To be relevant, the previous contracts must be similar in size, scope and complexity. You must submit a minimum of (3) projects with your proposal.

Reference INSTRUCTION TO OFFERORS, Number 6., Wage Determination, for labor rate direction.

| 14 | PWS | 3.3.1.1 | Section 3.3.1.1 indicates there is one key person, a Scheduler. Does the government expect that the work will be performed by one person, or is the Scheduler the only resume that is considered key personnel? | This solicitation is a request for proposed contractor services. However, the Scheduler is the only resume that is considered key personnel. | |
| 15 | PWS | 3.3.1.1 | Section 3.3.1.1 specifies that the Scheduler shall have 5 years experience with USACE. Our company currently has highly qualified schedulers with Army experience, but not specifically with the Army Corp of Engineers. Would the government consider removing the requirement that the Scheduler shall have experience with USACE? | The USACE uses specialized enterprise systems that are particular to the agency. Due to the short duration of the period of performance, it is imperative to include USACE experience. | |

Would the government consider removing these certification requirements? | The RFP did not state certifications were for a Scheduler solely. The Government will not consider removing the requirement.
| 17 | PWS | Section 6.0 | Page 10. Section 6.0 Scope of Work does not include enough information for a bidder to determine the Level of Effort required to perform this work under a FFP contract, unless they are an incumbent. RFP states there are 130-200 projects, but does not describe the size or complexity of these projects. Would the government provide a more detailed description of the Scope of Work sufficient to support a FFP offer? | The RFP Performance Work Statement 2.0 Objective states “The objective of this requirement is to provide scheduling services and project management support for ISPM.” The size of projects range from ~$200,000 per year to in excess $20,000,000 per year. Projects include firm-fixed price, cost, or hybrid type contracts and range between Single Award Stand-Alone Contracts, Multiple Award Task Order Contract (MATOC) or Single Award Task Order Contracts (SATOC). In additon, projects range from six months to a five-year duration. Complexity of projects is deemed medium based on project management support, planning, and customer interaction. | |

For a project where we are a subcontractor, does the government want us to give our prime contractor contracts person as the POC instead of a government POC? | For a project where you were the subcontractor, please identify the name of the prime contract, contractor, and what duties performed in support of the contract.
| 22 | Section M | Eval Factors | Element 3, Tab C Experience section states “The Government will assign the following adjectival ratings when evaluating Factor 1: Technical”. It appears that part of the paragraph is missing. Would the government provide the adjectival ratings that will be used for Factor 1? | Response 10: You are correct in your assumption that part of the paragraph is missing. An adjectival rating of “Outstanding,” “Good,” “ Acceptable,” “Marginal,” or “Unacceptable” will be assigned to Factor 1: Technical. The Outstanding description is “Proposal meeting requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.” The Good description is “Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low..” The Acceptable description is “Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.” The Marginal description is “Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.” The Unacceptable description is “ Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high. Proposal does not meet requirements and contains one or more deficiencies.
