PROJNET IDContractor's QuestionReferenceLocation in RFPSpecGovernment's Response (proposed
9278553Amendment 0001, released on 9 June 2021, is a 1-page PDF; however, at the top of the document it indicates this was to be Page 1 of 13 Pages. Would the Government confirm the amendment was only 1 page?Amendment 0001Confirmed, Amendment 0001 is only 1 page.

9278557 The Sample TO indicates there is a 12-month base period with three 1-year options. Currently U.S. forces are scheduled to depart Afghanistan before the end of September 2021, which would be within the base period of the sample TO. Should offerors presume these sample problems are fictitious and provide our response as if U.S. forces will remain at KAF and BAF throughout the period of performance for Task 1 and Task 2? Sample Task Order Tasks 1 and 2 Offerors should assume that the requirements in Sample task order (TO) are fictional in nature. See Section 1.0 of the revised Sample TO.

9278559 Sample TO, paragraph 3.10, states that no CAP or GFP is initially anticipated to be provided to the Contractor. Since the beginning of FY21, two incumbent EFR and ERT contractors work in Afghanistan with an inventory of CAP or GFP. Please confirm it is correct to assume no initial CAP/GFP for Tasks 1 and 2. Sample Task Order Tasks 1 and 2 CAP and GFP Section 3.10 has been deleted. For Task 1: a new Section 4.1.5.11 has been added to address CAP and GFP under Task 1 and the table in Section 5.4.2 has been revised for Task 1. For Task 2: text has been added to Section 4.2.2.1 regarding CAP/GFP.

9278560 Sample TO, paragraph 3.10, states that no CAP or GFP is initially anticipated to be provided to the Contractor. In the table following 5.4.2, Task 1.2 Due Date says the due date for the Property Inventory is "30 days after intent of issuance of NTP assuming intent of issuance of GP at time of NTP. Otherwise, TBD." Based on paragraph 3.10, should Offerors assume no GP will be issued at time of NTP for Task 1? Sample Task Order Task 1 See response to comment #9278559.

9278564 Sample TO, paragraph 3.10, states that no CAP or GFP is initially anticipated to be provided to the Contractor. In the table following 5.4.2, Task 2.2 Due Date says the due date for the Property Inventory is "30 days after intent of issuance of NTP assuming intent of issuance of GP at time of NTP. Otherwise, TBD." Based on paragraph 3.10, should Offerors assume no GP will be issued at time of NTP for Task 2? Sample Task Order Task 2 See response to comment #9278559.

9278568 Sample TO, paragraph 3.10, states that the Contractor shall establish and maintain an acceptable Property Management System for the purpose of managing CAP. Paragraph 4.1.6.2 task requirements states that the PMP must detail how the Contractor will control, maintain, care for, and use Government Property and CAP in its possession and refers to GFP information provided in Attachment 3 (pages 29-30 of Attachment D), including Section 7.0, EFR Program Property. Please confirm offerors should assume there will be both CAP and GFP to manage. Sample Task Order Paragraph 3.10 See response to comment #9278559.

9278571 For Task 1, the Sample TO paragraph 4.1.2.2 says the contractor "shall then execute the requirement void of Government involvement other than QA inspections" and Clause 5152.225-5908 says government furnished contractor support services are only provided at BAF and KAF. On the other hand, paragraph 4.1.3.2 indicates contractors may be provided support by LOGCAP. Please confirm there will be military transport, MilAir support, and that offerors should assume there will be accommodations and support at U.S. installations other than BAF/KAF in Afghanistan. Sample Task Order Task 1 Please refer to revised Sections 4.1.3.2 and 4.1.4.13 of the Sample TO.

9278572 For Task 1, paragraph 4.1.4.13 states that MilAir shall be used whenever available to travel within Afghanistan. Can contractors assume MilAir will be available throughout drawdown of U.S. forces? Sample Task Order Paragraph 4.1.4.13 Please refer to revised Section 4.1.4.13 of the Sample TO.

