Factor Two (2) Price and Price Related is more important than Factor Three (3) Past Performance. Factor Three (3) Past Performance is the least important factor. Factors 1 and 2, when combined, are significantly more important than Factor 3 – Past Performance.
Volume 1, FACTOR 1: Technical Capability
Factor 1 consists of three elements that are not individually weighted or rated. The following three elements contribute equally to the overall rating of Factor 1: technical approach, personnel qualifications, and experience.
Element 1, Tab A – Technical Approach The Government will evaluate the offeror’s proposed technical approach for accomplishing the technical requirements outlined in PWS Sections 6.0, 6.1, 6.2, 6.3, 6.4, 6.5, and 6.6. The offeror must provide a detailed narrative of its methodology to accomplish each of these requirements.
This narrative must also address how the offeror plans to meet the requirements of FAR 52.219- 14, Limitation on Subcontracting. If any of the technical requirements above will be subcontracted, the offeror shall identify the requirements and provide narrative on how they will be managed

Element 3, Tab C – Experience
Offerors shall submit documentation of three past (completed within the last 36 months of the issuance of the RFP) or current projects (with at least one invoice paid) with similar scope, magnitude, and complexity to the work described in the PWS. Offerors shall not include introductory language in their proposal describing general experience. If the offeror submits more than three (3) projects, the Government will only review and consider the first three listed in the proposal. Each project narrative must include the following information:

Good Proposal indicates a thorough approach and understanding of the requirements and contains at leaset one strength, and risk of unsuccessful performance is low to moderate.

Volume 2, FACTOR 2: Price
Price will not be an adjectivally rated criterion. The Government will evaluate all aspects of the price proposal for fairness and reasonableness for providing the best value to the Government.
Offerors who are found to be unreasonably high may be considered unacceptable and may be rejected on that basis. The Government will only award the required contract if a fair and reasonable price can be obtained. A realism analysis will not be performed.
Labor rates contained in proposals must meet or exceed the approved Department of Labor rates for this category of work. The Offeror shall submit a Firm Fixed Price (FFP) for this effort.

The Government will conduct a performance-based risk assessment based on the offeror’s past performance of the projects submitted in response to Factor 1, Element 3, Experience. The Government reserves the right to consider any additional past performance information available.
Sources of past performance information may include the Past Performance Information Retrieval System (PPIRS), the Contractor Performance Assessment Reporting System (CPARS), or any other past performance information available. After reviewing past performance information, the Contracting Officer will document the findings.
