A2.1 HQDA DCS G-9 Utilities Program Support
The Army has multi-year requirements for technical support to meet PAM requirements driven by OSD and ASA- IEE Guidance for the UP program and the associated utility management function. OSD UP Guidance (7-Feb-19) expanded the alternatives to provide utility upgrades, sustainment, operations, and maintenance (O&M). The “pre-award program” that addresses the alternatives for utility management resides at the Land-Holding Commands (LHC), along with UP post-award contract oversight and the responsibility to complete ongoing evaluations of utility systems scheduled for UP decision in FY22-23.
The UP PAM program consists of on-site support to provide essential UP program management support. The support is for Program Management at HQDA, supporting initiatives identified as part of the Utilities Operational Planning Team (OPT) Utilities Program Review (UPR) effort, and providing quality assurance for requirements specified in the OSD UP Guidance (7-Feb-19) and corresponding ASA-IEE UP Guidance (14-Dec-20).
A2.1.1 Program Management: Provide on-site support to HQDA for the development, coordination and dissemination of guidance to implement policy, to support UP decision analysis, and support integration with other Army programs that interface the utility programs, such as the Residential Communities Initiative (RCI), Advanced Metering Initiative (AMI), Privatized Army Lodging (PAL), and various elements of the Energy and Water Programs. UP PM includes supporting the OSD UP Working Group to meet program monitoring requirements related to energy resilience, utility performance metrics, and cybersecurity compliance. Support also includes management reporting, interface with other HQDA offices such as the ASA-IEE, ASA-CE, ABO, G-8, and OGC as necessary to administer the PAM program in conjunction with the G-9 UP Program Manager staff.
A2.1.2 PAM Handbook: Contractor to develop a PAM Handbook that incorporates all the pertinent policy, guidance, instructions, legal documents, administrative elements, and associated tools to effectively manage the Army UP Program. The PAM shall address the ninety-eight (98) existing utility service contracts resulting from privatization efforts and shall also include the strategy and approach to address the remaining major utility systems at IMCOM, AMC, and USAR installations nationwide.
The PAM Handbook shall identify roles and responsibilities of the various echelons within the Army from HQDA to Land-Holding Commands, to Garrisons at Installations. The Handbook shall also describe the reporting and approval cycle requirements to OSD. The Handbook shall address staffing and resource requirements associated with the UP program, including the administration of the post-award management efforts at Installations, LHC(s) and at HQDA.
A2.1.3 Post-Award Program Quality Assurance: Garrisons provide the Contracting Officer's Representative (COR) function in accordance with the Post-Conveyance Contract Oversight Plans (PCCOPS) required by the OSD Guidance (7 Feb 19). Contractor will update the Post-Conveyance Review Implementation Plan (PCRIP) in conjunction with the Contracting Officers and IMCOM. Contractor will review each draft PCR, CCR, and PCCOP developed by the Garrisons and IMCOM. Contractor will monitor the legacy contract transfer and conversion process, and will provide analysis of the impact of contract conversion to the current UP contract format. Contractor will review the Capital Investment Plan (CIP) for the UP contract portfolio and participate in the prioritization of CIP projects.
A2.2 DCS G-9 Utilities Program (Pre-Award) Support and Quality Assurance
A2.2.1 System Inventory and Condition Assessment (SI&CA) QA: Evaluation of GO utility systems requires that a SI&CA be performed to establish the baseline for further analysis. Evaluation of privatized systems may also be necessary to inform the Army’s decision process for expiring contracts. The System Inventory is conducted concurrently with the Condition Assessment to provide detailed information in Geographical Information System (GIS) format describing the age, condition, material, and location of all major components comprising the system under study. Based upon the recently completed Utilities Program Review (UPR) results, there are approximately 60 major Government-Owned utility systems that are scheduled for the SI&CA process in the next ten (10) years, or an average of six (6) systems per year. A list of the systems is provided at APPENDIX B; prioritization of systems to undergo assessment is determined by IMCOM, OCAR, AMC on an annual basis.
A2.2.2 Analysis of Alternatives (AOA): Conduct analyses and/or QA of alternatives to provide reliable, efficient, and resilient utilities owned by the Government and utility systems covered by expiring UP contracts.
Per the OSD UP Guidance, the AOA shall address options for upgrading and sustaining infrastructure, and alternatives to provide operations and maintenance. Various contracting vehicles for infrastructure upgrade shall be considered in the analysis, including ESPC, UESC, PPA, EUL, and UP. Options for O&M include IGSA(s) with local Governments, BOS contracts, and UP. Analyses include the identification of viable alternatives, development of the viable alternatives to enable comparison, and a Business Case Analysis (BCA) that identifies the “preferred alternative” for further consideration. Analysis also includes the evaluation of IGSA Concept Packages to validate recommendations, and incorporation of IGSA decisions into the BCA. The proposed workload is to conducta minimum of six (6) AOA efforts per year starting with the Base Period, and extending through the life of the contract.
A2.2.3 Preliminary Business Case Analysis (BCA): Based upon the outcome of the AOA, the Consultant shall conduct QA and if required, prepare a preliminary Business Case Analysis (BCA) of the leading alternatives for the Government to determine the preferred course of action (COA) for the utility system under study. The BCA shall be conducted in accordance with OSD and Army Guidance and will address the life-cycle cost analysis of the preferred alternatives. The BCA process culminates with a Decision Briefing to select the COA for each case. Utility systems selected to undergo the UP process will be referred to the Utilities Privatization Review Board (UPRB) for prioritization.
A2.2.4 Utility Privatization Procurement (Pre-Award) Actions: There are currently two (2) active procurement actions involving US Army Reserve (OCAR) installations, at various stages in the process, that require support through the privatization decision point. Support required involves the UP pre-award tasks described in APPENDIX C. Ongoing UP actions for the OCAR systems include Ft. Hunter-Liggett (electric, water, and wastewater) and Ft. Buchanan (electric waster, and Wastewater).
For planning purposes, it is anticipated that two UP contracts will be in development in the Base Period and the subsequent Option Years thereafter.
