Only tools necessary for assembly and disassembly will be made available. The list of tools available for Contractor use is contained in in the "LISTING OF GOVERNMENT-FURNISHED PROPERTY" table located in Section 00800.

1.22 TOOL AND PARTS ACCOUNTABILITY PROGRAM

Unit 3 is considered a critical work area. Tool and part control and accountability, including personal items, is necessary to ensure that foreign objects are not left behind when a job is complete. This is especially important in areas where loose objects can cause serious damage to critical equipment. Loose objects in identified areas are not desirable, and inspections must be conducted to ensure that loose objects are not left behind. Tools, parts, and personal items will be controlled and accounted for. All job plans and AHAs for work inside these areas shall document the requirement for this accountability process.

Implement the tool and part accountability program prior to reinstalling

SECTION 01 11 01.00 28 Page 8 the rotor.

The following procedure apply:

Tools and Parts Control and Accountability Procedure

a. Purpose: Provide tools and parts control and accountability.

1. Tool and parts control and accountability, including personal items, are necessary to ensure that foreign objects are not left loose within the following confined areas. This confined area is defined as the inside diameter or the air housing above the lower bearing bracket.

2. Loose objects inside the above-described area are not desirable, and inspections must be conducted to ensure that loose objects are not left in place.

3. Pieces of equipment are stored and/or repaired/replaced inside and outside the confined area. There is not a practical means of controlling all access to the equipment outside the confined area and therefore, control of tools, small parts, and other foreign objects outside the confined area is not practical.

4. Tools, parts, and personal items shall be controlled and accounted for inside the confined area. Tools, parts, and personnel should only access the confined area from the balcony, the turbine pit access, and air housing door. The Contractor shall be responsible for overall control of tools, parts, and people. The Government construction representatives will ensure compliance by Government personnel and Government visitors.

5. Special meetings to announce start of this control and to emphasize performance for everyone will be conducted jointly with Contractor and Government personnel.

b. Inspections:

1. The confined area shall be inspected independently by each representative of the Contractor and Government personnel after all repairs/replacements are made to the stator.

2. All equipment shall likewise be inspected independently by the Contractor and Government after all repair/replacement and just prior to reinstallation.

3. Personnel shall remove all personal items and tools from their person prior to making the inspections. Removal of the personal items shall be verified by the Contractor's representative.

4. At the end of each shift, during reassembly, the Contractor's supervisor shall inspect the area within the air housing inside the diameter and above the lower cover plates for any loose tools and parts. Loose tools and parts shall be removed and accounted for each day. No personnel will leave the area until everything logged into the confined area is logged out of the area.

5. The confined area shall be independently inspected by the

SECTION 01 11 01.00 28 Page 9

Contractor and Government personnel just prior to reinstallation of the upper and lower air deflectors. A cleanout inspection procedure/plan shall be developed with the Contractor and the Government. A trial hunt shall be utilized to fine tune the procedure. In addition, just prior to unit startup, an independent inspection by the Contractor and Government personnel shall be performed on all those areas still visible within the confined area.

c. Tools, Parts, and Personal Items Control and Accountability:

1. To control the tools entering the confined area, all personal transportable tools shall be checked out of a controlled space, such as large tool bins of fenced cages, and checked back in on each shift. A dedicated tool person (laborer) on each shift shall be responsible to assure that inventoried tools for each craftsman are checked out to that craftsperson at the beginning of the shift and checked back in at the end of each shift. The inventory shall be specified; that is, each tool shall be identified for each craftsperson and a checklist with all the tools listed shall be checked for tools checked out and in each day and signed by the tool person. If a tool is lost during the shift, the craftsperson shall be directed to find the tool before he is allowed to leave the site. A sample Tool and Equipment Checklist is attached.

2. To control small personally transportable parts entering the confined area, the dedicated tool control person shall inventory and issue the parts at the start of each shift. At the end of each shift, a count shall be made of the installed parts to ensure that the number checked out was actually installed. The Contractor's supervisor shall reconcile any shortage of small parts.

d. Responsibility and Records:

1. The Contractor's supervisors shall be responsible that all tools are accounted for and signed in and out on a daily basis.

2. A copy of the Tool Equipment Daily Checklist shall be turned in to the Contracting Officer at the end of each shift.
