h. Section 9.0 adds the invoicing procedures for payment.

Revision additions are annotated by bold font. Revision deletions are annotated by strikethrough font.

1.0 Objective.

This is a “brand name or equal” procurement for commercial food waste dehydrators that are comparable but not limited to, for example, the ECOVIM 650 (large model) and ECOVIM 250 (small model) dehydrators. The dehydrators will be for the installations and in quantities specified on the pricing spreadsheet and the technical requirements as described in this document.

1.0 Background.

Food waste is a common problem inherently generated by the process of preparing food for consumption, and the need to dispose of any remaining food not consumed. In the Department of Defense (DoD) dining facilities (DFAC) which feed large numbers of troops and DoD employees and contractors generate enormous amounts of food waste. It has been estimated that presently only approximately 3% of the food waste generated is recycled, resulting in an enormous amount of organic waste that must be disposed of, usually in landfills. The reduction of food waste requiring disposal would be greatly beneficial to reducing facility operating expenses and the impact to the environment.

2.0 Work Plan

The Contractor shall prepare and submit for approval a Work Plan (WP) which describes how the Contractor will conduct all aspects of work required to fulfill contract objectives and requirements including (a) coordination with receiving installations and mobilization prior to installation, (b) pre-installation inspections to ensure all installation requirements, i.e., condensate drain, proper electrical receptacle, etc., are present, (c) actual installation procedure(s) of the food waste dehydrators, (d) quality control of the dehydrator installation to insure that they are installed in accordance with the manufacture’s recommendations and that they operate properly, and (e) cleanup of shipping packaging and other wastes generated by the dehydrator installations and at the work sites and demobilization from the work sites. Format shall be of the Contractor’ own format. The WP shall be submitted to the Government within 10 calendar days of contract award. Following the Governments review and comment, the Contractor shall correct all discrepancies and resubmit the WP as required.

3.0 Safety Health Program and Accident Prevention Plan.

The Contractor shall develop, submit for approval, and maintain a written Safety and Health Program (SHP) in compliance with the requirements of the Occupational Safety and Health Administration (OSHA) and the U.S. Army Corps of Engineers safety and health requirements as given by EM 385-1-1. Additionally, the Contractor shall develop and submit for approval an Accident Prevention Plan (APP) which addresses applicable work and work safety requirements contained in EM 385-1-1. Format shall be of the Contractor’ own format. The SHP and APP shall be submitted to the Government within 10 calendar days of contract award. Following the Governments review and comment, the Contractor shall correct all discrepancies and resubmit the SHP and or APP as required.

4.2 The Contractor shall procure and install the dehydrators so as to provide complete and fully operable equipment. The solid output from the dehydrator unit shall produce a dry solid suitable for landfill or soil amendment while reducing the volume with little or no odor. The addition of water or additives shall not be required. The Contractor shall perform all installations in accordance with the manufacturer’s instructions and recommendations, and in manner which would in no way void the manufacturer’s warranty. Dehydrator installations shall include, and the Contractor shall provide, all transportation and shipping requirements.

4.3 All work performed by the Contractor shall be in full compliance with EM 385-1-1, applicable OSHA requirements, and the Contractor’s approved WP, SHP, and APP.

4.4 The Contractor shall be responsible for obtaining any permits required to complete the dehydrator installations. The installations shall be performed in accordance with all applicable codes.

4.5 The Contractor shall coordinate with the receiving installations to convey and confirm electrical power requirements and the availability of electrical service connections. The Contractor shall also confirm the existence of required floor space and the availability of a floor drain, or equivalent, to receive and dispose of the equipment condensate water. Once onsite, the Contractor shall verify that installation requirements are present prior to installation through a pre-installation inspection. The Contractor shall make all electrical connections during the installation, but shall not be responsible for installation facility electrical modifications or providing installation facility-end terminal connectors necessary to affect the installation.
