SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

Bid Schedule (Amendment 0003) Unrestricted Competition

The magnitude of the project is estimated between $250,000,000 and $500,000,000

1. The bid schedule is divided into twenty categories/tables for the following;

2. The alternate bid tables provide a complete list of Adjustable Blade Supply and Install

CLINS to complete 8 additional adjustable blade turbines beyond the base 6 in the event that Government chooses to install fewer than 8 fixed blade turbines. Depending on the results of the design process and a determination by the design team in accordance with the option award clause, it is the government’s intention to have the flexibility to change the total number of adjustable blade turbines from 6 to “up to” 14. The 8 additional adjustable blade turbines would replace any number of the 8 fixed blade turbines. See Section – 01 11.00 00 26 General Requirement for further explanation. In the instance that additional adjustable blade turbines are added, optional bid items for the supply and installation of additional adjustable blade turbine components would be exercised, concurrent with a modification to deduct the same number of fixed blade turbine component bid items. To provide for the recovery of any one-time-costs (OTCs) that would be lost if fixed blade units are replaced by alternate adjustable blade units, any OTCs included in base and optional CLIN’s for fixed blade units should be included in CLIN’s for alternate adjustable blade units. Such cost include, but are not limited to, manufacturing engineering, tooling, fixturing, work planning and shop routing.

3. Where variations of an item are priced under one CLIN (Runners and Discharge Ring

Modifications), the first item (AA) will be awarded and subsequently modified based upon the outcome of the hydraulic and prototype design. These CLINs will be evaluated during the selection process based upon an average price of all the variations consistent with the evaluation factor instructions within this solicitation.

4. The twenty bid schedule categories provided, generally align with the phases of work as defined in Section 01 11.00 00 26 (with some overlapping exceptions) as well as delineate which CLINs are governed by supply clauses and those that are governed by construction clauses. The Supply clauses defined in this contract apply to the Design and Supply categories and CLINs (1000s, 2000s, 4000s, 6000s, and 8000s) while the Construction clauses apply to the Install categories and CLINs (3000s, 5000s, 7000s, and 9000s).

5. Prototype bid items, dependent on the outcome of the hydraulic design, include a defined basis for bid. The basis and specification technical requirements define the configuration of the item for bidding purposes. The basis for some bid items include blanks where the Offeror shall provide material designations, material quantities and/or labor percentages.

Material quantities are finished material weights per generating unit, unless stated otherwise. Labor percentages are based on the total bid item price. In some instances the basis provides clarification for some bid items that might differ in scope between units (5, 6, 13, and 14) and the other ten units which were recently rewound in 2011-2015.

6. Prototype bid item “Description” column verbs are defined as follows:

Design – Prototype design/engineering including analysis and the preparation of design documentation (reports, drawings, etc.).

Furnish – Design/engineering, manufacturing, procurement and delivery of components to McNary Powerhouse.

Supply – Manufacturing/procurement and delivery to McNary Powerhouse Provide – Furnish and installation.

Install (Installation) – Field work to incorporate new, modified and/or existing components into the finished generating unit.

Refurbish (Refurbishment) – Rehabilitation of existing components (including incorporation of replacement/modified components) for usage in the rebuilt generating unit.

Replace (Replacement) – Removal of existing component (if required for installation of replacement components) and installation of replacement component.
