Strength of Key Projects Section 4e

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Per page 4 of 15 of the Solicitation, under section 4e. Age of Project; reference is made as follows: "A key project will only be considered "recently completed" if the completed product has completed within the last five (5) years from the proposal due date of this acquisition."

Where the word product is used does this apply to a product such as design development or was your intention to use the word project?

Secondly, we are confirming that completion is defined as the completion of the A/E's Task Order and / or Contract.

On: Dec 29 2020.

Government Response. . Section 4e, page 4, of the synopsis has been updated to read: "A key project will only be considered "recently completed" if the final completed product was accepted within the last five

(5) years from the proposal due date of this acquisition. Key projects that were completed more than five years ago or are currently less than 100% complete will still be evaluated, however, they will be considered considerably weaker than a recently completed key project." The "completed product" refers to the final version of the engineering, architecture, or planning deliverable described in the scope of work of the of the contract or task order (e.g. 100% design, 35% Design-Build RFP, Facility Utilization Study, 100% work plan, infrastructure study, etc.). Completion dates of any resulting construction project are not counted or considered. "Key project" refers to the individual project being submitted for evaluation which will include the required product. "Completion" in this paragraph is defined as the point at which the government accepts the final completed product. Unaccepted final deliverables are therefore not yet completed. On: Jan 06 2021
