Virtual Industry Day Questions
1. When do you anticipate posting the solicitation? Sometime between the 3rd and 4th quarter of next year.
2. Are you thinking about – in the future – putting another webinar together in order to go out and see what we can do about working with small, or DB, or 8A service disable veterans, veteran only business? How we can go ahead and partner up assuming that there’s a percentage that has to be divided up before everybody can participate in this arena? We have small business goals, but there will not be a set percentage of these MATOC’s awarded to small businesses. And, we won’t have another conference for the sole purpose of teaming. You are encouraged to seek out those possibilities on your own.
3. Are these projects funded, are they due to get funded? No, so this is a multiple award Task order contract. And we have projected that we will need, $95 million dollars a region over five years. But, there will be single award task orders based on the Army’s and the federal government’s requirements in the fiscal year that the requirement comes up. They will be funded at the task order level.
4. There’s been talk in the past about doing an evolution of the pass score level on a best value basis. Is this still being contemplated, or will it remain a LPTA? At this moment it will Lowest Price Technically Acceptable (LPTA).
5. There’s been some movement over the last – I guess – 12 or 14 years since the inception of EFRP program related to the asbestos surveys. We’ve gotten to a point where those asbestos surveys are done under a separate contract. Curious if they will remain under a separate contract? Our current business practice is to have the ACM and ORM assessments done prior to soliciting the demolition. The government has found that we get a better value that way. Just over the last few years with funding -- the way that it’s been with the budgets and such – we have not been able to follow that business process. But, we are looking to, when funds are available, keep the surveys separate.
6. Do you have an ideal number of contractors that you expect to make the award to? At this time we are still in the early stages of market research.
The market research will determine how many contractors that we would like to award to.
7. What’s the likelihood that bonding will be required on the individual task orders? Very likely.
8. You mentioned the hurricanes that came through here (Tyndall AFB). Can you repeat that again with – in relationship to FEMA, please? The US Army Corps of Engineers is designated as emergency support function there to the US government. And as such, we, the Corps of Engineers provide all of the – not all – but, a lot of the support to FEMA. So, it includes the blue (unintelligible) mission, the water mission, the ice mission, debris clean up, support and structure, investigations, all of that sort of work. One of the other things is that FRP – in the current MATOC -- is designated as being able – as part of the support to FEMA for demolition and clean up. Now, let’s say FEMA has not come to us in previous years to ask for our support in this manner. They’ve gone through using some of the other PRT contracts that they have in place. But, because of the devastation that they have at Tindal and it being a – it’s an Army – or, an Air Force – the DOD installation -- they’re looking to come to us as ask, you know, if we can help and in an expedited manner.
9. Is there a percentage that a small business as the prime would – that, you know, we should be able to sub out? I mean, is there a mandatory minimum? There is a limitation on subcontracting clause that prevents a small business from contracting too much of its work so that it’s not simply being a pass through for a large business. But, a large business doesn’t have a restriction on how much it can sub out to smalls.
