Location and Proposed Routing at Site for on-site storage and routing will be subject to approval by the Contracting Officer. The Contractor is responsible for energizing the heaters mounted in the equipment or to provide other means as required to avoid damage to the equipment due to humidity, weather, and other damaging environmental activities.
1.4.5 Corrosion Prevention
Protect equipment to prevent deterioration from corrosion. The general requirements are specified below; however, other corrosion-resisting treatments that are the equivalent of those specified may be used.
a. Fastenings and Fittings. Screws, bolts, nuts, pins, studs, springs, washers and other miscellaneous fastening devices and fittings must be of corrosion-resistant material or treated in an approved manner to render them resistant to corrosion. Fasteners exposed directly to the weather must be of corrosion-resisting material.
b. Corrosion-Resisting Materials. Corrosion-resisting steel, copper, brass, bronze, copper-nickel-copper alloys are acceptable corrosion-resisting materials.
c. Corrosion-Resisting Treatments. Treatments must be in accordance with ASTM A123/A123M or ASTM A153/A153M .

SECTION 26 05 00.00 28 Page 9
1.5 CONTRACT DRAWINGS
1.5.1 General
a. The contract drawings indicate the work to be accomplished in as much detail as is practical. Except for such modifications as may be required for coordination with equipment actually furnished, they constitute the working drawings for construction and for purchase of required materials. The contract drawings must be superseded by manufacturer's shop drawings when available.
b. Field verify all existing dimensions, details, and features relevant to requirements for equipment, apparatus, and other coordinating features required for the design, manufacture, and installation of the new equipment and accessories.
1.5.2 Departure From Drawings
If departures from the contract drawings are necessary, details of such departures and reasons for them must be submitted not later than 30 days before scheduled installation date. No such departures will be made without prior written approval. The control schemes shown on the contract drawings are not intended to exclude the Contractor's method for accomplishing the functions indicated. However, if any alternate equipment is approved, the Contractor must bear the cost and be responsible for furnishing and installing any additional wiring devices that are required.
1.6 BATTERY ROOM LIGHTS
Replace and relocate battery room light fixture locations as to not be over the battery racks as shown in the plan drawings. These light fixtures shall be brand new as stated in the product submittal Vapor Tight LED Lighting Fixtures . Shop drawings for approval to include conduit, cable and enclosure hardware.
1.7 WORKMANSHIP
Complete all work in a neat and workmanlike manner conforming to the best modern practice in the class of work regardless of any omission in the drawings and specifications. Accepted industry practices are as described in NECA 1 and other ANSI approved installation standards.
1.8 FINAL APPROVED VERSIONS OF CONTRACTOR PREPARED DRAWINGS
Submit Final approved versions of Contractor prepared drawings in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES. Update Contractor's prepared drawings if there are any outstanding comments.
Immediately record any modifications to approved Contractor prepared drawings made during fabrication and installation for inclusion into final versions of Contractor prepared drawings. Insert a set of 11 by 17 inch final approved versions of Contractor prepared drawings in the operation and maintenance manuals.