9278573 Instructions for the Sample TO narrative ask offerors to describe activities required to execute field work up to notice to proceed for intrusive field activities. For Tasks 1 and 2, would the Government clarify what are considered intrusive field activities? Sample Task Order Tasks 1 and 2 The text referenced, which is located in Section L, Factor 1: Technical and Management Approach, Section A Technical Approach, Element 2- Sample Task Order, subpart c); has been revised to remove the text "For intrusive field activities".

9278577 Sample Task Order paragraph 4.1.6.5, Specific Task Requirements, says "The Contractor shall propose a firm fixed price per EFR team per month in accordance with the task table for EFR team operations services. The Contractor's price shall account for and include all labor, mobilization/demobilization, transportation, and security associated with sustained EFR team operations services." Please confirm pricing is not required for this submittal. Sample Task Order Paragraph 4.1.6.5 Pricing is not required for the submittal; the Sample Task Order is written in a manner such that it is as realistic as possible. However, as described in Section L, Factor 1: Technical and Management Approach, Section A Technical Approach, Element 2- Sample Task Order, subpart f); a Basis of Estimate (BOE) is required. The BOE should account for elements of work (such as labor quantities, other resources etc.) that would have been included the Offeror's determination of pricing for a given Task/Subtask.

9278580 Sample Task Order paragraph 4.1.6.6.1 says "The Contractor shall propose a firm fixed price complying with.... ...the Contractor's prices for mobilization shall include all cost for mobilizing personnel and personal equipment to Afghanistan." Please confirm pricing is not required for this submittal. Sample Task Order Paragraph 4.1.6.6.1 See response to comment #9278577.

9278581 For Task 2, Paragraph 4.2.2.1 states there are two yards currently operational at BAF and KAF. Can offerors assume any existing equipment, such as incinerators or landfarming equipment, would be available? Sample Task Order Task 2 Please refer to revised Section 4.2.2.1.

9278582 For Task 2, Paragraph 4.2.2.1 says "The incumbent will be able to travel extensively under adverse conditions, inspect, document, photograph, GPS, and evaluate sites for accurate reporting..." Did the Government intend to say "offeror" vice "incumbent?" If incumbent was intended, would the Government clarify? Sample Task Order Task 2 Please refer to revised Section 4.2.2.1.

9278584 For Task 2, Paragraph 4.2.2.1 indicates quantities for reporting, spill response, mold remediation, etc. Should offerors make assumptions about how quantities will change with anticipated troop drawdown? Sample Task Order Task 2 See response to Comment #9278557.

9278586 Task 2, paragraph 4.2.3.1 indicates the Government will provide for the security of Contractor personnel commensurate with the threat but paragraph 4.2.2.3 indicates any subcontractor response movements will be self-sustaining and have all the necessary equipment to perform and complete the response action. Would the Government confirm it will not provide for the security of subcontractors? Sample Task Order Task 2 Please refer to revised Section 4.2.3.1.

9278587 Task 2, paragraph 4.2.2.3.3 states that in the event the Government is unable to or declines to provide physical security and logistics support, the offeror may be required to provide physical security at designated locations, to be part of Subtask 8. Did the Government intend to refer to Subtask 2.11, Logistics Support (Over and Above)? Sample Task Order Task 2 Please refer to revised Section 4.2.3.1, Section 4.2.2.3.3, and Section 4.2.6.11.

9278589 Task 2, paragraph 4.2.2.3.3 states that in the event the Government is unable to or declines to provide physical security and logistics support, the offeror may be required to provide physical security at designated locations. For purposes of this Sample TO response and to better compare responses from multiple offerors, can offerors assume this physical security and logistics support will be provided by the Government? Sample Task Order Task 2 Please refer to revised Section 4.2.3.1 and Section 4.2.2.3.3.

