APPENDIX C
ADMINISTRATIVE SERVICES PERFORMANCE REQUIREMENTS
1.0. APPLICABILITY. These performance requirements relate to administrative services. Also, see Section E for additional information concerning the application of these requirements.
2.0. FACILITIES TO BE SERVICED. Lindy Claiborne Boggs Lock and Dam, John H. Overton Lock and Dam, Lock and Dam No. 3, Russell B. Long Lock and Dam, and Joe D. Waggonner, Jr., Lock and Dam on the J. Bennett Johnston Waterway. A list of the lock and dam facilities is provided in Appendix N.
3.0. DESCRIPTION OF WORK. The Contractor shall perform administrative services for each facility identified above. Administrative services include, but are not limited to, data collection and transmission during normal operation; the maintenance of lock performance statistics; gathering and maintaining gage, rainfall, and gate position data, gathering piezometric, water quality, and confined-space atmospheric data; analyzing hydraulic oil and reporting results; and transmitting emergency operations data and recording and maintaining records of all maintenance and repairs to each lock and dam and related facilities and reimbursable procurement services.
3.1. Data Collection and Transmission Services – Normal Operation. The Contractor shall prepare all forms, logs, and records required by the lock and dam operation and maintenance manuals and as specified herein. Depending upon conditions and circumstances, it may be necessary for the Contractor to communicate this information to either the Monroe Navigation Project Office or the River Operations Branch District Office, or to both. Communications by telephone, radio, facsimile transmission, computer modem transmission, postal delivery of hard copy, hand delivery of hard copy, or any combination of these forms of transmission may be necessary. The Contractor may use Government-furnished equipment to help fulfill this requirement.
3.2. Maintaining and Reporting Lock Performance Monitoring Statistics (LPMS). The Contractor shall enter lockage data into the Corps of Engineers automated LPMS system while lockage is in progress. This process constitutes a continuous update of the LPMS program and shall be performed by the Contractor’s on-duty operations personnel using a Government- furnished computer terminal located in the lock control house. In the event the automated system malfunctions, the Contractor shall provide this data in hard copy form to the Monroe Navigation Project Office. Subsequently, when the automated system is repaired, the Contractor shall post the accumulated hard-copy data in the system.
3.3. Collecting and Reporting Gage, Rainfall, and Gate Position Data. The Contractor shall collect and submit data on rainfall, headwater and tail water elevations, and tainter gate and hinged crest gate positions. The Contractor shall enter this data into a computerized data system at the end of each work shift. In the event the communications system malfunctions or otherwise prevents data entry or transmission, the Contractor shall provide this data by radio or telephone communications systems. Also, the Contractor shall provide the National Weather Service data by telephone to the National Weather Service at 7 a.m. each day on a 7-day per week basis.
3.4. GATHERING, RECORDING, AND REPORTING PIEZOMETRIC, WATER QUALITY, AND CONFINED-SPACE DATA.
3.4.1. Piezometric Data Collection. The Contractor shall collect, record, and report lock and dam piezometer readings. The Contractor shall obtain piezometric data in accordance with the Instrumentation Program of the Periodic Inspection Report for each lock and dam. A sample instrumentation program for Lock and Dam No. 2 (Overton Lock and Dam) is included as Exhibit S, Section J. Current instrumentation programs and procedures for all locks will be furnished to the Contractor after notice-to-proceed has been issued.
3.4.2. Water Quality Data Collection. The Contractor shall collect, record, and submit water temperature and dissolved oxygen measurements to the Monroe Navigation Project Office. These measurements shall be taken weekly in the upper pool and in the channel downstream of the tainter gates using Contractor-furnished instruments.
3.4.3. Confined-Space Atmosphere Data Collection. The Contractor shall perform atmospheric testing of confined spaces. This testing shall be performed quarterly and also prior to and during entry into these spaces by any personnel. All data shall be transmitted to the COR by the tenth day of the first month of each quarter.
3.5. REPORTING GOVERNMENT-FURNISHED EQUIPMENT UTILIZATION. The Contractor shall provide the COR with an equipment utilization report for Government-furnished equipment by the tenth of each month. The report format will be furnished by the Government and will include basic information such as identification numbers and hours of utilization per month.
3.6. HYDRAULIC OIL ANALYSIS AND DATA REPORTING. The Contractor shall take separate samples of hydraulic oil from each hydraulic system at each lock and dam on a frequency of once every 6 months. The Contractor shall obtain a qualitative analysis of each sample from a laboratory that specializes in oil analysis. These analyses shall quantify the concentrations, in parts per million, of aluminum, chromium, copper, iron, lead, tin, nickel, silicon, sodium, magnesium, molybdenum, calcium, phosphorus, and zinc. These analysis shall also quantify the percentage of water and also provide a contaminant particle size count for >5, >15, >25, >50, and >100 micron particle sizes. The Contractor shall communicate the analytical results to the COR within 30 days of sampling. Analytical results will determine the need to either provide additional filtration of a system’s oil or replace this oil with new clean oil. Analytical results may also identify the need to perform other maintenance of repairs to a hydraulic system.
3.7. DATA COLLECTION AND TRANSMISSION SERVICES DURING EMERGENCY
CONDITIONS. The Contractor may be required to provide additional data collection and reporting services in the areas specified above and as emergency conditions warrant. Additionally, the Contractor shall measure and monitor the build-up of silt in the miter gate swing paths and report these conditions to the COR when requested. Any build-up of silt in these areas which either interferes with or threatens to interfere with miter gate operation shall be immediately reported to the COR.
*** REVISED BY AMENDMENT 00001 ***
3.8. EQUIPMENT AND FACILITY MAINTENANCE AND REPAIR RECORDS. The Contractor shall prepare and maintain records of all lock and dam machinery inspections and preventive maintenance and repair actions as required by the operation and maintenance manuals for each lock and dam. Maintenance reports shall be prepared in accordance with the schedules contained in the operation and maintenance manuals and submitted to the COR. Also, the Contractor shall enter this maintenance data into a Government-furnished computerized facility maintenance program. A Government Furnished computerized maintenance program is being developed by the Government and will be implemented by the Government during the base year for this requirement. The Government will provide training to the contractor on how to use this program. Records from this program shall be provided to the COR when requested. During the term of this contract and at the Government’s discretion, the Government-furnished computerized facility maintenance program may be updated or replaced, and the Contractor shall continue to perform the above required services at no additional cost to the Government.
3.9. REIMBURSABLE PROCUREMENT SERVICES. The Contractor shall provide reimbursable procurement services for materials and supplies in accordance with paragraph C.5. of this section. The Contractor shall provide timely, effective, economic, and legal execution of all procurement actions. All costs associated with procurement services shall be included in the Administrative Services bid items.
