FAR 52.212-2: Evaluation - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
EVALUATION FACTORS:
Basis of Award: The award will be made using best value trade-off with appropriate consideration given to the following (3) three evaluation factors:
Factor 1: Technical Approach Factor 2: Past Performance Factor 3: Price
- 2 -
To be considered for award, a rating of no less than “Acceptable” must be achieved for the Technical Approach factor. Award may not necessarily be made to the lowest offered price. Price will be evaluated using the Price Analysis Techniques in accordance with FAR 15.404-1.
Relative Importance of Criteria:
Technical Approach is the most important factor. Past Performance is less important than Technical Approach, but more important than Price. Price is the least important factor. When all non-price factors are combined the non-price factors are significantly more important than Price and Related Information.
Where competing proposals are determined to be substantially equal after evaluation of Technical Approach and Past Performance; Price will become the controlling factor.
TECHNICAL APPROACH: The technical section shall address how the objectives of the attached Performance Work Statement will be met. The offeror should submit a proposal describing the technical approach to be used to accomplish the project activities required. The technical proposal should be detailed, concise, and should cover every aspect of how the offeror will meet the objectives of the PWS, and the qualifications of the personnel performing the work. Particular attention should be paid to how the offeror will assure the Government that the work being performed will accurately and effectively achieve the objectives of the PWS. The proposal should describe how the contractor will ensure that all work is performed in accordance with the electrical and fire safety codes provided in the PWS and describe how the contractor will report such information to the Government. The proposal should take the reviewer step by step through each phase of the work, explaining each step in detail. The offeror should also discuss any and all assumptions made when developing their technical approach. The offeror shall identify the risks associated with, and contingencies for, the proposed technical approach. Please note the Government will look unfavorably upon any assumption that qualifies an offeror’s proposal.
Key Personnel Qualifications. Key Personnel consists of the Project Manager, Quality Control Manager, Property Control Manager, Property Manager, and Site Safety and Health Officer (SSHO).
These key personnel shall meet qualifications specified in the PWS, paragraph 2.4. The individuals that fill these positions may not be dual-hatted with each other. The Project Manager and Quality Control Manager must have a Secret Security Clearance prior to deployment and be able to maintain a Secret Security Clearance throughout deployment. Upon task order award, resumes for Key Personnel shall be submitted to the Contracting Officer for approval. Any subsequent change in Key Personnel must be approved by the KO.
Technical Approach will be evaluated according to the offerors’ technical solution and technical risk.
Ratings will be as follows:
Combined Technical/Risk Ratings Rating Description Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.
- 3 -
PRICE: The price proposal shall contain a firm fixed price covering all of the contractor’s costs for each task in the PWS, except Task 3 and Task 4. Any costs incurred by the contractor not covered in the proposal are the sole responsibility of the contractor. Price will be evaluated using the Price Analysis Techniques in accordance with FAR 15.404-1. A price analysis will be performed to determine the proposed price as fair and reasonable. The offeror shall propose a price for each identified task in the PWS utilizing the provided Task Table (Attachment 2).
Provide your price proposal in Excel format with all formulas intact by utilizing the enclosed Task Table (Attachment 2). Round all numbers to the second decimal place. All CLINs/Tasks are to be priced as shown on the Price Spreadsheet enclosed for incorporation into the award. Price proposal shall include the fully burdened labor rate for all personnel proposed for execution of the PWS, to include State Department uplifts.
Task 2 will contain project management support costs to support the electrical assessment team.
Additionally, DBA insurance costs will be included in the team cost. The Contractor’s proposed price shall include all Contractor effort, equipment, management and resources required to successfully complete the requirements of this task. The costs associated with Rest and Restoration (R&R) shall be included within the proposed price for this tasks as well.
The price proposal shall use $750,000.00 as the price for Task 3, Electric Bill of Material and $350,000.00 for Task 4, Other Direct Costs.
All pricing backup information and documentation shall be included. A detailed breakdown of any subcontractor prices are also required. Lump sum pricing is not to be provided. Options must be priced and will be evaluated to account for the flex in requirements of this acquisition. FAR Clause 52.217-8 will be applicable to this task order. This option may be exercised for up to 6 months, at the rates specified in the resulting contract.
PAST PERFORMANCE: The Government will consider any past performance information in its possession. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases.
The offeror shall provide the Government with a synopsis of at least 3 relevant past performance examples each with a Government point of contact. Projects need to be at least 75% or more complete.
Your past performance synopsis should include the location, contract number, whether your firm was prime or subcontractor for the project, contract value, percent complete, and period of performance. Limit each example to two (2) pages. Past performance that demonstrates the ability to work in a contingency environment, such as CENTCOM AOR, will be looked at favorably by the Government and will increase the Government’s confidence in the offeror’s ability to execute the requirement. If any offeror is truly a new entity and none of the company principals have relevant work experience, the offeror will be considered to have neutral past performance. In the event an established offeror is simply without a record of past performance, the offeror’s lack of past performance will be evaluated as an unknown risk having no favorable or unfavorable impact on the evaluation.
Past performance will be assessed for the following two aspects: 1) relevancy and 2) confidence.
In evaluating relevancy, the Government will evaluate the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort described in the PWS including the similarity, complexity, location, dollar value, contract type, and degree of subcontract/teaming. Relevancy is evaluated in accordance with the following ratings:
- 4 -
The Government will then determine quality – how well the contractor performed on the contracts.
Based on the evaluation of quality, the Government will assign a performance confidence assessment rating in accordance to the following categories and descriptions:
Performance Confidence Assessments Rating Description Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence

Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
