REPOST OF 6612409

3.4.1 Tank Gauges - Inspect and check tank gauges in bulk storage areas for any accumulation of moisture in the head gauge reading housing. Remove moisture, if found. Observe the reading for any errors in measurement. The Contractor shall calibrate, inspect, and test the gauges as required. Adjust gauges as required. The Contractor shall develop and maintain standard calibration records to be used throughout the period of this contract, with a file copy maintained at each facility. Recommend repairs through a service" order.

Does this refer to only the mechanical gauges associated with the storage tanks or does it also include ATG equipment?

Effort to "remove moisture" and "calibrate" tank gauges are somewhat invasive actions requiring disassembly of components and in some instances, access to the top of tank floating pan (permit required confined space). Request the government revise this PWS element to read "gauges shall be inspected any checked, any calibration or repairs will be done via Service Order."

On: Jul 26 2016.

Government Response. . This refers to mechanical gauges. ATG work will be done by service order. On: Aug 02 2016 Current Request Status: Request Closed

Monthly Report, Attachment 3: Recurring maintenance reports can be lengthy (greater than 25 pages each). Is it the government's intent that these reports be submitted in their entirety in the monthly reports? On: Jul 26 2016.

6612514 General PWS Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Monthly Report, Section 1 includes a Table with a footnote "Every SO submitted during this period shall be included in this table."

Should this table include all SOs, including SOs submitted during previous months? For routine SOs, it can take several days after submission to receive NTP, and then 30 days to complete. So for SOs submitted near the end of the month, most of the table will be blank (NTP date, Completed Date, # days to complete, etc). The status of service orders not complete seems to be missing from the monthly report requirements.

On: Jul 26 2016.

Government Response. . The table should identify any active service orders (initiated, submitted, approved, etc.) and any service orders completed or disapproved during the period covered by the monthly report. Format of monthly report will be clarified at post award meeting. On: Aug 02 2016 Current Request Status: Request Closed

PWS, Appendix A, Paragraph 3.5.1, states "Multiple facility numbers may be submitted on a single SO." Should this read as one facility number per single SO?

On: Jul 26 2016.

Government Response. . The rule of thumb is single facility per service order. Multiple facility numbers may be submitted on a single service order when it makes sense to do so (ie, stenciling, joint sealant, painting, corrosion protection or where work is dependent (valve replacement with a pipeline replacement) or identical work on multiple facility numbers, multiple facilities that make up one system being repaired, etc.). If multiple facility numbers are included in a single task order, the pricing needs to be broken out by facility number and the APP and/or workplan needs to be submitted with the SO.