9278591 Task 2, paragraph 4.2.3.6 states that the Government will provide DSN telephone services and may provide NIPR connections if there is a legitimate need to support the project. Is this equipment only available to support Task 2 activities, or can offerors use these services for both Task 1 and Task 2? Sample Task Order Paragraph 4.2.3.6 Please refer to revised Section 3.3 and Section 4.2.3.6.

9278594 Task 2, paragraph 4.2.4.6.1.1 states that the offeror shall prepare an EBS for each new base camp occupied or expected to be occupied for more than 30 days. With the anticipated drawdown of U.S. forces, can offerors assume that EBSs for new base camps will not be required for the Sample TO? Sample Task Order Task 2 See response to comment #9278577.

9278596 Task 2, paragraph 4.2.6.8 indicates offerors are to provide four Environmental Response Site Teams consisting of two contractor personnel for each team. In Attachment D, page 37, the Sample TO Proposal Summary lists 12 units for Environmental Response Teams (FFP per month). Should offerors assume this is 12 units of four 2-person teams (that is, 12 months with 8 total people)? Sample Task Order Paragraph 4.2.6.8 Yes, as stated in the Specific Task Requirements of Section 4.2.6.8, Offerors should assume 12 units of four 2-person teams (8 total people).

9278597 For Task 2, would the Government clarify how many SMEs are to be provided for the Sample TO? Should offerors assume 1 Environmental SME for a total of 12 units and 1 Environmental Response Support SME for a total of 12 units? Sample Task Order Task 2 Please refer to revised Section 4.2.6.9 and Section 4.2.6.10.

9278598 For Task 3, would the Government provide an estimated start date for contract award so that offerors can estimate the approximate date of NTP issuance and, therefore, weather conditions during the MPPEH clearance activities? Sample Task Order Task 3 Please refer to revised Section 1.0 of the Sample TO.

9278599 Sample TO, Section 5.3.1, lists contacts for deliverables. It does not include a Jordan Project Manager. Please confirm a copy of deliverables for Task 3 will be submitted to a Jordan PM. Sample Task Order Task 3 Please refer to revised Section 5.3.

9279512 Offerors were unable to post inquiries to Projnet until June 11, preventing offerors from clarifying aspects of the sample task order that might have a significant impact on their technical approach. To allow time for the Government to respond to inquiries and for offerors to incorporate these responses into their technical approach, we request an extension for the submittal of the IRES2 proposal for a period of four additional weeks. Inquiries Please refer to Amendment 0003 which extends the due date.

9280273Per 4.1.4.5 The Contractor shall field EFR teams with team composition as determined by the Contractor, subject to specific requirements contained herein, e.g., medical staffing, etc., and may be tailored for specific work or location subject to Government approval. OCN personnel may be proposed for the positions on the EFR teams. It is recommended that each EFR Team include the following personnel:...
Please clarify whether Offeror's Basis of Estimate and technical approach shall reflect the EFR team composition staffing and major equipment needs at the levels and as detailed and provided for in Attachment C, Sample Task Order, 4.1.4.5 tables; or if Offeror is to propose its own staffing and equipment solution.Attachment C, Sample Task Order, 4.1.4.5As stated in Section 4.1.4.5, "The Contractor shall field EFR teams with team composition as determined by the Contractor." As stated in the table headings in Section 4.1.4.5, the quantities in the tables are "Suggested Staffing". Offerors may propose their own staffing and equipment solution.
9280274Traditionally, GFE has been part of the Task Order contract; however, the PWS states that GFE is not anticipated under this task. Please clarify whether there will be any GFE provided for the Task Order, and if so, whether the Government will issue a list of what GFE will be provided.Attachment C, Sample Task Order, 4.3.6.4.2.1See response to comment #9278559.
Part 2 of #9280274Attachment C, Sample Task Order, 4.3.6.4.2.1, states "... Please clarify whether this 90% threshold is based on the Government's Suggested EFR staffing tables per 4.1.4.5, or Offeror's proposed staffing breakdown. Attachment C, Sample Task Order, 4.1.5.5 Home Leave Policy The tables in Section 4.1.4.5 are suggested staffing. The 90% threshoold should be based on the Offeror's proposed staffing.

