PWS, Section 1.7.5. The documentation and daily reporting contained in this section is what would typically be expected on a Milcon or MC project. Considering the magnitude of RM and Service Order activity commonly executed on a daily basis at multiple sites simultaneously, we suggest the Government revisit this Section of the PWS to better adapt it to this Task Order making compliance with this section feasible and manageable.

Suggest the Government revise this section accordingly.

7133176 Contracting Appendix A Para 4.3 PWS Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

PWS Appendix A, Para 4.3 details what the service order fee can be applied to. When we self-perform work, we employ our own people to research the statement of work, develop the quote, research prices for material, order the material, receive the material, and all of the other tasks associated with Service Order development that a standard subcontractor would employ. There is an associated cost for those tasks to be remotely profitable when self-performing, which offers a lower price to the Government. The Service Order Fee does not include these costs. If it did, the service order fee would need to be increased but then it would be too high when we deal with a subcontractor. Can you modify this paragraph to allow normal costs associated with a company self-performing service orders?
