Section C. Statement of Work - Description and Specifications

C.1. SCOPE. The Contractor shall furnish all labor, equipment, fuel, supplies, transportation, supervision, and management to provide inspection, operation, maintenance, repair, reconstruction and rehabilitation of project facilities and features managed by the U.S. Army Corps of Engineers, Vicksburg District, Arkabutla Lake, Enid Lake, Grenada Lake and Sardis Lake. Inclusive in this scope are emergency operations.

C.2. TYPE OF CONTRACT. This contract is a performance based Cost-Plus-Fixed-Fee contract with some Firm-Fixed-Price line items. Requirements are described in terms of results.

Contractors are encouraged to propose cost-effective methods, plans, and resources that will increase efficiency and maximize performance. The Federal Acquisition Regulation (FAR 16.306) defines cost-plus-fixed-fee contracts as a cost-reimbursement contract that provides for payment to the contractor of a negotiated fee that is fixed at the inception of the contract. The fixed fee does not vary with actual cost, but may be adjusted as a result of changes in the work to be performed under the contract. The total fee is a function of the estimated contract amount.

The amount of the fixed fee is entered by the contractor as a percent of the estimated cost, and is restricted as shown.

C.3. ESTIMATED CONTRACT AMOUNT. The estimated contract amount is the Contractor's estimate, as contained in his/her successful offer, of all costs anticipated in the execution of the contract requirements excepting the costs of materials, supplies, and services purchased by the Contractor for the Government in accordance with the paragraph entitled, "Government-Requested Purchases of Equipment, Materials, Supplies, and Services for the Government" by the Contractor under this contract. The estimated contract amount shall contain all cost elements, but it shall be exclusive of the base fee; the award fee; and costs reimbursed by the Government for materials, supplies, and services identified in the paragraph entitled, "Government-Requested Procurement of Equipment, Materials, Supplies, and Services for the Government-General".

C.4. CONTRACT PERIOD. This is a one year contract containing a Government option to extend it in one-year increments for up to an additional four years after the first year.

C.5. PERFORMANCE OF WORK. The performance of work is guided by field conditions (maintenance and operation needs for facilities, meteorological conditions, hydrological events, visitation, emergencies, and other such circumstances). Relatedly, the Contractor will provide many operations, maintenance, and repair activities. Contractor performance is initiated through written and oral communications with the Lake Manager and COR through the development of joint work plans that are approved by the Lake Manager and COR. The Contractor shall be aware that Government forces will be performing similar work at the project and that this work must be integrated with contract performance. The determinations of work to be performed by contract will be affected by many variables, including on-site conditions and needs and available manpower, equipment, and funds. The Contractor shall work objectively to maximize the effectiveness of his/her overall operations while minimizing costs to the Government.

C.6. STATEMENT OF WORK. The activities identified in the following subparagraphs represent requirements that may be performed in whole or in part by the Contractor. However, the following descriptions do not preclude the possibility of other work requirements by the U.S.

However, the requirement to cut the grass in these areas remains in effect. The Contractor shall utilize trimming methods, i.e., the use of sickles, sling blades, and mechanical trimmers and edgers at all locations where the use of mowing equipment either risk damage to property or resources or otherwise pose a safety hazard to persons in the area. Such locations include, but are not necessarily limited to the perimeters of buildings, posts, trees, shrubs, ground cover, sidewalks, curbs, parking blocks, telephone poles, ditches, drains, and culvert head walls. The Contractor shall not use mechanical trimmers around any shrub, ground cover or tree; and he/she shall exercise special care in trimming around these items so as to avoid damage to the roots, bark, foliage, and vines. Also, trimming methods shall be employed within a three foot perpendicular distance of the periphery of all items described herein. The Contractor may discretely apply herbicide, in lieu of trimming, around non-living objects with prior approval of the location and method of application by the COR.

C.7.3.2 Weed and Woody Vegetation Control Turf by Herbicide Application. The Contractor shall apply herbicide application and vegetation removal with cutting operations for all areas (i.e.
