About this file
This document is a single source justification for brand name Dell server equipment required by the U.S. Army Corps of Engineers Walla Walla District for the Little Goose DC System and LV Switchgear Upgrades project. The project requires new Dell Precision T5820 Tower and PowerEdge R450 Rack Mount servers, RAM memory, hard drives, and a Precision 7560 laptop to interface new Programmable Logic Controllers with the station service SCADA system and provide annunciation, historian functions, and centralized human-machine interfaces. A justification is made that only Dell equipment is approved for use on the USACE network and Defense Information Systems Agency Approved Products List, and is necessary to match existing Snake River SCADA systems and meet cybersecurity requirements. The related solicitation is for the Little Goose DC System and LV Switchgear Upgrades project with the U.S. Army Corps of Engineers Engineering District Walla Walla. Proposals are due and contract award is scheduled for January 2023.

Control No: 23-0001
SINGLE SOURCE DETERMINATION (including brand name)
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Walla Walla District (CENWW-CT), 201 North 3rd Avenue, Walla Walla, WA 99362
2. DESCRIPTION OF ACTION: The U.S. Army Corps of Engineers, Walla Walla District has a requirement for the purchase of brand name Dell equipment to update and standardize the Little Goose Powerhouse Station Service SCADA (Supervisory Control and Data Acquisition) control system as part of the Direct Current (DC) and Low Voltage (LV) Switchgear Upgrades project.
The brand name networking equipment comprises only a portion of the acquisition. Accordingly, this justification and approval is limited to this equipment only.
3. DESCRIPTION OF SUPPLIES/SERVICE:
Part of the procurement of the Little Goose DC and LV switchgear upgrades includes the installation of Supervisory Control and Data Acquisition (SCADA) controls. These controls require the purchase of new brand name server equipment. No all-in-one systems exist at Little Goose so this system will be new as part of the upgrade. The networking equipment to be used will match the other Snake River SCADA all-in-one systems and has already been programed and tested and meets existing cybersecurity requirements dictated by DoD 8500.2 and Risk Management Framework (RMF) (NIST 900-53).
This is a justification for brand name equipment, which will be purchased by the contractor who receives the construction contract. The portion of the acquisition requiring brand name products applies to the new server equipment. Use of this equipment in the acquisition is essential to the Government’s requirements, thereby precluding considerations of products manufactured by other companies as it would not meet the Government’s requirements of developing a cost-effective system and meeting the standards of Risk Management Framework (RMF). This brand name determination includes the following networking equipment:
BRAND PRODUCT NO. DESCRIPTION QUANTITY
Dell Precision T5820 Tower 2 Dell PowerEdge R450 Rack Mount Server 2 Dell VDFYD RAM Memory 2 Dell Hard Drive (HDD) 6 Dell Precision 7560 Development Laptop 1
Contract award is scheduled for January 2023.
4. AUTHORITY CITED: FAR 13.106-1(b), Soliciting from a single source
(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization).
5. REASON FOR AUTHORITY CITED:
a. BACKGROUND: U.S. Army Corps of Engineers Walla Walla District Headquarters
Engineering & Construction branch has a requirement to add new remote indication and controls for the low voltage SQ (480V Switchgear) breakers and new indication for the Direct Current (DC) & preferred Alternating Current (AC) system. The server will interface with the newly installed Programmable Logic Controllers (PLC) system to provide annunciation, historian, and a single location for all of the HMI screens to live on the network. The servers will be networking with the SQ breakers, DC/AC system, and the Governor Oil Pumps. The existing system requires operators to stand directly in front of the SQ Switchgear to open or close breakers, which puts them in the arc flash zone and would be a hazard. The new PLC-based system allows operators the ability to operate the 480V breakers remotely, away from the switchgear. As indicated above, Little Goose needs a station service PLC-based all-in-one alarm/annunciation system. An all-in-one system allows operators to see much more information at a single location.
b. JUSTIFICATION: At Lower Granite the “All-in-One System” describes the PLCs (Programmable Logic Controllers), HMIs (Human Machine Interfaces), Servers, and other networking equipment that are networked together and combine different systems throughout the powerplant such as the fish screens, diesel generator, station service, HVAC (High Voltage Alternating Current), navigation lock, and other systems. No SCADA All-in-One System exists at Little Goose but equipment being added as part of this DC and LV Switchgear Upgrades job will be adding equipment for a Station Service SCADA system, which can also be called a baseline “All-in-One System” because the project will be able to network other systems in to build a system similar to the system at Lower Granite. At Little Goose there is a Powerhouse Controls project that is in design phase, which will be connecting many of Little Goose’s PLC based systems (such as the spillway, digital governors, exciters, and diesel generator). This will be very similar to Lower Granite’s “All-in-One System”. The Dell equipment will be new as part of the upgrade. The DoD (Depart of Defense) has a computer fulfillment and maintenance agreement with Dell. Dell equipment is the only equipment that is approved for use on the US Army Corps of Engineers (USACE) network and is on the DISA (Defense Information Systems Agency) Approved Product List (APL), which can be found on the following website: https://usace.dps.mil/sites/CIOG6- MG/SitePages/Approved-Products-List-(APL).aspx.
The required products match other Snake River SCADA all-in-one systems that have already been programmed, tested, and meet existing cybersecurity requirements as dictated by DOD
8500.2 and RMF (NIST 800-53).
c. IMPACT: Use of any other manufacturers’ equipment may prevent compliance with governmental application standards, such as WECC/NERC (Western Electricity Coordinating Council/North American Electric Reliability Corporation). Use of a different manufacturer would be against the DoD computer fulfillment and maintenance agreement with Dell.
UCIC-MCX (USACE Critical Infrastructure Cybersecurity Mandatory Center of Expertise) has the authority to approve devices that are not on the DISA APL, but it would take some time to thoroughly test and get approval for any new devices. The time that it would take would negatively impact the timeline of the construction contract. Therefore, this would not be in the best interest of the government.
d. ALTERNATIVES: The Government has determined due to the impacts listed above, that any alternatives would be inefficient and cost prohibitive.
6. EFFORTS TO OBTAIN COMPETITION: There are multiple distributers that can offer the required server equipment. This J&A shall be posted with the solicitation. Requiring the brand name is unlikely to limit competition among proposals. It will be possible for a contractor to obtain competitive pricing from multiple sources. The cost of the brand name server equipment is small in comparison to the total estimated cost of construction.
7. FAIR AND REASONABLE COST DETERMINATION:
8. MARKET RESEARCH: Under the authority cited in FAR 13.106-1(b), it has been determined that the particular brand name, or feature, is essential to the Government’s requirements and market research indicates that other companies’ similar products, or products lacking the particular feature, do not meet or cannot be modified to meet the agency’s needs. The brand name Dell equipment listed in this document is the only compatible equipment currently.

13. FAIR AND REASONABLE PRICE DETERMINATION: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable on the basis of adequate price competition as a result certified cost or price data will not be required. In addition, the price analysis will also be made by comparing the proposed price to the Independent Government Estimate.
Jani Long Contracting Officer Signature:
14. CONTRACTING OFFICER DETERMINATION: I hereby determine the above-stated circumstances of this contract action deem that only one brand is available to meet the Government’s need.
