Camp Victory (fictional) 23 November 2020
Revision: 01 Revision Date: 22 January 2021
All revisions are noted in red bold text.
1.0 OBJECTIVE:
1.1 The objective of this task order is to perform Third Party Validation Seeding for the Removal action at the Impact Area Munitions Response Site (MRS) and the surface clearance at the Buffer Area MRS, Camp Victory Formerly Used Defense Site (FUDS) in compliance with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, National Contingency Plan (NCP), 40 CFR Part 300, and Department of Defense, Army, U.S. Army Corps of Engineers (USACE) and State Regulations. The objective of the seeding program is to provide ongoing monitoring of the quality of the geophysical data collection and target selection process for the Government.
1.2 The Contractor shall perform this work in accordance with (IAW) with all applicable laws, regulations and guidance to include Interim Guidance and Data Item Descriptions (DID). The Contractor shall be responsible for acquiring the latest version of applicable regulatory or agency guidance, including but not limited to the referenced documents cited in the Base Contract, unless otherwise specified.
1.3 Work performed under this task order will include conducting required validation seeding in support of the remedial action; addressing any and all explosive safety, scheduling, and regulatory issues; and, assuming contractual liability and responsibility for the achievement of the performance objectives at the Camp Victory identified in this Performance Work Statement (PWS). The contractor must possess all the required expertise, knowledge, equipment, materials, and tools required to meet or exceed the government’s objectives identified in this PWS in accordance with established industry standards. Work will include preparing a Validation Seeding Plan, fieldwork to include subsurface and surface seeding and MEC avoidance, advanced geophysical classification, document preparation, and close coordination with USACE.
2.0 BACKGROUND:
2.1 Work under this PWS falls within the Military Munitions Response Program (MMRP). All activities involving work in areas potentially containing explosives, and health and safety hazards are regulated by the Occupational Safety and Health Administration, USACE, Department of the Army (DA), Department of Defense (DOD), and the State of Texas.
2.2 Camp Victory (fictional) Impact Area MRS consists of 100 acres and Buffer Area MRS consists of 50 acres, located in Texas. Munitions and Explosives of Concern (MEC), Material Potentially Presenting an Explosive Hazard (MPPEH), and Explosive Hazards may be located within either MRS. A Remedial Action (RA) is being performed under a separate USACE contract IAW the signed DD. The selected remedy consists of surface and subsurface removal of MEC to depth of detection using AGC for the Impact Area MRS, and surface clearance of all metal >= four inches in any dimension for the Buffer Area MRS. AGC selection criteria will be determined based on site-specific noise levels to maximize detection depth while minimizing false positives, and will be chosen to detect and classify 37mms to at least 20 cm.
2.3 The contractor shall assume the following:
The fictional site is given a location so contractors can research required information. Camp Victory is located near Austin, Texas.
Worksheets #10 and #11 will not be provided by the Government.
The following munitions may be present on site: 37mm projectiles; and 60mm, 81mm and 4.2 inch mortars.
Most of the Impact Area MRS acreage is open grassland; however, 20 acres are made up of residential parcels ranging between 0.5 acres to 5 acres. The Buffer Area MRS is open grassland.
ROEs have been obtained by USACE and in time for fieldwork to commence.
Vegetation 4” or less in diameter at chest height may be cleared, if needed.
The site is generally open and allows for the use of RTK-GPS (i.e. no trees blocking view of the sky).
Fieldwork for Remedial Action will start 4 months from start of this award.
This TO will be awarded May 2021.
Previous work at the site has shown impacts due to variable geology.
The RA contractor will establish the survey control and provide to the Seed contractor.
This TO will not provide archeological and/or biological services and will be handled by the RA contractor.
No surface validation seeding will be required in the Impact Area for this TO.
For this TO, surface QA seed rates will follow EM 200-1-15 (October 2018 version) Table 11.6.
A surface clearance will not be performed prior to validation seeding and AGC data collection.
Grassland areas are accessible by 4x4 pickup trucks.
Storage will not be provided by the RA Contractor, but space is available for the seeding contractor to place a conex if needed.
The Third Party Seeding Contractor may not work under the RA Contractor's APP/SSHP.
For the Sample TO, it is expected that the noise levels are sufficiently low to meet the detection/classification depth per section 2.2; however, AGC data is not available. The Contractor shall state their assumptions regarding the need for additional data, and how they would establish RMS and seeding depth levels.
Use the most current industry/DAGCAP guidance. Any contradictions on a real TO would be discussed and worked out during planning and document review. For the purposes of this sample TO, the offeror should note any perceived contradictions, state their assumptions based on those perceived inconsistencies and demonstrate an understanding of current guidance.
AGC data quality shall conform to the AGC QAPP requirements.
Average anomaly density is 500 anomalies per acre.
The RA contractor expects the following production rates:
o Dynamic Data Collection- 0.5 acres/team/day
- 2 teams will be utilized.
- Metal Mapper 2x2 with RTK GPS positioning o Cued Data Collection- 300 cues/team/day
- 2 teams will be utilized.
- Metal Mapper 2x2 with RTK GPS positioning o Surface Clearance - 8 acres/7 man team/day
- Assume all 7 people will be sweeping
- 2 teams will be utilized.