9280277 4.3.6.4.1 The value of this firm fixed price-over and above task for logistics support is estimated to be $1M. Please clarify what specifically is to be included in the firm fixed price-over and above task for logistics support, if different from what is detailed in 4.1.6.8, SUBTASK 1.8. Attachment C, Sample Task Order, 4.3.6.4.2.1 Please refer to revised Section 3.3 and Section 4.3.6.4.

9280278 4.3.6.4.1 The value of this firm fixed price-over and above task for logistics support is estimated to be $1M. Since there is an estimated value of $1M for this task, are Offerors required to provide an itemized list of equipment and materials? Are Offerors permitted to propose a solution that exceeds the estimated value of $1M for this task, in order to propose a sufficient solution that meets the Government's needs? Please clarify whether the Government only intends to evaluate quantities and level of effort, or is the Offeror to provide pricing as part of the basis of estimate so that the Government can evaluate feasibility, efficacy, and efficiency for realism? RFP, Section 2.7, Attachment C; Section L, Element 2 – Sample Task Order, Subsection f.; and Section M, Element 2 – Sample Task Order, Subsection f. See response to comment #9278577.

Please clarify whether the Government has a preference for, or if the Government will provide the format of the structure for the itemization of equipment and materials as well as the labor category breakdown required to be presented per task, as part of the Basis of Estimate. Further, will the Government provide a format for the work breakdown structure to be provided by Offeror's for the Sample Task Order? RFP, Section M, Element 2 – Sample Task Order, Subsection f. The Government will not provide a format, this is up to the Offeror.

9280471 Item c instructs the offeror to staff a full-time hazardous material TY to be managed by the ERSTs, including (iii) Laborers and MHE operators. Will the Government provide a comprehensive staffing list for Offerors to use in their BOE, or provide the most recent SSFR for this ongoing work so responses will be consistent in this regard? RFP Att C, Sample Task PWS p. 18, par. 4.2.2.3.1 Laborers and MHE Operators It is the responsibility of the Offeror to determine the appropriate staffing requirements for the TY.

9280480 Not all items on the deliverable list on page 24 are listed in the list on page 41. Please confirm which deliverables list the offeror should follow in summarizing the contents of deliverables, as required in paragraph (a) of the response instructions (RFP Section L), and confirm the Milestone Payment Schedule should only include the deliverables in the list provided on page 41. RFP Att C, Sample Task PWS pg. 24, par. 4.2.4.6.8 In-theater Deliverable Summary Please refer to revised Section 4.2.4.6.8.

9280553 With questions due on June 14, 2021, when is it the Government's intent to answer all questions so that we have time to address your answers? Looking at this schedule, we respectfully request a two-week extension depending upon when the questions are answered in order to provide enough time to provide a responsive and compliant proposal to CEHNC. Proposal Due Date Please refer to Amendment 0003 which extends the due date.

9280555 Section B: Management Approach, 10-page limit with resumes and organization chart not in page count. Offerors are required to address four key areas: Quality Management/Quality Control Program and Corporate Business Practices that include data management practices and procedures and specific project examples; Contractor Safety and Health Program that includes training, number of professionals, procedures for APP/SSHP and EMR; Key Personnel and Other Resources that include a detailed resource plan and Organization Structure for team, relationships, working arrangements, lines of authority and communication and extent of operational relationships used successfully in the past. 10 pages to address these requirements and clearly meet the Section 10 evaluation criteria is inadequate. We respectfully request an additional 5 pages to address all these elements and provide the details required by Section M to be evaluated appropriately. Section B: Management Approach Please refer to Revised RFP for guidance on page counts.

