Project: Army Phase 2 Review: Army Ph2 Pre-bid RFIs (00001) (sorted by CommentID ) Displaying 44 inquiries.
Id Discipline Sheet Detail Spec 7173985 General pg 17 Paragraph 1.19 PWS Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
PWS, Paragraph 1.19, pg 17 Payment Requests/Invoices (Page 17 and 18): With recent changes to the invoicing system, the process has slowed considerably and is much more complicated. Paragraph 1.19 is requiring to include the daily safety meeting documentation with each invoice for each RM and service order. This will significantly slow down the process further. Can the government remove the requirement to provide safety documentation with each invoice and provide alternate means to meet requirement? Such as review of this information in the daily reports submitted to government.
On: Oct 03 2017.
Government Response. . No, daily safety meeting documentation shall be submitted with the invoice.

7173993 General Para 4.3, pg 36 Appendix A PWS Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
PWS Appendix A, Para 4.3, pg 36 details what the service order fee can be applied to. When we self-perform work, we employ our own people to research the statement of work, develop the quote, research prices for material, order the material, receive the material, and all of the other tasks associated with Service Order development that a standard subcontractor would employ. There is an associated cost for those tasks to be remotely profitable when self-performing, which offers a lower price to the Government. The Service Order Fee does not include these costs.
If it did, the service order fee would need to be increased but then it would be too high when we deal with a subcontractor. Can you modify this paragraph to allow normal costs associated with a company self-performing service orders?
On: Oct 03 2017.
Government Response. . No, modifications to the application of the service order fee will not be made.
On: Oct 19 2017 Current Request Status: Request Closed

7174006 General Pricing Worksheet Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
In the Pricing Worksheet, Service Order Fee Breakdown sheet, the formula in cells C16/D16 is the sum of all fees in rows 9-15. By adding each percentage, it inflates the service order fee %. As an example, if an offeror is proposing 10% profit on the total project (on all labor, subs, materials), the formula would indicate a minimum 30% service order fee rather than a minimum 10% service order fee. Is acceptable for an offeror to alter the formula in cells C16/D16 and use its own calculation/formula for the service order fee? Will this offeror-provided service order fee be used in the price evaluation
On: Oct 03 2017.
Government Response. . Yes, it is acceptable for an offeror to alter the formula. If alterations are made to the formula, it must be displayed on the spreadsheet. Yes, the service order fee will be used in the price evaluation. See forthcoming amended pricing worksheet. The service order fee in cell C16 and its sub-elements will be used in the pricing evaluation. The Total Service Order Fee in Cell C16 is the ONLY allowable markup on service orders, with the exception of the emergency SO fee where applicable On: Oct 19 2017 Current Request Status: Request Closed

Regarding the service order fee calculation, the table and formula requested for total service order fee as applied does not appear to be correct. The table sums all elements in that column and the resulting value does not correlate to an accurate depiction for evaluating proposers costs since these elements are not calculated together to derive individual cost build-ups in the price model. Pricing sheet (Excel) – Service Order Fee Breakdown (Tab) In row 16, the Total Service Order Fee is calculating as a summation of all of the percentages above. This is not an accurate representation of the Service Order Fee due to the percentages included in the sum (e.g. Profit on Labor, Profit on Subcontractor, etc.) do not each get applied to all of the service order costs. Can this breakdown be deleted in light of the information that we include in our Pricing Narrative that spells out how we arrive at our Service Order Fee?
On: Oct 03 2017.
Government Response. . No, the breakdown cannot be deleted. These items are required to justify your Service Order Fee.