9280557 Section B: Management Approach, Element 4, Organizational Structure. The requirement to address the extent to which proposed organizational relationships have been used successfully in the past over multiple projects is unclear. Is USACE referring to this proposed organizational team and their experience working together or are you requiring us to discuss any organizational relationships such as prime/subcontractor, JV etc. and how they are used to perform multiple projects? Section B: Management Approach, Element 4, Organizational Structure The intent is for the Offeror to show how your proposed IRES2 Team has been used successfully on past projects. Refer to Factor 1, Element 1 for definition of "Team".

9280559 Proposal Format, C. Additional Restrictions. Will the USACE provide additional clarification on reduction of Font Size to 8-point to only include narrative in charts, tables spreadsheets to explain the data versus other information that goes beyond this. What other information are you referring to that would not be allowed as tables or charts typically would have bulleted text that addresses the subject matter. Proposal Format, C. Additional Restrictions Please refer to RFP for guidance on font size.

9280562 Proposal Format, Note (page 149): The following items are excluded from the page counts.....bullet 12 Organizational ?Chart to include teaming arrangement documentation. Question: If we want to include an organizational chart in the element 2 – Sample Task Approach, would the government please also exclude this from the page count? Proposal Format, Note (page 149) Yes, the exclusion applies to the organization chart for the Sample TO.

9280565 Factor 1 Element 2 has an allowable page count of 20. Given that this element encompasses multiple different scopes of work in two different countries, we request that the government increase the page count to 25 to allow adequate space to present a comprehensive Technical Approach. Factor 1 Element 2 No change to the RFP will be made based on this question.

9280571 Offeror Definition. On p. 151, in par 4, the RFP says that, "It is necessary that an Offeror clearly demonstrate their capability to perform the entire scope of this contract." And on p. 152, at the end of the 5th paragraph, the RFP says, "The Offeror shall provide specific information to demonstrate that it has recent and relevant experience to all of the potential activities for the resultant contract(s)." Also on p. 160. The RFP says that, "The Government will evaluate the Offerors proposals to determine if the Offeror has clearly demonstrated their capability to perform the entire scope of this contract by providing all of the following:" Would the government please confirm that these statements refer to the "Offeror's Team" as a whole rather than the Offeror by itself? The 2nd last bullet on p. 160 re the Offeror and how the RFP specifically defines Offeror as the Team in Factor 2 on p. 162 (bottom paragraph - In this context, "Offeror" refers to the proposed prime Contractor and its proposed key subcontractors) but not for Element 1-Factor 1 in Sec M. Question: Will the government please clarify or change the wording of the 2nd last bullet on p. 160 that says, "The Government will evaluate the Offerors proposals to determine if the Offeror has clearly demonstrated their capability to perform the entire scope of this contract by providing all of the following: experience working as the prime contractor in performing the above range of services rather than having heavily relied on its key subcontractor(s)?" Offeror Definition p. 151, in par 4, See revised RFP for changes in the Technical Factor 1 sections L and M.

9280575 Section L. Element 1 – Technical Capability/CERCLA and RCRA. On p. 152 of the RFP in paragraph 5, it says that "The Offeror shall provide evidence that it understands the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) and/or Resource Conservation Recovery Act (RCRA) requirements under various programs to include but not limited to Defense Environmental Restoration Program (DERP)." Note that this requirement is not listed in the evaluation section. Question: If many of these task orders are overseas, will CERCLA and RCRA requirements even be required? And if they are not required is this language obsolete for this RFP? On p. 152 Section L. Element 1 – Technical Capability/CERCLA and RCRA No change to the RFP will be made based on this question.

9280579 Section M. Element 1 – Technical Capability (on. P. 160) states that the government will evaluate projects to ensure that the Offeror has provided "projects that demonstrate experience with ECRS and/or MMR involving baseline environmental assessments. Section L says (on p. 151) that the narrative shall address the team's capability to perform the following: "Perform Environmental Remediation and Compliance Services (ECRS) and/or MMR." Question 1: Are baseline environmental assessments required for all ECRS projects? Question 2: Is the acronym wrong in both Sections L and M? Should it be ERCS (and not ECRS)? Section M. Element 1 – Technical Capability P. 160 Question 1: Refer to revised Section 4.2.4.6.1.1.

Question 2: See revised Section M under Factor 1, Element 1.

9280583 Section M. Element 1 – Technical Capability/US and Outlying Areas. Section M of the RFP requires (last bullet on p. 160), "experience in which the Offeror and/or its subcontractors successfully performed in locations within scope of this contract: working in remote, or rugged environments." Section L Element 1 – Technical Capability (on p. 151) says that, "The narrative shall address the team's capability to perform the following services at diverse locations outside the US and Outlying Areas as defined by FAR 2.101 primarily at international locations to include, but not limited to, Iraq, Afghanistan, Japan, Jordan, Kuwait, Lebanon, Poland, South Korea, and Ukraine, as well as within the various COCOM regions, particularly CENTCOM." While some places within these countries "could" qualify as remote or rugged, many do not and there is no mention of "remote or rugged" places in section L requirements. Question; Would the Government consider removing the remote and rugged language from the RFP. (last bullet on p. 160 Section M. Element 1 – Technical Capability/US and Outlying Areas Please refer to revised Section M of the RFP.

9280585 3.5 CONUS Replacement Center (CRC). Contractor U.S. personnel newly deploying for work under this task order shall be required to in-process at the CRC located at Fort Bliss, Texas prior to deployment. Other Country Nationals (OCNs) do not have to attend the CRC prior to deployment to the project site and may deploy immediately. Permanent U.S. employee departure from the OCONUS location, whether from completion of work or otherwise, shall require out processing through the CRC. Question 2: Is the clearance depth to one meter? Performance Metric Question 1: See revised Section 4.3.2.2. It is the responsibility of the Offeror to determine the manner in which to execute the work required.

Question 2: As stated in the Specific Task Requirements in Section 4.3.6.3, the clearance depth required is 1 meter.

9280618 Measurement Method: The Contractor's conformance with the PWS will be evaluated by the Government during QA inspections IAW the QASP. Remedy: If any grid (or equivalent area) fails the Government QA inspection based on performance metric requirements the Contractor shall re-clear the grid or re-mark the grid of concern, or both, as is required to achieve the performance metric at no additional cost to the Government. Question: Will the government provide QA to inspect cleared areas daily to prevent QA failures after long periods of non-inspection as weather conditions in the deserts can move/shift causing undetectable sub surface items to move toward the surface? Measurement Method Please refer to revised Section 4.3.6.3.

9280619 4.2.2.1 General. The Contractor shall provide environmental support via an Environmental Response Team (ERT), comprised of a staff sufficient to complete the following: Staff a full-time hazardous material processing yard (Transition Yard, or TY). The TY will be used to treat hazardous material to reduce volume, dewater, incinerate, neutralize, or solidify hazardous material and repurpose, reuse or recycle metals and Hazardous Material as much as practical. The operation will require a current HAZWOPER certification of at least one operator, laborers to handle the materials, equipment (forklift/front end loader/truck) operator, and appropriate oversight for management and safety. Two yards are currently operational at BAF and KAF. Funding and workflow will dictate the number and process at sites. The yard also will manage soils from spills for shipment or on site landfarming. Hazardous Materials handling, and shipping are key requirements. Question 1: It is our understanding that the US no longer has a presence at KAF. Is the yard at KAF currently supporting coalition forces? Question 2: The PWS addresses some manning requirements for the yards. Are the operators and laborers LNs? 4.2.2.1 General Question 1: See response to Comment #9278557.
